Norris City Omaha Enfield Community Unit School District 3 Board of Education met November 15.

The regular meeting of the Board of Education of the Norris City-Omaha-Enfield

Community Unit School District #3 of White, Hamilton and Gallatin Counties, Illinois, was called to order by Joe Lane at 7:00 p.m. in the Superintendent’s Office on Wednesday, November 15, 2017. All members had been previously notified and those answering roll call were: Matt McArthy, Lincoln Hobbs, Mike Hite, Joe Lane and Paul Black. Karen Weiss and Scott Riggs were absent. Also attending were Matt Vollman, Todd Haley, Carla Carter, Jimmy Foster, Trent Mason, Dustin Murray, and Chad Garrett.

Matt McArthy made the motion to accept the minutes as presented, and Lincoln Hobbs seconded. A unanimous vote followed.

Joe Lane made the motion to approve the bills for the month as presented and Mike Hite seconded. Roll Call Vote: Matt McArthy, Aye; Lincoln Hobbs, Aye; Mike Hite, Aye; Joe Lane, Aye; and Paul Black, Aye. Motion Carried.

The Treasurer's Report was reviewed by Mr. Vollman who reported that all funds were good. He told the Board that general state aid payments are regular and the District did receive categorical money from last year.

Mr. Foster reported that attendance for NCO in October was 95.7%. He introduced new teachers, Trent Mason, Language Arts, and Dustin Murray, Social Studies. He congratulated Mr. Mason and Mrs. Gray for receiving the Retired Teachers Grant. The PTO hosted an ice cream bar for the students last Friday. This week is a can food driver for the Help a Neighbor program. He updated the Board on all of the new technology at NCO. Every class will have Chromebooks or tablets available to them. There were donations made by individuals, businesses, and the PTO.

Mr. Haley reported a 95% attendance. Progress reports are going home tomorrow at the high school. The FFA have been participating in many fall events. Student Council visited the House of Bread and Peace and donated $400 of change collected by the students. Student Council is also hosting a bingo night on Thursday. Scholar bowl has begun and basketball season starts next week. On December 8 is the chili dinner and winter arts concert. Finals are December 19 and 20. He congratulated the volleyball team and coaches for a great season. He introduced Chad Garrett, special ed. teacher to the Board.

Mrs. Carter reported attendance to be at 94% at Booth. Booth students collected 1500 cans for their food drive for the Enfield Food Pantry. Many local businesses came to hand out treats to the students at their Halloween Parade. Mrs. Naas will be taking students to see the movie “Wonder” and they have also read the book. Booth has submitted 4 names for the Coats for Kids to help the children shop for needed items. The Christmas Program will be December 18 at 6:00 p.m.

The Booth Trust had a balance of $37,956.17 and was approved on a motion by Joe Lane and second by Lincoln Hobbs. Roll Call Vote: Matt McArthy, Aye; Lincoln Hobbs, Aye; Mike Hite, Aye; Joe Lane, Aye; and Paul Black, Aye. Motion Carried.

A motion was made by Matt McArthy to accept the intent to levy taxes next month and was seconded by Lincoln Hobbs. A unanimous vote followed.

Joe Lane made a motion to accept the renewal of the property, general liability and workers compensation insurance programs as presented and Matt McArthy seconded. Roll Call Vote: Matt McArthy, Aye; Lincoln Hobbs, Aye; Mike Hite, Aye; Joe Lane, Aye; and Paul Black, Aye. Motion Carried.

Joe Lane made the motion to accept the resignation letter from Amanda Courson. Matt McArthy seconded. A unanimous vote followed.

Joe Lane made the motion to employ Charla Lewis as an aide at NCOE and Matt McArthy seconded. Roll Call Vote: Matt McArthy, Aye; Lincoln Hobbs, Aye; Mike Hite, Aye; Joe Lane, Aye; and Paul Black, Aye. Motion Carried

A motion was made by Joe Lane to hire Angela Phillips as a bus driver dependent upon her completing all requirements and effective January 1, 2018 and was seconded by Matt McArthy. Roll Call Vote: Matt McArthy, Aye; Lincoln Hobbs, Aye; Mike Hite, Aye; Joe Lane, Aye; and Paul Black, Aye. Motion Carried.

A motion was made by Joe Lane to hire Tim Phillips as a sub bus driver dependent on completion of all requirements and was seconded by Matt McArthy. Roll Call Vote: Matt McArthy, Aye; Lincoln Hobbs, Aye; Mike Hite, Aye; Joe Lane, Aye; and Paul Black, Aye. Motion Carried.

Joe Lane made the motion to accept the FMLA request from Kayla DeStefano. Lincoln Hobbs seconded. Roll Call Vote: Matt McArthy, Aye; Lincoln Hobbs, Aye; Mike Hite, Aye; Joe Lane, Aye; and Paul Black, Aye. Motion Carried

The meeting adjourned at 8:30 p.m. on a motion by Lincoln Hobbs and seconded by Joe Lane. A unanimous vote followed.
