White County Board met July 10.

Here is the minutes provided by the Board:

Chairman Dosher called the meeting to order at 7:00 p.m.

Clerk Dozier called the roll with McAnulty, Usery, Puckett, Trout and Dosher all present.

Chairman Dosher led the Board in the Pledge of Allegiance.

Chairman Dosher asked the Board if they had received copies of the minutes of the previous meetings and are there any additions, changes or deletions. Mr. Dosher reminded the Board there was three meetings in June. Chairman Dosher asked the Board for a motion to approve the minutes for the June 11th and 14th. Mr. Puckett made a motion to approve the June 11th & 14th meetings, seconded by Usery. Motion passed 5-0 on roll call vote. Chairman Dosher asked the Board to approve the June 18th meeting. Mr. Trout made a motion to approve the June 18th minutes, seconded by Usery. Motion passed 4-0-1 on roll call vote with Dosher abstaining.

Chairman Dosher asked the Board to approve the payment of all current bills. Mr. McAnulty said he was going to question the Sheriff about some of the food bills but he thought Chairman Dosher had already clarified those items. Mr. Usery made a motion to pay all current bills, seconded by Trout. Motion passed 5-0 on roll call.

Mr. Brian Ray, County Engineer, stated that he would be receiving the post and brackets for the rural reference signs within the next week or so and the signs should arrive in a couple of months.

Mr. Chris James, White County Ambulance Service, stated that the service had a net profit $26, 425.20 for the month of June. Mr. James stated that the Ambulance Service has been busy trying to get flyers and signs ready in support of the sales tax referendum.

Mrs. Pam Armstrong, White County Treasurer, stated that Clerk Dozier had completed the tax extension and had rolled over to her office this afternoon. She stated that she would be working on getting the tax bills out. She stated that she would be using the company Mail Communications again this year. Mrs. Armstrong stated that she would be pushing to mail the tax bills out quickly so that people should receive them the same time as last year.

Mr. Doug Maier, White County Sheriff, stated that he had just had a City/County Jail Committee meeting and had submitted his report in writing. He stated that the jail income was $87, 182.00 for the month of June. Sheriff Maier said the jail was currently housing 32 White County prisoners, 12 Federal, 4 Hamilton County, 6 Edwards County and 3 Gallatin County.

Mr. Chris Marsh, Coroner, submitted his report in writing. Mr. Marsh stated that he had a couple of incidents and he once again would like to thank everyone that helped him.

Chairman Dosher asked the Board to amend the agenda by moving visitors down the agenda to after general discussion of the jail. Mr. Trout made a motion to amend the agenda. Motion seconded by Usery. Motion passed 5-0 on roll call vote.

Chairman Dosher stated that he had received a few communications. Dosher stated that Senator Dale Righter had mailed a letter asking the Board to support the solar energy projects. He said that White County has already passed a solar ordinance but they had not developed an application or permits. Chairman Dosher also explained that on the evening of June 18th the Chairman of the Regional Education Service Area #20 had met to fil the vacancy created by the resignation of Larry Fillingim effective June 30, 2018. He stated that Beth Rister was appointed to fill the vacancy effective July 1, 2018. Chairman Dosher stated that the meeting was held in Harrisburg at the detention.

Chairman Dosher asked the Board to entertain a motion to appoint Ron McAnulty, Wanda Douglas and Don Allen to a three year term to the Egyptian Health Department Board. Mr. Usery made a motion to appoint McAnulty, Douglas and Allen to a three year term on the Health Department Board. Motion seconded by Puckett. Motion passed 4-0-1 with McAnulty abstaining.

Chairman Dosher asked the Board to consider the appointment of Christine Wells to the White County Housing Authority for a five year term. Mr. Trout made a motion to appoint Christine Wells to the five year term on the Housing Authority Board. Motion seconded by Puckett. Motion passed 5-0 on roll call vote.

Chairman Dosher asked the Board to approve the Democratic and Republican election judges for a term of July 2018 through June of 2020. The judges are as follows:

Mr. Usery made a motion to approve the election judges. Motion seconded by Trout. Motion passed 5-0 on roll call vote.

Chairman Dosher asked the Board to approve the annual contract between White County and Taylor Eye Care. Clerk Dozier stated that Joanie Oliver was not at the meeting. Chairman Dosher asked the Board for a motion to table the contract with Taylor Eye Care. Mr. Puckett made a motion to table the Taylor Eye Care contract, seconded by McAnulty. Motion passed 5-0 on roll call vote.

Chairman Dosher stated that Brian Ray, County Engineer asked that the Board consider a federal aid agreement for Section 10-06129-00-BR, a bridge one mile West of Epworth over an unnamed creek located on 1350E in Hawthorne Township. Mr. Trout made a motion to approve the federal aid agreement, seconded by Puckett. Motion passed 5-0 on roll call vote.

Chairman Dosher asked the Board to approve the following resolution for fund appropriation for the Hawthorne Township Bridge Section 10-06129-00-BR.

Resolution For Fund Appropriation Section 10-06129-00-Br

Whereas, the State of Illinois and White County believe it would be beneficial to the public if a bridge is constructed on TR 276 (County Road 1350E), approximately 1 mile W of Epworth over an unnamed creek, and;

Whereas, the State of Illinois, Hawthorne Township and White County are desirous of entering into an agreement to utilize STR, TBP and MFT funds for the above construction, setting forth the terms and obligations to each agency, a copy of which is attached hereto; and

Now, Therefore Be It Resolved By The White County Board, that the Board Chairman and County Clerk of White County are authorized, and are directed to execute an agreement and any subsequent amendments thereto, pertaining to the financing of the abovenamed improvement; and

Be It Further Resolved, that there is appropriated $8,000 from Hawthorne Township’s Motor Fuel Tax Fund and $32,000 from White County’s Township Bridge Program as the local share for the construction of Section 10-06129-00-BR, and

Be It Further Resolved, that there is appropriated $400 from Hawthorne

Township’s Motor Fuel Tax Fund and $1,600 from White County’s Township Bridge Program as the local share for the construction engineering of Section 10-06129-00-BR,

Be It Further Resolved, that this agreement and any amendments, when executed in the final form, be submitted to the Illinois Department of Transportation for their approval and final processing, after which each party shall be bound by the terms set forth in the agreement and any subsequent amendment thereto.

I, Paula Dozier, County Clerk in and for the County of White in the State of Illinois, and a keeper of the records and files thereof, as provided by statute, do hereby certify the foregoing to be a true, perfect and complete copy of a resolution adopted by the County Board of the County of White, at its adjourned meeting held at the White County Courthouse on July 10, 2018.

In Testimony Whereof, I have hereunto set my hand and affixed the seal of said County at my office in Carmi, Illinois, this 10th day of July 2018.

Mr. Trout made a motion to adopt the resolution for fund appropriation on Section 10-06129-00-BR.

Motion seconded by Usery. Motion passed 5-0 on roll call vote.

Chairman Dosher asked for Jail discussion. Sheriff Doug Maier read from a prepared statement. He stated that he had removed the jail administrator and had replaced him with Sgt. Byrd Huber. He stated that Sgt. Huber is a long time employee of the Sheriff’s department. He stated that Sgt. Huber is busy reviewing policy and procedures of the jail and preparing to update and implement those procedures. Sheriff Maier stated that he has reviewed the tapes of the day of the jailbreak and he has seen several violations of jail policy. Sheriff Maier stated that the violation of jail policy did not play into the jail break. He stated that there has been some disciplinary hearings with the FOP, County Attorney Rhett Barke and the Board members. Sheriff Maier stated that disciplinary action was being considered for policy violations. He stated that he is relieved that all three of the escapees are back behind bars and without incident.

Chairman Dosher asked the audience if they would like to ask questions of the Sheriff or the Board and there were none.

Mr. McAnulty made a motion to go into Executive Session for the purpose of discussion of county personnel. Motion seconded by Usery. Motion passed 5-0 on roll call vote.

Mr. Usery made a motion to come out of Executive Session. Motion seconded by Puckett. Motion passed 5-0 on roll call vote.

Chairman Dosher stated that the Board was considering amending the budget, but everyone is under budget with the exception of one or two and if the income doesn’t pick up this still may be a possibility. He asked all the elected and appointed officials to hold the line on their spending.

Chairman Dosher explained at this time he would like to make some committee re-assignments.

Chairman Dosher stated that he was moving Mr. Trout from jail to the safety committee, Mr. Usery from the Ambulance to the Jail Committee and Dosher from safety committee to the ambulance.

Chairman Dosher stated that the next County Board meeting would be held on Tuesday, August 14, 2018 at 7:00 p.m.

Mr. Puckett made a motion to adjourn, seconded by Trout. Motion passed 5-0 on roll call vote.
