Harrisburg City Council met September 20.

The Harrisburg City Council met on September 20, 2018 at 6:00 pm in the Council Room, City Hall, Harrisburg, Illinois.
Mayor John McPeek presided over the meeting with Commissioners Natalie Miller, Beth Montfort, Richard Harper and Mike Weirauch answering roll call.
Pastor Bobby Gentry from the River of Life United Pentecostal Church led the group in prayer and the Pledge of Allegiance.
Commissioner Harper made a motion to approve the following items under the Consent Agenda:
1. Minutes of the Regular Meeting of September 2, 2018.
2. Accept Saline County Circuit Clerk court fees in the amount of $3,130.30.
3. Bill from Brown & Roberts for Mill Street extension south of Sloan in the amount of $448.00. Originally approved 9/6/18 for Council Contingency. Approve now for Capital Improvement.
4. Bill from Brown & Roberts for detention basin information for Al-Basham in the amount of $638.45. Approved 9/6/18 for IEMA. Approve now for IEMA/City portion/Drainage.
5. Harrisburg Lake:

Justin Overton and Angela Baker - First Addition, Block 1, Lot 1A
Petition to Lease:
Michael Mugge - First Addition, Block 1, Lot 1A
Commissioner Weirauch seconded. By roll call vote, all voted yes. Motion carried.
Mayor McPeek stated Council had approved at the last meeting for the Mayor to sign the Saline Valley Conservancy District. He moved to pass Ordinance 1762 to complete the contract. Commissioner Weirauch seconded. By roll call vote, Commissioners Miller, Montfort and Weirauch and Mayor McPeek voted yes. Commissioner Harper voted no. Motion carried.
Mike Roberts from Brown & Roberts presented Council with the requested Engineering Agreement for the Mill Street extension. Commissioner Harper moved to enter into the Construction Engineering Services Agreement with Brown & Roberts for the Mill Street extension. Commissioner Weirauch seconded. By roll call vote, all voted yes. Motion carried.
Commissioner Miller reminded the public about the details of the Fall Clean Up that will be September 24 through September 28.
Commissioner Montfort stated the Police Officers are being trained so they can come back and teach other Officers in firearm and rifle instructions. Four Officers have been trained for school shootings, half of the Officers are working with juveniles where before there were only three, one Officer is being trained for certified Taser instruction and all will be taking a new CPR training provided by Life Flight.
Commissioner Montfort stated the Fire Department is getting ready for next week’s Fire Prevention Week.
She stated the University of Illinois is coming in to work with other Fire Department by providing a driver training simulation.
Commissioner Montfort announced that Trick or Treat will be Wednesday, October 31 from 5:00 pm to 7:00 pm.
Commissioner Montfort gave the video gaming figures for the month of August.
Commissioner Weirauch stated the Council packets contained information regarding IMRF Early Retirement Incentive. He emphasized he was only looking for information and numbers and merely exploring the idea. He stated Council had to designate a possible year window in order for IMRF to compile some figures. He moved to get the figures from IMRF for an Early Retirement Incentive using January 1, 2019 to December 31, 2019 as the possible window. Commissioner Miller seconded. By roll call vote, all voted yes. Motion carried.
Mayor McPeek stated the Rt. 13 Bypass stop light would definitely be operational on September 27.
He asked again that people stop littering, for people to cover truck beds to prevent debris from falling out and stop putting lawn clippings in the street.
Mayor McPeek read an email from Sharon Ellis singing praises for the Water/Sewer Department and their work after several recent water leaks in her neighborhood.
Commissioner Harper moved the meeting be adjourned. Commissioner Weirauch seconded. By roll call vote, all voted yes. Motion carried.
