Beaver Creek Township Board met January 13.

Here is the minutes provided by the Board:

The meeting was called to order by the supervisor who led the Pledge of Allegiance.

Public Comments:

Lt. Col Brian Burrell, Deputy in Charge at Camp Grayling introduced himself and stated if anyone has any questions regarding Camp Grayling to please call him.

Agenda:

Motion by Little and seconded by Meisner to approve the agenda with one addition: Approval of minutes of the January 9, 2018 Closed Session meeting. All ayes, motion carried.

Public Hearing On Recreation Plan:

10:10 am. Motion by Hartman and seconded by Little to close the Regular Meeting and open the Public Hearing on the Resolution of Adoption for Recreation Plan.

There were no public comments.

Motion by Van Nuck and seconded by Hartman to close the Public Hearing on the Recreation Plan and reopen the Regular Meeting. All ayes, motion carried.

Minutes:

Motion by Little and seconded by Van Nuck to approve the minutes from the January 9, 2018 regular meeting. All ayes, motion carried.

Motion by Raybuck and seconded by Van Nuck to approve the minutes from the January 9, 2018 closed session meeting. All ayes, motion carried.

Financial Report:

Supervisor stated that the report will be accepted per auditor approval.

Treasurers Report:

The treasurer has been busy collecting taxes.

Clerks Report:

There will be a May 8th Roscommon School Election and we will be using new voting machines.

Supervisors Report:

The supervisor has been sick with the flu that everyone has had. She did have a meeting with the Lyon Township Supervisor regarding the H.L.U.A. but she felt nothing came of it.

H.L.U.A.:

Next meeting in April.

Fire Department:

The fire department had 17 runs and the detailed report is attached.

Free smoke detectors can be installed in homes by the fire department thru a Red Cross Program.

DPW:

No freeze ups and the treasurer had several suggestions on how the township could help establish partial recycling:

1. Tin/metal cans can go into the metal trailer and should be crushed first

2. Collect egg cartons

3. Set up a composting system, using volunteers

Please think about this and come up with more suggestions.

Attorney:

Attorney Meihn suggested that departments give a monthly update on how things are running internally and if there had been any complaints.

Planning/Zoning:

There have been three permits issued so far this year.

Little questioned why you would need a zoning permit for a kitchen renovation? The attorney stated that it would not be necessary.

Grayling Charter Township/Beaver Creek Township Utility Authority:

The Utility needed additional funds to precede which have been approved and now working on paperwork by townships.

No Correspondence.

Old Business:

1. Motion by Little and seconded by Van Nuck to adopt the “Resolution of Adoption, Crawford County Master Plan Update Including Recreation Plan, Including Beaver Creek Township”. Roll call vote with all ayes, motion carried.

Resolution Of Adoption Crawford County Master Plan Update Including Recreation Plan, Including Beaver Creek Township

Whereas, the Township of Beaver Creek has undertaken a planning process to determine the recreation and natural resource conservation needs and desires of its residents during a five year period covering the years 2014 through 2019, and

Whereas, the Township of Beaver Creek has entered into this planning process in collaboration with Crawford County, Grayling Township, Lovell’s Township and South Branch Township, and

Whereas, the combined area of the aforementioned local units of government constitutes the planning area, and

Whereas, the Beaver Creek Township board is of the understanding that the governing bodies of the aforementioned local units of government intend to pass or have passed a similar resolution of adoption of the Crawford County Master plan Update Including Recreation Plan, and

Whereas, the Township of Beaver Creek began the process of developing a Recreation Plan in accordance with the most recent guidelines developed by the Department of Natural Resources and made available to local communities, and

Whereas, residents of the Township of Beaver Creek were provided with a well-advertised opportunity during the development of the draft plan to express opinions, ask questions, and discuss all aspects of the recreation and natural resource conservation plan, and

Whereas, the public was given a well-advertised opportunity and reasonable accommodations to review the Recreation Plan for a period of at least 30 days, and

Whereas, a public hearing was held on the 13th day of February, 2018, at the Beaver Creek Township Hall to provide an opportunity for all residents of the planning area to express opinions, ask questions and discuss all aspects of the Crawford County Master Plan Including Recreation Plan Update, and

Whereas, the Township of Beaver Creek has developed the plan as a guideline for improving recreation and enhancing natural resource conservation for the Township of Beaver Creek, and

Whereas, after public hearing, the Beaver Creek Township Board voted to adopt said Crawford County Master Plan Including Recreation Plan Update.

Now, Therefore, Be It Resolved the Beaver Creek Township board hereby adopts the Crawford County Master Plan Including Recreation Plan Update.

2. Motion by Hartman and seconded by Van Nuck to approve payment to David Chapman Agency our General Insurance Policy with Michigan Township Par Plan, in the amount of $31,545.00. Roll call vote with all ayes, motion carried.

Motion by Hartman and seconded by Van Nuck to appoint a committee of Attorney Meihn and Trustee Little to work on securing a general insurance policy with better provisions and coverage for the township. All ayes, motion carried. A report will come back to us in March.

New Business:

1. Discussion regarding providing insurance under the “Domestic Partner” provision. The Healthcare Ordinance must be looked at before a decision can be made.

2. Fire Department Policies and Promotion/Hiring:

a. #103 Training. This was already approved 1/9/2018 with attorney changes.

b. #300 Driving Authorized Emergency Vehicles. Motion by Van Nuck and seconded by Little to adopt Policy #300 subject to completion of all requirements in the policy and legal documents between township and employee signed and completed. All ayes, motion carried.

c. #400 Medical Operations Statement. Motion by Little and seconded by Van Nuck to adopt Policy #400, effective todays date. All ayes, motion carried.

d. #402 Third Party Complaint Response. Motion by Little and seconded by Van Nuck to adopt Policy #402, effective today, with one attorney correction to title, by adding “Third Party”. All ayes, motion carried.

e. #403 New Medical First Responder Evaluation. Motion by Little and seconded by Meisner to adopt Policy #403 effective today. All ayes, motion carried.

f. #406 MFR Vehicle Inspection Policy. Motion by Little and seconded by Van Nuck to adopt Policy #406, effective today. All ayes, motion carried.

Motion by Van Nuck and seconded by Little to hire Ms. Tammy Hinmen as a Paid on Call Probationary fire fighter, at $9.25 per hour. Roll call vote with all ayes, motion carried.

Promotion within department: Glen Mohney has been given the position of Training Officer, with a pay scale of Lt., effective February 26, 2018.

A Sargent position will be posted.

3. Motion by Little and seconded by Van Nuck to adopt the Up North Prevention Proclamation to discourage underage drinking within our community. All ayes, motion carried.

4. Motion by Little and seconded by Hartman to approve the “Special Assessment Resolution No. 3 (Water Supply System)” regarding the Grayling Charter Township/Beaver Creek Township Utilities Authority. Roll call vote with all ayes, motion carried.

Motion by Little and seconded by Hartman to approve the “Special Assessment Resolution No. 3 (Sanitary Sewer System)” regarding the Grayling Charter Township/Beaver Creek Township Utilities Authority. Roll call vote with all ayes, motion carried.

A public hearing on this will be held on February 20, 2018 at 11:00 am.

5. Motion by Hartman and seconded by Little to allow the supervisor to set up a Michigan Assoc. Planning class here, date open, with at least 10 people participating, at a cost of $1,475.00. Roll call vote with all ayes, motion carried.

6. Motion by Van Nuck and seconded by Meisner to allow Nelson and Frances to attend a ZBA class in Gaylord on March 27, 2018 @ $89 each class fee. Roll call vote with all ayes, motion carried.

7. Supervisor advised us that township money cannot be spent on fireworks.

Attorney:

1. We will have a Friday night meeting regarding bonding/financing and saving on our present pension contributions for employees.

2. Delinquent accounts on Camp Cornelia property are being handled.

3. Attorney Meihn has resigned as attorney for the H.L.U.A. He felt he had done everything correctly with Lyon Township, asked Supervisor Van Nuck to meet with them regarding hook up to the State Park etc. In spite of this, it was indicated that there was a conflict of interest by Attorney Meihn, so he felt it best to resign. He has not heard from anyone on the HLUA Board after sending his resignation letter to members, which is disappointing.

Accounts Payable:

Motion by Hartman and seconded by Little to pay the accounts payable in the amount of $47,658.32, checks 31832 through 31863. Roll call vote with all ayes, motion carried.

Public Comment:

1. Christine Prosser made the request to purchase Pere Cheney Cemetery. She stated vacant land has a value of approximately $2,000 per acre. Please look into this and let her know.

Motion by Little and seconded by Hartman to adjourn meeting at noon. All ayes, motion carried.
