Norris City Omaha Enfield Community Unit School District 3 Board of Education met December 13.

The regular meeting of the Board of Education of the Norris City-Omaha-Enfield Community Unit School District #3 of White, Hamilton and Gallatin Counties, Illinois, was called to order by President Joe Lane at 7:00 p.m. in the Superintendent’s Office on Wednesday, December 13, 2017. All members had been previously notified and those answering roll call were: Matt McArthy, Karen Weiss, Lincoln Hobbs, Scott Riggs, Mike Hite, Joe Lane and Paul Black. Also attending were Matt Vollman, Todd Haley, Carla Carter, and Jimmy Foster.
Scott Riggs made the motion to accept the minutes as presented and Matt McArthy seconded. A unanimous vote followed.
The bills for the month were approved on a motion by Scott Riggs and seconded by Lincoln Hobbs. Roll Call Vote: Matt McArthy, Aye; Karen Weiss, Aye; Lincoln Hobbs, Aye; Scott Riggs, Aye; Mike Hite, Aye; Joe Lane, Aye; and Paul Black, Aye. Motion Carried.
At NCO attendance was 95.0% for the month of November. Mr. Foster reported that the school finished up the canned food drive with over 2,000 items donated. The PTO had the Jingle Bell shop open for students to purchase gifts. The Christmas Program was December 12th and was very well attended. Over 500 programs were handed out. NCO had their Health, Life and Safety inspection and had to make some minor changes to the doorstops.
Mr. Haley reported the High School attendance as 94.8%. Semester exams will be next week. Mrs. Henson and the FCCLA baked around 2,000 loaves of bread last week. The high school’s Health, Life and Safety inspection went really well. The school will be hosting a basketball regional this season. On Jan 2nd will be a teacher inservice to discuss special education services. January 6 will be the cheer clinic. On January 20th the FFA alumni auction will be at Booth.
The Administrators and the Board praised the music department, students and Mr. Austin for the outstanding Winter Concert last week. It was well attended and enjoyed by many.
Booth attendance was 93% for the month. The PTO Jingle Bell shop was open and the students enjoyed shopping for gifts for family members. The Christmas Program will be December 18th at 6:00 pm with gift bags from the PTO and a visit from Santa.
Mrs. Carter shared with the Board that she in the process of writing the pre-k grant. She outlined some of the new changes to the program if we are awarded the 5 year grant. Those changes included an all day pre-k program and mental health screenings for all those enrolled. There would no longer be an e.c. class as the new pre-k would be all inclusive.
The Booth Trust balance was $35,626.57. Scott Riggs made the motion to accept the report and Joe Lane seconded. Roll Call Vote: Matt McArthy, Aye; Karen Weiss, Aye; Lincoln Hobbs, Aye; Scott Riggs, Aye; Mike Hite, Aye; Joe Lane, Aye; and Paul Black, Aye. Motion Carried.
The 2017 tax levy was presented by Mr. Vollman. The amounts to be levied are:

The aggregate amount of taxes estimated to be levied for the year 2017 is $1,627,000. The amount does not exceed 105% of the taxes extended for 2016 and a public hearing is not required. It is necessary to adopt each individual resolution pertaining to the levy amount. Copies of these resolutions follow these minutes.
A Resolution abating a portion of the tax heretofore levied for the year 2017 to pay debt service on the District’s General Obligation Refunding School Bonds, Series 2015B was passed on a motion made by Joe Lane and seconded by Matt McArthy. Roll Call Vote: Matt McArthy, Aye; Karen Weiss, Aye; Lincoln Hobbs, Aye; Scott Riggs, Aye; Mike Hite, Aye; Joe Lane, Aye; and Paul Black, Aye. Motion Carried.
Scott Riggs made the motion to let bids for gas and diesel fuel to be considered at the January 17 meeting. Lincoln Hobbs seconded. A unanimous vote followed.
