City of Fairfield City Council met January 23.

Here is the minutes as provided by the council:

Meeting called to order by Mayor Brent Maguire at 6:00 P.M.

Prayer led by Mayor Brent Maguire followed by the pledge of allegiance to the flag.

City Clerk Tina Hutchcraft called the roll:

Aldermen: Ralph Barbre; Mike Pottorff; Jim Griffith; David Simpson; Eugene McGill; Jerry

Lisenbee; Terry Stahl; Ed Prince

Also Present: Marty David, Wayne County Press; Keith Colclasure, Police Chief; Andrew Miller, Fire Chief; Flo Simpson, FADC; and other citizens from the community.

The minutes of the meeting of January 9, 2018, agendas and bills of January 23, 2018 were sent out to those entitled to receive them. Mayor Maguire asked for approval of the minutes for the January 9, 2018 meeting. Motion by Alderman Prince, seconded by Alderman Griffith to approve the minutes of the meeting of January 9, 2018.

Vote yes: Barbre; Griffith; Lisenbee; McGill; Pottorff; Prince; Simpson; Stahl

Vote no: none

Mayor Maguire declared motion carried.

Mayor Maguire asked for approval to pay the bills for the January 23, 2018 meeting. A motion was made by Alderman Barbre, seconded by Alderman Pottorff to approve the bills for payment.

Vote yes: Griffith; Lisenbee; McGill; Pottorff; Prince; Simpson; Stahl; Barbre

Vote no: none

Mayor Maguire declared motion carried.

Ordinance No. 18-0123-147/Zoning Code Amendment – A public hearing was held at 5:45 p.m. concerning changing the property at 404, 406, 408, and 500 West Main from an R-2 zone to an R-3 zone. Airtex owns this property and they are trying to sell it. The entity wanting to purchase the property has asked for the rezone. A motion was made by Alderman Pottorff, seconded by Alderman McGill to approve Ordinance No. 18-0123-147 amending the Fairfield Zoning Code changing the property at 404, 406, 408, and 500 West Main from an R-2 zone to an R-3 zone.

Mayor Maguire declared motion carried and Ordinance No. 18-0123-147 approved and duly adopted.

Ordinance No. 18-0123-148 –Adopting a Policy for Collection Process for Closed (Final) Bills – Attorney Rice has prepared an ordinance to adopt a policy for the collection process for closed (final) bills for the City of Fairfield. This ordinance is the last step in the process for the local debt recovery program. We are in the process for training to be able to utilitze the system of the Comptroller’s office for the local debt recovery. A motion was made by Alderman Barbre, seconded by Alderman Prince to approve the adoption of a policy for the collection process for closed (final) bills for the City of Fairfield.

Mayor Maguire declared motion carried and Ordinance No. 18-0123-148 approved and duly adopted.

Updating Police & Fire Eligibility List - Our current eligibility list for Police and Fire has expired. The Board of Fire & Police Commissioners has set testing dates for March 3rd if Council so desires. The applications will be available at City Hall beginning January 30th. A motion was made by Alderman Simpson, seconded by Alderman Pottorff to authorize the Board of Fire & Police Commissioners to conduct testing to update the eligibility list.

Mayor Maguire declared motion carried.

Adjourn Meeting – Motion by Alderman McGill, seconded by Alderman Simpson to adjourn the meeting.
