City of Mc Leansboro Council met May 8.

Here is the minutes provided by the Council:

Mayor Deitz called the regular meeting of the McLeansboro City Council to order. Roll call: Mark Beck, Don Cox, Tom Maulding, Mike Stanart, Richard Lasswell – present; Jim Mason – absent.

Attorney David Garavalia was in attendance.

Mr. Cox made the Motion To Approve The Minutes Of The Regular City Council Meeting Of April 10, 2018, second Mr. Beck. Roll call: Cox, Beck, Lasswell, Beck, Stanart, Maulding. Ayes – 5. Nay – 0. Motion passed.

Mr. Stanart made the Motion To Accept The Collector’s And Treasurer’s Reports As Presented, second Mr. Cox. Roll call: Stanart, Cox, Lasswell, Beck, Maulding. Ayes – 5. Nay – 0. Motion passed.

Mr. Lasswell made the Motion To Approve Payment Of Bills And Transfers, second Mr. Beck. Roll call: Lasswell, Beck, Stanart, Cox, Maulding. Ayes – 5. Nay – 0. Motion passed.

Mayor Deitz, noting the presence of Mitch Garrett, Shawnee Professional Services, and the distance he had traveled, called Agenda Item #7 for consideration. Garrett brought the Council up-to-date on the progress being made with the contractual agreements underway with the USDA Rural Development Agency in regards to the construction of the proposed water tower in Columbia Park (South), and the sanitary sewer collection system. His team will be meeting with Mike McKee, USDA Rural Development, later in the week to work out the details with revisions to the contracts regarding language. He also noted need for work to begin on the soil borings for the preliminary study on the sewer system, and that he expected work to begin the week of May 15th. Garrett also stated that copies of all project records for the City will be released to the City in digital format, including those done by the firm’s predecessor, Lipe and Associates.

Mr. Stanart made the Motion Authorizing The Mayor To Proceed With The New Water Tower Project Pending The Approval Of Usda Rural Development On Contract Language Changes And On Advice By City Legal Counsel, second Mr. Lasswell. Roll call: Stanart, Lasswell, Beck, Cox, Maulding. Aye – 5. Nay – 0. Motion passed.

Mr. Stanart made the Motion Authorizing The Mayor To Proceed With The Improvements To The Sanitary Sewer Collection System Pending The Approval Of Usda Rural Development On Contract Language Changes And On Advise By City Legal Counsel, second Mr. Cox. Roll call: Stanart, Cox, Beck, Maulding, Lasswell. Ayes – 5. Nay – 0. Motion passed.

There were nine (9) members of the public present. During Public Comments Mayor Deitz noted the passing of Bearl Shane, a retired Light Plant employee. Alderman Stanart discussed the proposed solar farm on property owned by Unit 10 and the possibility of contracting for a solar farm on the site of the old sewer treatment plant. Stanart stated that our service to Unit 10 was able to carry the projected current generated by a solar farm to the substation. The Mayor requested Alderman Stanart to arrange for the meeting with Hamilton County Unit 10 and the vendor, as well as to gather additional information from Southern Illinois Power Co-Op regarding any legal considerations. John Ventress expressed his appreciation to the City Police for their service. Rodney Campbell reported on the crappie tournament held at Lake McLeansboro on May 5th. Campbell thanked the Council for the City’s annual support of the event. Meagan Woodrow, Otters Swim Team Coach, reported that 30 youth had enrolled in the swimming program.

Mayor Deitz noted that today was Teacher Appreciation Day. The Council expressed their gratitude to educators in our community.

Alderman Beck updated the Council on the repairs at the City Pool. Jim Barker will be repairing tiles and doing additional repairs to the concrete. Bill Passmore has agreed to supply the vending machines for concessions. Jack Waters is to begin roof replacement on May 10, 2018, weather permitting.

Mr. Lasswell made the Motion To Pay The Annual Fesop Site Fee To The Illinois Environmental Protection Agency In The Amount Of Two Thousand, One Hundred Fifty-Eight ($2158.00) Dollars, second Mr. Beck. Roll call: Lasswell, Beck, Cox, Maulding, Stanart. Ayes – 5. Nay – 0. Motion passed.

Mayor Deitz notified the Council that no additional information had been received on funding for repairs to McCoy Memorial Public Library. No action was taken.

Mr. Lasswell made the Motion To Proclaim May 13-19, 2018 As Police Week Within In The City Of Mcleansboro, second Mr. Stanart. Roll call: Lasswell, Stanart, Cox, Beck, Maulding. Ayes – 5. Nay – 0. Motion passed.

The 2018 Lake McLeansboro Dam Inspection Report was conducted by John H. Crawford & Associates, P.C., and submitted on behalf of the City to the Illinois Department of Natural Resources. The recommendations from the report included the 1) replacement of dirt on the outside face of the dam in an area covering a five-by-five foot area, 2) cleaning and resealing and/or regrouting the joints located in the spillway floor, and 3) removing any small saplings in the discharge and reshaping an area where damage has occurred in the discharge channel.

Mr. Stanart made the Motion To Accept The Inspection Report And To Implement Recommended Repairs Listed In The Report, second Mr. Maulding. Roll call: Stanart, Maulding, Cox, Beck, Lasswell. Ayes – 5. Nay – 0. Motion passed.

Mr. Lasswell made the Motion To Bid For The Evaulation Of Timber On City Properties For Profitable Harvest By A Licensed, Insured Agent, second Mr. Cox. Roll call: Lasswell, Cox, Beck, Maulding, Stanart. Ayes – 5. Nay – 0. Motion passed

At 7:03 p.m. Mr. Cox made the Motion To Convene Into Executive Session Under Section 2(C)(1) Of The Open Meetings Act For Discussion Of Annual Appointments And Their Compensation, second Mr. Beck. Roll call : Cox, Beck, Maulding, Stanart, Lasswell. Ayes – 5. Nay – 0. Motion passed.

At 7:15 p.m. Mr. Maudling made the Motion To Return To Open Session, second Mr. Cox. Roll call: Maulding, Cox, Beck, Stanart, Lasswell. Ayes – 5. Nay – 0.

Mr. Stanart made the Motion To Hire Lucas Cox As Co-Manager For The City Pool For The 2018 Swim Season, second Mr. Lasswell. Roll call: Stanart, Lasswell, Maulding, Ayes – 4. Cox, Present – 1. Nay – 0. Motion passed.

Mr. Beck made the Motionto Hire Olvia Lasswell As Co-Manager For The City Pool For The 2018 Swim Season, second Mr. Stanart. Roll call: Beck, Stanart, Cox, Maulding, Ayes – 4. Lasswell, Present – 1. Nay – 0. Motion passed.

Mr. Lasswell made the Motion To Hire The Following As Life Guards For The 2019 Swim Season: Sarah Billington, Raegan Halley, Colin Meade, Rylee Woodrow, Brenna Hamson, Maddi Jo Maxwell, Rylynn Coy, Austin Stanley, Oakley Dial, Ashley Gordon, Haeley Peters, Augustus Rawls, And Jonah Scoville, second Mr. Maulding. Roll call: Lasswell, Maulding, Cox, Beck, Stanart. Ayes – 5. Nay – 0. Motion passed.
