City of Mount Carmel City Council met Jan. 2.

Here is the minutes provided by the Council:

Invocation was given by Reverend Tony Hodgson.

Present on Roll Call: Mayor Bill Hudson Commissioners – Eric Ikemire, Joe Judge, Justin Dulgar, Rod Rodriguez

Also, Present: City Administrative Assistant Rudy Witsman, City Attorney Kelli Storckman

Mayor’s Comments

Mayor Hudson brought the city council meeting to order.

Mayor Hudson wished everyone a Happy New Year. Mayor Hudson thanked the water maintenance department for going above and beyond on all the work they have done. Mayor Hudson stated the workers have been called out all hours in the freezing weather for the water main breaks.

Mayor Hudson asked residents to please check on their neighbors especially if they are elderly during this cold winter weather.

Commissioner Reports:

Commissioner Eric Ikemire – Streets, Cemeteries And Parks

Commissioner Ikemire reported in the last two weeks the street department cleaned intakes, ran the street sweeper, continued to pick up bagged leaves, replaced hoses on the bucket truck, worked on servicing the mowers for the parks department, patched potholes, assisted the water maintenance with the repairing of water main breaks, and salted the city streets ahead of the snow before Christmas.

Commissioner Ikemire reported the two-cemetery mowing “bidders” will be asked to provide a detailed list regarding the actual work each one will be performing, as the bid amounts submitted were roughly within $200 of each other. Commissioner Ikemire stated the “work list” can be submitted in writing at city hall or presented at the next council meeting.

COMMISSIONER JOE JUDGE – FINANCE AND SENIOR CITIZENS

Statement of Receipts and Expenditures – See attached agenda with financials.

Commissioner Judge reported the State of Illinois did release some funds to the Wabash County Senior Citizens Center; the funds received were for what was owed for the 2017 fiscal year. Commissioner Judge stated the State of Illinois has not released any funds for the 2018 fiscal year, which began on October 1st, 2017. Commissioner Judge reported the state still currently owes the Wabash County Senior Citizens Center $21,465.33 for the 2018 fiscal year. Commissioner Judge stated, with the monies received from the State of Illinois, the center can remain open until approximately the third week of February. Commissioner Judge reported unfortunately, adjustments had to be made at the center including the reduction of employee work hours, in efforts to keep the center open as long as possible.

COMMISSIONER JUSTIN DULGAR – WATER AND SEWER

Commissioner Dulgar stated the wastewater plant has a dump truck out for repairs and the purchase of a replacement truck will possibly be considered, in the future. Commissioner Dulgar reported there are some ongoing issues with the Ficklin lift station, as well as the Southgate and South Mulberry lift stations; however, repairs are being made.

Commissioner Dulgar reiterated there has been some major water main breaks along with the issuance of boil orders. Commissioner Dulgar commended the water maintenance department for their hard work and asked residents to please be patient. Commissioner Dulgar stated the boil order is still in affect along Oak Street at Oak Villa to Poplar Street as well as for West Fourth Street from Locust Street to Ash Street; and for Division Street from West Third Street to West Fifth Street.

Commissioner Rod Rodriguez – Fire, Health & Safety, Garbage, City Hall And Civil Defense

Commissioner Rodriguez reported in the last two weeks the fire department had 7 runs. Commissioner Rodriguez stated the year end report included 163 fire runs, 1063 training hours, and 24 meetings. Commissioner Rodriguez reported the firefighters also continually test the fire hoses; raise the flags for American Soldiers and for funeral services; at Christmas time the firemen get the fire truck ready with Santa for the Christmas parade.

City Administrative Assistant – Rudy Witsman

City Administrative Assistant Witsman announced the brush harbor is back to being open its regular hours, which are Monday and Friday from 7:30 am to 3:30 pm and Saturday from 9:00 am to 3:00 pm.

City Administrative Assistant Witsman commended some very dedicated city employees that braved extreme weather conditions to repair water line breaks over the past several days. City Administrative Assistant Witsman stated the employees are Bill Reed, Brian Cropper, Jon Mayhue, Bub Banks, Chris Dunkel, and Eric McCormick. City Administrative Assistant Witsman emphasized that the city is very appreciative of the employees’ efforts and for their stepping up to work in such extreme conditions.

City Administrative Assistant Witsman acknowledged Mayor Hudson, who opened the one bid that was submitted for the city owned property located at 615 East Fourth Street. The bid was in the amount of $9000 from Anna Hannah. City Administrative Assistant Witsman stated the Hannah’s have rented the property for several years, have improved it and kept it very well maintained; it is pleasing that they were able to present a bid for the property.

City Administrative Assistant Witsman reported this meeting constitutes the second reading for Ordinance 1083, which is contained within the consent agenda. The ordinance will adopt a policy prohibiting sexual harassment of individuals within the city’s workforce. City Administrative Assistant Witsman reiterated the passing of this ordinance along with the implementing of a sexual harassment policy by January 16th was mandated by the State of Illinois.

City Attorney – Kelli Storckman

City Attorney Storckman absent.

City Inspector – Mike Gidcumb

City Inspector Gidcumb absent.

Business Motions

Commissioner Judge motioned and Commissioner Ikemire seconded to accept the bid for city owned property located at 615 East Fourth Street in the amount of $9000. All present voted Aye by roll vote.

Mayor Hudson and the Council approved the Consent Agenda, as presented in the agenda dated January 2nd, 2018. The consent agenda includes the second reading of Ordinance 1083; approval of the minutes for the council meeting held on December 18th, 2017 and approval of paying all bills bearing the proper signatures.
