Galatia Community Unit School District 1 Board of Education met Nov. 16.

Here is the minutes provided by the Board:

The regular meeting of the Galatia Community Unit School District No. 1 Board was held in the boardroom at the junior/senior high school. Roll call was taken, and those present were Bryan McCabe, Joy Richey, Elaine Jackson, Tim Pribble, BJ Pigg, and Justin Travelstead. Aaron Allen was absent. Six (6) members present and one (1) member absent. Board President Tim Pribble called the meeting to order at 7:00 p.m. VISITORS: Jamie Grubbs, Paula Schnicker-Johnson and Kent Darnell were visitors in attendance.

ADDITIONS/DELETIONS TO AGENDA: There were no additions/deletions to the agenda. `

CONSENT AGENDA:

1) A motion was made by McCabe and seconded by Jackson to approve the regular meeting minutes of October 26, 2017. McCabe-aye, Jackson-aye, Pigg-aye, Pribble-aye, Richey-aye, and Travelstead-aye. Six (6) ayes, motion carried.

2) A motion was made by Jackson and seconded by McCabe to approve payroll and bills for payment. McCabe-aye, Jackson-aye, Pribble-aye, Richey-aye, Pigg-aye, and Travelstead-aye. Six (6) ayes, motion carried.

3) A motion was made by Richey and seconded by McCabe to approve the Treasurer’s Report and co-mingled fund as presented. Jackson-aye, Pribble-aye, Pigg-aye, McCabe-aye, Richey-aye, and Travelstead-aye. Six (6) ayes, motion carried.

AUDIENCE TO VISITORS: Kent Darnell, Hamilton County School District Trap Shooting Coach, spoke to the board regarding his Trap Shooting Team. He has been coaching the Hamilton County Fox Fire team for the past three years. Mr. Darnell would like to address any concerns the school board might have about starting a trap shooting team, or questions about the school district owning firearms. He knows of no accidents during trap shooting practice or trap shooting tournaments.

Mr. Darnell stated the potential trap shooting team coaches would have to attend training provided by the NRA to get certified. The closest trap shooting range is in Carrier Mills, IL. Scholarships are available through the NRA, for schools that are starting a new team. Mr. Darnell stated that there are three shooting events in the Spring and three in the Fall, plus as many practices as the coaches want to hold. Students would have to obtain a FOID card in order to participate.

Aaron Allen entered the board meeting at 7:40 p.m.

Mr. Darnell transports the firearms and ammunition on a trailer pulled by his personal vehicle, while students are responsible for their own transportation to practices and events. He stores the firearms and ammunition at his personal residence. He stated that the cost is usually about $1,000.00 per student. His team holds fundraising activities throughout the year to help offset some of the cost.

OLD BUSINESS Mr. Crank presented a proposed tax levy to the board. The proposed levy lowered the taxing rates in IMRF and Social Security and raised the Tort taxing rate. The aggregate rate change stayed under 5%.

4) A motion was made by Pribble and seconded by Allen to adopt the tax levy as presented. Allen-aye, Jackson-aye, Pribble-aye, Pigg-aye, McCabe-aye, Richey-aye, and Travelstead-aye. Seven (7) ayes, motion carried.

NEW BUSINESS: Mr. Crank informed the board that the district needs to hold a bond hearing on December 21, 2017. Kevin Willis, First Midstates Inc., will be in attendance at the hearing.

5) A motion was made by Allen and seconded by McCabe to set a hearing for a Health/Life/Safety bond issue on December 21, 2017 @6:45p.m. Allen-aye, Pribble-aye, Jackson-aye, Richey-aye, Pigg-aye, McCabe- aye, and Travelstead-aye. Seven (7) ayes, motion carried.

COMMITTEE REPORTS: Principle John Cummins informed the board of the general condition of the bus fleet. Bus #23 had a tail pipe replacement, and Mr. Pittman, district mechanic, found a repair kit for the hood, since it is cracked. Bus # 9 has a wiring issue, and will have a wheel pull in the near future. Mr. Pittman will give the board an estimate of the cost associated with getting bus #10 in working condition, for the December board meeting.

Mr. Crank reported the Health/Life/Safety inspection findings to the board. He passed out a report, written by Mike Ewald – District architect, that listed building maintenance and repair items that will need to be addressed in the near future. Some of these items include holes in the outside stucco plaster in the junior high wing, HVAC in the high school, lighting upgrades, and roof repair/replacement at both buildings.

Mr. Crank presented a quote from Bigg’s HTG & Air for “splits”, in the amount of $10,400.00. Splits are wall units that heat and cool approximately two rooms. These splits are an alternative to a new HVAC system or a replacement of window air conditioning units.

Mr. Ewald will work with Mr. Crank on a five year master plan that will outline priorities for the district in areas of building/grounds. Mr. Ewald will work on a quotes to air condition the high school gym, and a new building to house K-6th grades. A multi-purpose room was also discussed.

The Board and administration discussed the need for rock on both the elementary and high school parking lots.

Mr. John Cummins reported Red & White Night will be November 17, 2017.

Board member BJ Pigg would like to co-op with Thompsonville for the sport of bass fishing. The board asked Mr. Pigg for more information to present at the December, 2017 board meeting.

Paula Johnson addressed the board regarding JH girls’ basketball. Ms. Johnson turned in a letter of interest for the coaching position that became available when the current coach turned in a letter of resignation. Ms. Johnson currently works at Rend Lake College, but has a lot of flexibility in her work schedule. She would be interested in any future coaching positions.

Mr. Cummins reported the junior high math teacher, Mrs. Paula Allen, is implementing differentiated instruction within her math classes. Some students are viewing math videos at home, then Mrs. Allen will reteach the lesson at school to help with understanding.

Mr. Cummins reports the handicap assist lift has been installed in the main floor boy’s restroom. It has been used multiple times.

The Eldorado/Galatia speech team will have their first tournament at Granite City High school on Saturday November 11, 2017. High school Scholar Bowl had their first match on November 2, 2017 and won against Hardin County High School.

SUPERINTENDENT REPORT: Mr. Crank informed the board of the proposed tax levy and HLS bond hearing earlier in the evening.

He informed the board that bus driver Stacy Pribble, has asked the board to add 1.5 hours a day to her salary because of her perception of a longer route than all other bus routes.

Mr. Crank briefed the board about the success of the fall carnival, held at the Elementary School, which was held October 26, 2017.

EXECUTIVE SESSION: 6) A motion was made by Pribble and seconded by Allen to enter into executive session at 8:56 p.m. to discuss compensation, employment, hiring, firing, of prospective or current employees (personnel), review executive session minutes, professional negotiations, and matters of student discipline. Allen-aye, Pribble- aye, Jackson-aye, Richey-aye, Pigg-aye, McCabe-aye, and Travelstead-aye. Seven (7) ayes, motion carried

7) A motion was made by Jackson and seconded by Travelstead to end executive session at 9:50 p.m. Pribble-aye, Allen-aye, Jackson-aye, Richey-aye, Pigg-aye, McCabe-aye, and Travelstead-aye. Seven (7) ayes, motion carried

8) A motion was made by Allen and seconded by Travelstead to approve executive session minutes as read. Allen-aye, Pribble-aye, Jackson-aye, Richey-aye, Pigg-aye, Travelstead-aye, and McCabe-aye. Seven (7) ayes, motion carried.

9) A motion was made by Pigg and seconded by McCabe to accept Kevin Watson’s letter of resignation. McCabe-aye, Allen-no, Jackson-no, Pribble-no, Richey-no, Travelstead-aye, and Pigg-aye. Three (3) ayes, Four (4) no’s - motion denied.

ADJOURNMENT:

10) A motion was made by Allen and seconded by Jackson to adjourn at 10:30 p.m. Allen-aye, McCabe-aye, Jackson-aye, Travelstead-aye, Pigg-aye, Pribble-aye, and Richey-aye. Seven (7) ayes, motion carried.
