Franklin Park Public Library District Board of Trustees met Dec. 12.

Here is the agenda provided by the Board:

The Board meeting was called to order by Board President Grieashamer at 7:30 p.m.

Board members present: Kay Frey, Frank Grieashamer, Erica Lazcano, Joseph Reyes, Teresita Zaretsky, and Michael Vallone

Board members absent: Theresa Aiello

Staff members present: Marie Saeli, Executive Director; Vanessa Morrison, Assistant Director; and Stan Monkus, Business Manager

Public Comment There was no public comment.

Disposition of Minutes Frey moved and Reyes seconded that the minutes of the November 14, 2017, Regular Board meeting be approved. Motion #1 carried. Voice vote.

Financial Reports and Approval of Expenditures Vallone read the financial report.

Frey moved and Lazcano seconded that checks #21050 through #21109 disbursed from the US Bank checking account, totaling $46,681.76; payroll liabilities, including payroll taxes, totaling $73,782.15; and the October IMRF payment made in November of $6,712.98, for a total of $127,177.49 be approved. Motion #2 carried. Frey – Aye, Grieashamer – Aye, Lazcano – Aye, Reyes – Aye, Zaretsky – Aye, Vallone – Aye.

Vallone moved and Frey seconded that the transfer on November 20, 2017, of $100,000 from the District’s MaxSafe account to the US Bank Checking account be approved. Motion #3 carried. Frey – Aye, Grieashamer – Aye, Lazcano – Aye, Reyes – Aye, Zaretsky – Aye, Vallone – Aye.

Communications The Library received a letter from Lucy Goetz, of the Quilt & Sew Club. The Quilt & Sew club completed a quilt to be raffled off by the Friends of the Library, with the proceeds used to benefit the Library.

Committee Reports There were no Committee reports.

Executive Director and Staff Reports Saeli’s written report to the Board, which included meetings held and attended, was included in the Board packet. Circulation, Information and Digital Services, and Technical Services departmental reports also were included in the Board packet.

Saeli also reported on a broken window and some of the projects the staff hopes to accomplish in the coming years.

Annex There was no new information to discuss.

New Business

Juvenile Library Accounts The Board discussed the possibility of requiring an adult who is signing up a juvenile for a library card to also register for a library card if the adult does not already have a library card in the system. Before making a final decision, the Board asked staff to gather more information.

Resolution to Comply with Public Act 100-0554 Public Act 100-0554, signed into law on November 16, 2017, requires government units to adopt a sexual harassment policy by ordinance or resolution that complies with the requirements of the Act.

Frey moved and Zaretsky seconded that Resolution 2017-01, “A Resolution to Comply with Illinois Public Act 100-0554,” be approved as amended. Motion #4 carried. Frey – Aye, Grieashamer – Aye, Lazcano – Aye, Reyes – Aye, Zaretsky – Aye, Vallone – Aye.

Media Contact for the Library Frey moved and Reyes seconded that the Executive Director or his/her delegate be the official media contact for the Franklin Park Public Library District. Motion #5 carried. Frey – Aye, Grieashamer – Aye, Lazcano – Aye, Reyes – Aye, Zaretsky – Aye, Vallone – Aye.

Closed/Executive Session Reyes moved and Zaretsky seconded that the Board enter into executive session to discuss the employment, compensation, discipline, performance or dismissal of specific employees of the public body [5 ILCS 120/2(c)(1)]. Motion #6 carried. Frey – Aye, Grieashamer – Aye, Lazcano – Aye, Reyes – Aye, Zaretsky – Aye, Vallone – Aye.

The Board entered into Executive Session at 7:59 p.m.

The Board exited Executive Session at 8:40 p.m.

Board President Grieashamer noted that all Board members and the Executive Director returned.

No action was taken in Executive Session.

Adjournment Zaretsky moved and Reyes seconded that the meeting be adjourned. Voice vote.

The meeting adjourned at 8:41 p.m.
