City of Fairfield Council met November 28.

Here is the minutes provided by the Council:

Meeting called to order by Mayor Brent Maguire at 6:00 p.m.

Prayer led by Alderman Ralph Barbre followed by the pledge of allegiance to the flag.

City Clerk Tina Hutchcraft called the roll:

Aldermen: Ralph Barbre; Mike Pottorff; Jim Griffith; David Simpson; Eugene McGill; Jerry Lisenbee; Terry Stahl; Ed Prince

Also Present: Marty David, Wayne County Press; Keith Colclasure, Police Chief; Silas Eckleberry, Assistant Police Chief; Kevin Leonard, Water Department; Flo Simpson, FADC; and other citizens from the community.

The minutes of the meeting of November 14, 2017, agendas and bills of November 28, 2017 were sent out to those entitled to receive them. Mayor Maguire asked for approval of the minutes for the November 14, 2017 meeting. Motion by Alderman Griffith, seconded by Alderman Prince to approve the minutes of the meeting of November 14, 2017.

Vote yes: Pottorff; Prince; Simpson; Stahl; Barbre; Griffith; Lisenbee; McGill

Vote no: none

Mayor Maguire declared motion carried.

Mayor Maguire asked for approval to pay the bills for the November 28, 2017 meeting. A motion was made by Alderman Barbre, seconded by Alderman Pottorff to approve the bills for payment.

Vote yes: Prince; Simpson; Stahl; Barbre; Griffith; Lisenbee; McGill; Pottorff

Vote no: none

Mayor Maguire declared motion carried.

Ordinance No. 17-1128-141/Vacate a Public Alley – A public hearing was held earlier concerning vacating a 10’ alley between the Sailor’s Second Addition and Rinard’s Second Addition extending from SW 6th Street and running easterly to SW 4th Street. A motion was made by Alderman Pottorff, seconded by Alderman Griffith to approve this ordinance to vacate this alley.

Vote yes: Simpson; Stahl; Barbre; Griffith; Lisenbee; McGill; Pottorff; Prince

Vote no: none

Mayor Maguire declared motion carried and Ordinance No. 17-1128-141 approved and duly adopted.

Resolution No. 17-1128-250/Authorizing Buried Cable Facilities Easements – We received a request from Wabash Communications Co-op to be granted a buried cable facilities easement along Lot 13 in the Industrial Park and also property at the Fairfield Municipal Airport. A motion was made by Alderman Simpson, seconded by Alderman Prince to approve this resolution.

Mayor Maguire declared motion carried and Resolution No. 17-1128-250 approved and duly adopted.

Miscellaneous – Alderman Griffith reminded the public to call the Power Plant if they have an emergency after regular business hours.

Miscellaneous – December 3, 2018 will be the 200th birthday of the State of Illinois. The State is kicking off a 365 day celebration and on Monday, December 4th at 12:00 p.m. there will be a bicentennial flag-raising ceremony held on the south side of the Courthouse lawn. Mayor Maguire invited the Council and the public to attend this special celebration.

Executive Session – Alderman McGill made a motion, seconded by Alderman Stahl to go into Executive Session to discuss Section 2(c)(21) – discuss minutes of closed session meetings, Section 2(c)(1) – appointment, employment, discipline, or dismissal of specific employees of the public body, and Section 2(c)(11) – pending litigation.

Vote yes: Barbre; Griffith; Lisenbee; McGill; Pottorff; Prince; Stahl

Vote no: Simpson

Mayor Maguire declared motion carried.

Return to Regular Session – Alderman Pottorff made a motion, seconded by Alderman Barbre to return to regular session.

Vote yes: Barbre; Pottorff; Griffith; Simpson; McGill; Lisenbee; Stahl; Prince

Vote no: none

Mayor Maguire declared motion carried and Council returned to regular session at 6:25 p.m.

Adjourn Meeting – Motion by Alderman Pottorff, seconded by Alderman McGill to adjourn the meeting.
