City of Metropolis City Council met Nov. 13.

Here is the minutes provided by the Council:

The regular meeting of the City Council, City of Metropolis, Illinois was held at 7:00 p.m. on Monday, November 13th 2017, in Council Chambers of City Hall at 106 West 5th Street, Metropolis, Illinois. Upon roll call the following Alderpersons were present: Alderman Don Canada, Charles Barfield, Buford McGuire, Mike Hall, Darryl Neill, Chad Lewis, Chuck Short, John Taylor, Corporate Counsel Rick Abell, Mayor McDaniel, City Clerk Jan Adams and concerned citizens of Metropolis.

Moved by Alderman Mike Hall and second by Alderman Darryl Neill a motion to approve the minutes of the previous meeting held on 10-23-2017 as presented;

MAYOR’S REPORT:

The Mayor acknowledged the retirement of Scott Cunningham in our Public Works Department. The City of Metropolis wishes him well on his new journey and thanks him for his 20 years of service.

Moved by Alderman Mike Hall and second by Alderman Chuck Short to make a motion to Adopt a Resolution for the Metropolis Chamber of Commerce Annual Christmas Parade on Saturday, December 2nd with a rain date of Saturday, December 2nd with a rain date of Sunday, December 3rd, 2017 @ 1:30;

CORPORATE COUNSEL REPORT:

Shelia McDonald was awarded the bid in the amount of $503.00 for the 409 West 8th Street property.

Moved by Alderman Buford McGuire and second by Alderman Darryl Neill to make a motion to Adopt Ordinance Authorizing Sale of Municipally Owned Real Estate located at 409 West 8th Street; 2017-32

The consensus was to include a minimum bid of $3,000 for the sale of 611 Market Street and will proceed to advertise for closed bids.

Moved by Alderman Mike Hall and second by Alderman Chad Lewis to make a motion to advertise for sale and seek bids for the sale of an unimproved lot at 611 Market Street, Metropolis, IL;

Corporate Counsel mentioned an up and coming item IMEA is researching. Residents have been inquiring how the installation of solar panels would affect their rates. Discussion of a minimum charge applied to the bill due to weather affecting the operation of the panels. All facilities would still be in place allowing the switch. Another idea was to give a credit, with a cap, for installing the solar panels. These are issues being discussed and will continue to update as information comes forward.

The Mayor gave praises to ACIX on their outstanding work, going above and beyond for the City of Metropolis and its residents. He also recognized Doug Hawes and Chad Vance with HMG for their thoroughness on each project the City undertakes. The 12th Street Sanitary Sewer Improvement Project has begun to order materials and construction soon to follow.

Moved by Alderman Charles Barfield and second by Alderman Don Canada to make a motion to accept Payment Application No. 10 FINAL with Change Order No. 3- FINAL for the Combined Sewer Separation Project No. 2 in the amount $1,163,131.90, pending IEPA approval, to ACIX;

The following motion is another resident utilizing our Demolition Grant Program. We encourage all residents to take advantage of this wonderful opportunity.

FINANCIAL REPORT:

Moved by Alderman Buford McGuire and second by Alderman Charles Barfield to approve the Finance Report be received and approved and that the orders be drawn on the Treasurer for the different amounts mentioned therein and that the Mayor and the City Clerk be authorized to make necessary arrangements for payment of current Salaries, Payroll and Contract bills;
