City of Fairfield City Council met April 10. 

Here is the minutes as provided by the council:

Meeting called to order by Mayor Brent Maguire at 6:00 p.m.


Prayer led by Pastor Rob Morse followed by the pledge of allegiance to the flag.

Absent: Alderman Ralph Barbre and Alderman David Simpson

Also Present: Marty David, Wayne County Press; Keith Colclasure, Police Chief; Andrew

Miller, Fire Chief; Travis Williams, Airport Manager; Kevin Leonard, Water Distribution; D.E.

Young, Garage Department; Flo Simpson; Dian Downs; Carroll Dugger; Terry Weedman; and

other citizens from the community.

The minutes of the meeting of March 27, 2018, agendas and bills of April 10, 2018 were sent out

to those entitled to receive them. Mayor Maguire asked for approval of the minutes for the

March 27, 2018 meeting. Motion by Alderman Griffith, seconded by Alderman McGill to

approve the minutes of the meeting of March 27, 2018.

Vote yes: Lisenbee; McGill; Pottorff; Prince; Stahl; Griffith

Absent: Simpson; Barbre

Mayor Maguire declared motion carried.

Mayor Maguire asked for approval to pay the bills for the April 10, 2018 meeting. A motion was

made by Alderman Pottorff, seconded by Alderman McGill to approve the bills for payment.

Vote yes: McGill; Pottorff; Prince; Stahl; Griffith; Lisenbee

Vote no: none

Absent: Simpson; Barbre

Mayor Maguire declared motion carried.

Police Sergeant Promotion – At the last meeting the Council approved the promotion of a police

officer to the rank of sergeant. The Board of Fire and Police Commissioners have administered

various tests as required to fill a position as Sergeant for the Fairfield Police Department. It was

the recommendation of the board that Officer Brad Sager be promoted to fill this position. Terry

Weedman, President of the Board of Fire and Police Commissioners presented a certificate of

promotion to Sergeant Sager.

Ordinance No. 18-0410-151 – Oil and Gas Lease – In 2013 the City of Fairfield entered into an

oil and gas lease with Harvest Oil and Gas on city airport property. The original lease provided

language that the lease could be renewed. Harvest Oil has asked that this be renewed for an

additional three years. A motion was made by Alderman Prince to approve this ordinance

authorizing the oil and gas lease with Harvest Oil and Gas and to authorize the mayor to sign the

lease agreement. The motion was seconded by Alderman Lisenbee.

Mayor Maguire declared motion carried and Ordinance No. 18-0410-151 approved and duly

adopted.

Airport Consultant Selection – Required by state law we had to make a selection for a

consultant/engineer for our fuel management system project. Airport Manager Travis Williams

told the Council the Department of Aeronautics has advertised our project on their website and

four engineering firms responded with their qualifications. Hanson Professional Services Inc.

has extensive knowledge of our airport as well as fuel farm systems and has previous experience

developing these systems for several other airports. Based upon Hanson’s extensive resume,

credentials, and project experience the airport committee recommended Council approval to

retain Hanson Professional Services Inc. for engineering work for the fuel management system.

A motion was made by Alderman Griffith, seconded by Alderman Pottorff to approve the

recommendation of the airport committee to retain Hanson Professional Services.

Mayor Maguire declared motion.

Cemetery Sexton Appointment – Cemetery Sexton Dave Milner will be retiring in June with his

last working day scheduled for May 11th. Mayor Maguire would like to appoint Carroll Dugger

as the new sexton. Carroll has worked for the city since 1995 and worked his first five years at

the cemetery. A motion was made by Alderman McGill, seconded by Alderman Lisenbee to

approve this appointment.

Mayor Maguire declared motion.

Executive Session – Alderman Pottorff made a motion, seconded by Alderman McGill to go into

Executive Session to discuss Section 2(c)(21) – discuss minutes of closed session meetings;

Section 2(c)(2) – collective negotiating matters between the public body and its employees; and

Section 2(c)(1) – appointment, employment, compensation, discipline of employees of the public

body.

Vote yes: Stahl; Griffith; Lisenbee; McGill; Pottorff; Prince

Vote no: none

Absent: Barbre; Simpson

Mayor Maguire declared motion carried.

Return to Regular Session – Alderman Pottorff made a motion, seconded by Alderman McGill to

return to regular session.

Vote yes: Pottorff; Griffith; McGill; Lisenbee; Stahl; Prince

Vote no: none

Absent: Barbre; Simpson

Mayor Maguire declared motion carried and Council returned to regular session at 7:05 p.m.

Adjourn Meeting – Motion by Alderman Pottorff, seconded by Alderman McGill to adjourn the

meeting.

Mayor Maguire declared meeting adjourned at 7:09 p.m.
