City of Mc Leansboro City Council met January 10.

Here is the minutes as provided by the council:

Mayor Deitz called the meeting to order. Roll call: Mark Beck, Don Cox, James Mason, Tom Maulding, Mike Stanart – present. Richard Lasswell – absent.

Attorneys Thomas Malkovich and David Garavalia were in attendance.

Mr. Cox made the MOTION TO ACCEPT THE COLLECTOR’S AND TREASURER’S REPORTS AS PRESENTED, second Mr. Mason. Roll call: Cox, Mason, Stanart, Beck, Maulding. Ayes – 5. Nay – 0. Motion passed.

Mr. Beck made the MOTION TO APPROVE PAYMENT OF BILLS AND TRANSFERS, second Mr. Stanart. Roll call: Beck, Stanart, Cox, Maulding, Mason. Ayes – 5. Nay – 0. Motion passed.

There were five (5) members of the public present. During Public Comments Mayor Deitz read a card from the family of Pauline Ingram thanking the City for acts of kindness following her death; Mayor Deitz expressed his appreciation for the acts of sympathy shown to his and Alderman Mason’s families in the recent loss of their brothers; Mayor Deitz read a letter of appreciation from the Illinois Municipal League for the City’s continued membership and support; Barry Lasater asked whether any decision had been made on rescinding action taken on the annexation requirements for Lake McLeansboro leases. Mayor Deitz informed him that discussions were continuing and that Alderman Lasswell will report on findings at the February meeting when Lasswell would also make recommendations regarding the Izaak Walton Cabin; Alderman Stanart announced a solar energy meeting on January 11at Farris’ Restaurant to be held at 2:00 P.M.;

Mr. Beck made the MOTION TO AUTHORIZE POLICE CHIEF DAVE FILKINS TO ATTEND THE ILLINOIS DRUG ENFORCEMENT OFFICERS ASSOCIATION TRAINING CONFERENCE IN EAST PEORIA, IL ON APRIL 4-6, 2018, second Mr. Stanart. Roll call: Beck, Stanart, Mason, Cox, Maulding. Ayes – 5. Nay – 0. Motion passed.

Mr. Cox made the MOTION TO TABLE DISCUSSION ON A REQUEST FOR A SPECIAL EVENTS LIQUOR LICENSE BY TRACKERS’ LODGE, 208 SOUTH WASHINGTON STREET, DOUG STRINGER, OWNER, second Mr. Mason. Roll call: Cox, Mason, Maulding, Stanart, Beck. Ayes – 5. Nay – 0. Motion passed.

Mr. Stanart made the MOTION TO APPROVE THE MCLEANSBORO VOLUNTEER FIRE DEPARTMENT ANNUAL REPORT, second Mr. Beck. Roll call: Stanart, Beck, Cox, Maulding, Mason. Ayes – 5. Nay – 0. Motion passed.

Sandra Barker, Accounts Receiving Clerk, updated the Council on her 10 month research on how to best provide an on-line payment of utilities opportunity for utility customers. Sam Guest, service presentative for Security Card Services, an independent contractor for Peoples National Bank, assisted with the presentation. The service will allow utility customers to pay with credit cards at the counter, over the phone, and on-line with the customer, and not the City, paying for the service. Mr. Stanart made the MOTION TO APPROVE THE PAYMENTS OF UTILITIES USING THE E-PAYMENT OPTIONS PROVIDED BY SECURITY CARD SERVICES, second Mr. Beck. Roll call: Stanart, Beck, Cox, Maulding, Mason. Ayes – 5. Nay – 0. Motion passed.

Mayor Deitz explained to the Council that he had spoken with two engineering firms and a representative of a state agency regarding addition funding for the proposed repairs to the exterior of the McCoy Memorial Library. No action was taken.

At 6:30 P.M. Mr. Cox made the MOTION TO CONVENE INTO EXECUTIVE SESSION UNDER SECTION 2 (c)(1) OF THE OPEN MEETINGS ACT FOR CONSIDERATION OF EMPLOYMENT AND/OR COMPENSATION OF SPECIFIC EMPLOYEES OF THE PUBLIC BODY; SECTION 2(C)(1) AND SECTION 2(C)(21)) FOR DISCUSSION OF MINUTES OF MEETINGS LAWFULLY CLOSED UNDER THIS ACT (i.e. MEETINGS OF APRIL 12, 2016; MAY 11, 2016; MAY 26, 2016; JUNE 14, 2016; JUNE 30, 2016; AND, JULY 12, 2016), second Mr. Mason. Roll call: Cox, Mason, Beck, Stanart, Maulding. Ayes – 5. Nay – 0. Motion passed.

Mayor Deitz invited Attorneys Malkovich and Garavalia, as well as McCoy Library Board President Richard Woods to attend the closed session. Mr. Woods left the meeting at 6:39 P.M.

The public was invited to return to Chambers at 6:46 P.M.

Mr. Mason made the MOTION TO RETURN TO OPEN MEETING, second Mr. Beck. Roll call: Mason, Beck, Stanart, Cox, Maulding. Ayes – 5. Nay – 0. Motion passed.

No formal action was taken regarding the discussions under Section 2(c)(1), however a clarification was reached on the employment of Treasa Millenbine as an independent contractor with the City for housekeeping responsibilities at the McCoy Public Library, and the employment of Amanda May as a part-time City employee limited to a working cap of 599 hours/ per year and working under agreement with the Library Board.

Mr. Cox made the MOTION TO SEAL THE EXECUTIVE MEETING MINUTES OF APRIL 12, 2016; MAY 11, 2016; MAY 26, 2016; JUNE 14, 2016; JUNE 30, 2016; AND, JULY 12, 2016, second Mr. Stanart. Roll call: Cox, Stanart, Beck, Maulding, Mason. Ayes – 5. Nay – 0. Motion passed.

At 6:48 P.M. Mr. Mason made the MOTION TO ADJOURN, second Mr. Maulding. Voice vote. Motion passed.
