City of Fairfield Council met November 14.

Here is the minutes provided by the Council:

Meeting called to order by Mayor Brent Maguire at 6:00 p.m.

Prayer led by Pastor Phillip Trent followed by the pledge of allegiance to the flag.

City Clerk Tina Hutchcraft called the roll:

Also Present: Marty David, Wayne County Press; Len Wells, WFIW Radio; Silas Eckleberry, Assistant Police Chief; Andrew Miller, Fire Chief; Kevin Leonard, Water Department; Rick Doty, Gas Department; Flo Simpson, FADC; and other citizens from the community.

The minutes of the meeting of October 24, 2017, agendas and bills of November 14, 2017 were sent out to those entitled to receive them. Mayor Maguire asked for approval of the minutes for the October 24, 2017 meeting. Motion by Alderman Simpson, seconded by Alderman Stahl to approve the minutes of the meeting of October 24, 2017.

Vote no: none

Mayor Maguire declared motion carried.

Mayor Maguire asked for approval to pay the bills for the November 14, 2017 meeting. A motion was made by Alderman Barbre, seconded by Alderman McGill to approve the bills for payment.

Mayor Maguire declared motion carried.

Public Comments – Slim Tanner addressed the Council and spoke about his concerns with the utility increase and was hoping the rates could be adjusted for the elderly, the disabled and those on a limited budget. He also expressed his concern about the high property taxes in Fairfield and asked that the City not increase his taxes. Mayor Maguire did remind Mr. Tanner that the City of Fairfield has not increased the property taxes the last two years and we are only one of several taxing bodies that affect the property taxes.

Resolution No. 17-1114-249/Wayne County Multi-Hazard Mitigation Plan – David Savage with the Wabash Regional Planning Commission spoke to the Council about the Wayne County Multi-Hazard Mitigation Plan. The Federal Disaster Mitigation Act of 2000 required a multi- hazard mitigation plan to be in place in order for communities to be eligible to receive federal disaster assistance. This plan will need to be revised and approved every five years. A motion was made by Alderman Pottorff, seconded by Alderman Prince to approve this resolution.

Mayor Maguire declared motion carried and Resolution No. 17-1114-249 approved and duly adopted.

Ordinance No. 17-1114-140/Risk Management Insurance – The Illinois Municipal League Risk Management Association submitted a bid for our risk management insurance. Mayor Maguire recommended Option #3. We would be able to pay in two installments and the total cost would be $274,078.65. This amount includes a 1% installment fee. Alderman Barbre made a motion, seconded by Alderman Lisenbee to approve Ordinance No. 17-1114-140 authorizing the execution of the IMLRMA Minimum/Maximum Contribution Agreement.

Mayor Maguire declared motion carried and Ordinance No. 17-1114-140 approved and duly adopted.

Miscellaneous – Mayor Maguire asked residents to not burn leaves or blow them in the streets. This can cause problems with our storm drains as well as our street sweeper.

Executive Session – Alderman Pottorff made a motion, seconded by Alderman Griffith to go into Executive Session to discuss Section 2(c)(21) – discuss minutes of closed session meetings, Section 2(c)(1) – appointment, employment, discipline, or dismissal of specific employees of the public body, and Section 2(c)(6) – the setting of a price for sale or lease of property owned by the public body.

Mayor Maguire declared motion carried.

Return to Regular Session – Alderman Pottorff made a motion, seconded by Alderman Simpson to return to regular session.

Mayor Maguire declared motion carried and Council returned to regular session at 6:49 p.m.
