City of Fairfield City Council met September 11. 

Here is the minutes as provided by the council:

Meeting called to order by Mayor Brent Maguire at 6:00 p.m.


Prayer led by Pastor Donna Blythe followed by the pledge of allegiance to the flag.

City Clerk Tina Hutchcraft called the roll:

Also Present: Kyle Ellis; Wayne County Press; Ken Otey, WFIW Radio; Andrew Miller, Fire Chief; Keith Colclasure, Police Chief; Silas Eckleberry, Assistant Police Chief; Dian Downs; Shirley Edgington; Terry Weedman; and other citizens from the community.

The minutes of the meeting of August 28, 2018, agendas and bills of September 11, 2018 were sent out to those entitled to receive them. Mayor Maguire asked for approval of the minutes for the August 28, 2018 meeting. Motion by Alderman Lampley, seconded by Alderman Prince to approve the minutes of the meeting of August 28, 2018.

Mayor Maguire declared motion carried.

Mayor Maguire asked for approval to pay the bills for the September 11, 2018 meeting. A motion was made by Alderman Barbre, seconded by Alderman Pottorff to approve the bills for payment

Mayor Maguire declared motion carried.

Resolution No. 18-0911-283/Street Closing Request for the Homecoming Parade – The Council needs to approve this resolution for the street closing for the Homecoming Parade. The parade is scheduled for Friday, October 12th. Alderman Griffith made a motion, seconded by Alderman McGill to adopt Resolution No. 18-0911-283 approving the street closing for the Homecoming Parade.

Mayor McGuire declared motion carried and Resolution No. 18-0911-283 approved and duly adopted

Resolution No. 18-0911-284/Street Closing Request for the Veteran’s Parade – The Council needs to approve this resolution for the street closing for the Veteran’s Parade. The parade is scheduled for Saturday, November 10th. Alderman Pottorff made a motion, seconded by Alderman McGill to adopt Resolution No. 18-0911-284 approving the street closing for the Veteran’s Parade.

Mayor McGuire declared motion carried and Resolution No. 18-0911-284 approved and duly adopted.

Swearing in of New Police Officer – Austin Russell was sworn in by City Clerk Tina Hutchcraft as the newest police officer for the Fairfield Police Department. Terry Weedman, President of the Board of Fire and Police Commissioners presented Austin with a certificate of appointment and Mayor Maguire gave him his law enforcement badge.

Resolution No. 18-0911-285/Declaring Structures as Dangerous Buildings – Chief Colclasure made a presentation to the Council about three structures in the city that have been identified as dangerous. The Council considered photographic evidence presented by Chief Colclasure on structures located at 208 North First Street (vacant house), 104 Lakeview Drive (vacant house), and 1302 Leininger Road (collapsed barn). Our Code of Ordinances defines a dangerous building as any building that has remained unoccupied for a period of two years and has deteriorated to the point that it is no longer fit to be occupied as a residence or place of business without expenditures of over 50% of the value of the building and because of its condition or appearance is causing depreciation in value of adjacent properties. Once the City Council and the Mayor make a finding that a structure is dangerous, the City Clerk issues a notice to the owners of the property that the property has been found to be a nuisance and a dangerous building and the owners are to remedy the condition or demolish the buildings immediately or the city will proceed to do so. A motion was made by Alderman Stahl, seconded by Alderman Pottorff to approve a resolution finding that the structures located at 208 North First Street, 104 Lakeview Drive, and 1302 Leininger Rd. as dangerous buildings.

Mayor McGuire declared motion carried and Resolution No. 18-0911-285 approved and duly adopted.

Executive Session – Alderman Lampley made a motion, seconded by Alderman McGill to go into Executive Session to discuss Section 2(c)(21) – discuss minutes of closed session meetings and Section 2(c)(1) – the appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body.

Mayor Maguire declared motion carried.

Return to Regular Session – Alderman Barbre made a motion, seconded by Alderman McGill to return to regular session.

Mayor Maguire declared motion carried and Council returned to regular session at 6:41 p.m.
