White County Board met June 14.

Here is the minutes provided by the Board:

An emergency meeting of the White County Board begun and holden this 14th day June, 2018 in the Courtroom of the White County Courthouse in the City of Carmi.

Chairman Dosher called the meeting to order at 7:00 p.m.

Clerk Dozier called the roll with McAnulty, Usery, Puckett, Trout and Dosher all present.

Denton Aud, State’s Attorney led the Board in the Pledge of Allegiance.

Chairman Dosher stated that he was going to change the agenda to let Mr. Denton Aud, State’s Attorney explained that he had to amend the Solar Energy Ordinance by one word on page 5. He stated that he had to add the word guaranty to the ordinance as part of the security financing. Mr. Usery made a motion to amend the solar ordinance by adding the word guaranty to the security part of the ordinance, seconded by McAnulty. Motion passed 5-0 on roll call vote.

Chairman Dosher asked the Sheriff present his inmate medical care proposal. Sheriff Doug Maier stated that the County’s Risk Management Company through our liability insurance has recommended the Sheriff look into inmate medical care through a company called Advanced Correctional Healthcare. Sheriff Maier stated that the fee for their services would be $9,000.00 a month for a yearly total of $108,000.00. The Sheriff stated that a Doctor would make a weekly visit and a nurse would be on site 20 hours per week. Also a Doctor would be available 24 hours a day by telephone. Sheriff Maier stated that his Correctional officer, who has handled the medications and doctor’s orders, is no longer there and that Dr. Saqib has moved to Evansville and there is rumor of his retirement. Dr. Saqib is still handling the inmate medical care and has not notified the City/County Jail that he will discontinue services. Sheriff Maier proposed that he has had two Correctional Officers to quit and that he would only replace one which would be around $60,000.00 with fringe benefits. Plus the monthly amount that they pay Dr. Saqib would help to pay for it. Sheriff Maier stated that hopefully it would lower the cost of the liability insurance plus there would be fewer trips to hospitals. The fewer trips to the emergency room would be an increase in savings which could apply toward the medical care. Sheriff Maier stated that if the contract were signed tonight that it would take thirty to sixty days for this company to start providing medical services. Chairman Dosher asked the State’s Attorney if he had reviewed the contracts. Denton said that he had not. Mr. Puckett suggested that since the Board was just hearing about this for the first time that he would suggest that we meet again Monday night after the 9-1-1 meeting. Chairman Dosher asked Clerk Dozier if that would give them time to meet the publication requirements. Clerk Dozier stated that the Board could just recess this meeting to that date and time and it would not require a new notice.

Mr. Puckett made a motion to recess this meeting, seconded by McAnulty. Motion passed 5-0 on roll call vote.
