Edwards County Community Unit School District 1 Board met Aug. 20.
Here is the minutes provided by the Board:
The meeting was called to order at 7:00 p.m. in the West Salem Grade School Science Room by President, Dale Woods. The following members were present: Jayare Buerster, Lawrence Speir, Jr., Andrew Spray, Tod Goble and Richard Wolfe. Also present were Superintendent, David Cowger; Principals, Preston Nelson and Dale Schmittler; and Assistant Principal/Special Education Coordinator, Shane Carter. Board member, Jo Rector entered the meeting at 7:19 p.m.
Motion was made by Tod Goble and seconded by Richard Wolfe to approve the following Consent Agenda items:
Motion to approve the minutes of the open and closed session of the July 12, 2018 Regular Board Meeting
Motion to approve the Treasurer’s Report
Motion to approve the Bill List
Motion to destroy board meeting closed session audio recording older than 18 months per State code

Motion was made by Andrew Spray and seconded by Jayare Buerster to approve the Second Reading and Adoption of the following policies:
Policy 4.80 – Accounting and Audits
The policy has been updated in response to ISBE best practice recommendations concerning the prevention of fraud, waste, and abuse in the administration of grants covered by GATA.
Policy 6.60 – Curriculum Content
The policy has been updated to which provides a broad timeframe for when a unit of cursive writing will be offered to students. The unit must be offered before the completion of grade 5 and students will be offered at least one unit of cursive writing.
Policy 6.135 – Accelerated Placement Program
NEW POLICY. The new policy will require accelerated placement to include early entrance to kindergarten and early entrance into first grade.
Policy 6.135 AP – Accelerated Placement Program Procedures
NEW ADMINITRATIVE PROCEDURES. This is simply in response to the new policy and provides guidance.
Policy 7.50 – School Admissions and Students Transfers To and From Non-District Schools
This policy has been updated to reflect the accelerated placement program. The majority of the policy remains unchanged.

Motion was made by Tod Goble and seconded by Andrew Spray to review and approve the Tentative Fiscal Year 2019 Budget.
The overall budget is approximately $100,000 in the black while the operating budget is approximately $86,000 in the black as well. There are still some unknowns in regards to revenues but it is hoped we will receive these over the next few weeks.

Motion was made by Andrew Spray and seconded by Richard Wolfe to set a Budget Hearing for September 17, 2018 at 6:45 p.m. in the Edwards County K-12 Band Room.

Motion was made by Andrew Spray and seconded by Jayare Buerster to accept the following donations over $500.00
ECHS Sports Boosters for the replacement of water fountains in the ECHS Linda Oxby Gymnasium and ECHS Weightroom
WSGS Sports Boosters for the purchase of dugout cubbies and fencing to completely enclose the ballfield. Donation amount will be $3,187.99

First Reading of Policy 7.180 – Prevention of and Response to Bullying, Intimidation and Harassment
School Districts are required to review and update their bully policy every two years if necessary and ours was last update in 2014 and since there have been some additions. The new policy has new language added which addresses “Cyberbullying.” It also address the new restorative discipline measures in lieu of suspension and expulsion. There is a new requirement that Districts are to develop and maintain a Bully Prevention Response Plan.
Motion was made by Richard Wolfe and seconded by Tod Goble to approve an EC Panthers girls basketball camp.
The camp will be for girls 5th – 12th grade and will be held on September 17th and 18th. Camp fee will be $20.
