City of Carmi City Council met Dec. 19.

Here is the minutes provided by the Council:

The Carmi City Council met Tuesday, December 19, 2017, at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street for the regularly scheduled meeting. The meeting was called to order.

Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.

Mayor Pollard presided with the following Aldermen present: Mark W. Blake, Sheila Jo Headlee, Doug Hays, Mike Knight, Tracy Nelson, Jeremy Courson, and Steve Winkleman. Alderman Yearby was absent.

Minutes from the December 5, 2017, council meeting were presented. Motion was made by Alderman Hays and seconded by Alderman Blake to approve the minutes as presented. The motion carried on roll call by each Alderman present answering “yes.”

Mayor Pollard asked the council to approve the November 2017 Financial Reports for the City of Carmi and Light & Water Departments. Motion was made by Alderman Winkleman and seconded by Alderman Hays to approve the November 2017 Financial reports for the City of Carmi and Light & Water Departments. The motion carried on roll call by each Alderman present answering “yes.”

Mayor Pollard asked the council to approve and authorize December 2017 vendor invoices for the City of Carmi and Light & Water Departments. Alderman Headlee made a motion to approve the December 2017 vendor invoices for the City of Carmi and the Light & Water Departments. Alderman Winkleman seconded the motion. The motion carried on roll call by each Alderman present answering “yes.”

Mayor Pollard asked the council to consider approving Transportation Resolution 12.19.07, a resolution for Maintenance of Streets and Highways by Municipality under the Illinois Highway Code. Mrs. Sandra Irvine was present to discuss the resolution. She stated this was a resolution that was required by the Illinois Department of Transportation (IDOT) in order for the City to spend any Motor Fuel Tax money. This resolution is for reimbursement of maintenance of streets and highways by Municipality. Alderman Headlee made a motion to adopt the Transportation Resolution 12.19.07, a Resolution for Maintenance of Streets and Highways by Municipality under the Illinois Highway Code. Alderman Courson seconded the motion. The motion carried on roll call by each Alderman present answering “yes.”

Mayor Pollard asked the council to consider approving TIF#2 Façade Improvement Grant for Christine Murrow DBA the Baby Crib at 105 East Robinson Street. Mrs. Sandra Irvine was present to discuss the request. She stated the Murrow’s are requesting façade improvement funds in two phases; the first being $5,000.00 which would cover demolition of the enclosed front porch and complete reconstruction of a new open porch for a more vintage, cottage style look to compliment the entire appearance of the facility. She will paint the new posts and railings and has already purchased a new front door to complete the look. The second phase would be in 2018 which would include a new roof, new fence surrounding the property and landscaping. Mrs. Irvine stated this new retail shop will be a major improvement on this property and add charm to our downtown area. Alderman Winkleman made a motion to approve the TIF#2 Façade Improvement Grant for Christine Murrow DBA the Baby Crib for $5,000.00. Alderman Blake seconded the motion. The motion carried on roll call by each Alderman present answering “yes.”

Mayor Pollard presented Mike Buckman, City Supervisor, who gave a report of all projects completed in 2017. Supervisor Buckman wanted to thank all departments for their hard work in 2017.

Reports and/or updates from Mayor Pollard

Mayor Pollard wanted to inform everyone the compost site will be closed on Saturdays for the winter months. You will still be able to get a key from the office thru the week if needed.

We will be having an electronic recycling day on January 6, 2018, from 9:00 a.m. to 1:00 p.m. at the Newton Wire and Cable Building.

First Christian Church will be hosting a blood drive on Thursday, December 28, 2017 from 2:00 to 7:00 p.m.

Carmi Community Clinic will host an open house tomorrow, December 20, 2017, from 4:00 to 6:00 p.m.

I would like to wish everyone a very Merry Christmas and a Happy New Year.

Reports from Standing Committees

Alderman Knight reported he and Alderman Nelson have been working on the options for the airport land to be farmed since the retirement of Larry Beck. Alderman Knight stated he would talk with each Alderman before the January 2, 2018, meeting regarding a 60/40 shared lease or cash rent on the property.

Business or Comments from Visitors

None.

Closed Session to discuss personnel and property issues with no action to follow:

None.

Motion made by Alderman Headlee and seconded by Alderman Courson to adjourn. Motion carried on roll call by each Alderman present answering “yes.”

At 6:10 p.m. the council adjourned.
