Following the Pledge of Allegiance Mayor Deitz called the regular meeting of the McLeansboro City Council to order. Roll call: Jim Mason, Tom Maulding, Mike Stanart, Richard Lasswell Don Cox-- present. Mark Beck – Absent.
Attorneys David Garavalia and Tom Malkovich were in attendance.
Mayor Deitz read a prepared statement regarding the house fire of August 26, and the eight individuals who responded to the alarm shortly after midnight that morning. Fire Chief Leroy Browning came forward and together they presented Proclamations of Merit to Assistant Fire Chief Jim Morris and Firefighter Walter Rexing; and, Recognitions of Merit to Firefighters John Taylor and Lukas Dale, Officer Matt Bryson, Deputy Kaitlin Wilson, Harre Ambulance Company Paramedic Greg Baker and EMT Gary Arndt for acts of valor in rescuing a burn victim from the house fire. Members and guests stood and applauded to show their appreciation.
Mr. Lasswell made the Motion To Approve The Minutes Of The Regular City Council Meeting Of August 14, 2018, And The Special Meeting Of August 23, 2018 second Mr. Mason. Roll call: Lasswell, Mason, Maulding, Cox, Stanart. Ayes – 5. Nay – 0. Motion passed.
Mr. Stanart made the Motion To Accept The Collector’s And Treasurer’s Reports As Presented, second Mr. Cox. Roll call: Stanart, Cox, Lasswell, Mason, Maulding. Ayes – 5. Nay – 0. Motion passed.
Mr. Lasswell made the Motion To Approve Payment Of Bills And Transfers, second Mr. Mason. Roll call: Lasswell, Mason, Cox, Stanart, Maulding. Ayes – 5. Nay – 0. Motion passed.
There were thirty-eight (38) members of the public present. During Public Comments Thomas Lytle spoke about barking dogs, and dogs at large at a resident’s house in his neighborhood. He asked what more could be done in dealing with the issue. He stated Animal Control had taken one of the dogs at large, but the neighbor let them run after hours. He was also concerned about the growing amount of trash on the sidewalk in front of the house. J.D. Ventress confirmed Lytle’s concerns. Bill Reed, speaking on behalf of the McLeansboro Kiwanis Club, thanked the Council for supporting the Fall Festival which was held September 6-8 and cited several instances of how the spirit of volunteerism and community involvement helped make it a success. He especially thanked John Karcher, James Balsover and Whes Weiler from the Electric Department for their assistance. His comments were followed by the Mayor thanking the Kiwanis Club for their hard work. Applause followed. At Rodney Campbell’s request, a moment of silence in remembrance of the terrorist attack on September 11, 2001 was held before continuing with the meeting.
Following an update by Mitch Garrett, Owner and CEO of Shawnee Engineering Services, regarding the need to amend the original agreement between the City and Shawnee for the construction of the water tower as required by the USDA Rural Development review, Mr. Lasswell made the Motion To Amend The Agreement Originally Dated 24 May 2018 To Provide For An Additional Thirty-Four Thousand, One Hundred And Ninety-Three ($34,193.00) Dollars, As Well As Making The Modifications As Outlined In Amendment No. 1, Exhibit K Of The Agreement, second Mr. Cox. Roll call: Lasswell, Cox, Stanart, Maulding, Mason. Ayes – 5. Nay – 0. Motion passed.
Mike Karcher presented the timber sale bids which had been opened on September 5, 2018 at City Hall, and reviewed his survey of the two parcels which had been identified for harvest. He stated that ninety-two thousand (92,000) board feet of lumber was expected to be cut. Bids were read from Kalmer Lumber (Albers) $36,768.00; Amos Diener (Dale) $29,250.00; Stacy Wenzel (Junction) $28,100.00; and, Micah Mulvany, (Salem) $24,501.00. Mr. Maulding made the Motion To Accept The Bid From Kalmer Lumber For The Sale Of Timber On Parcels 08-22-400-005 And 08-16-376-001for The Amount Of Thirty-Six Thousand, Seven Hundred Sity-Eight ($36,768.00) Dollars, second Mr. Mason. Roll call: Maulding, Mason, Stanart, Lasswell, Cox. Ayes – 5. Nay – 0. Motion passed.
Mr. Mason made the Motion To Enter Into An Agreement With Honest Abe Inc. Log Homes For The Construction Of A Log Cabin At 1400 Izaak Walton Way For An Amount Not To Exceed Sixty-Two Thousand ($62,000.00) Dollars, second Mr. Cox. Roll call: Mason, Cox, Stanart, Lasswell, Cox. Ayes – 5. Nay – 0. Motion passed.
Mr. Lasswell made the Motion To Expend Ten Thousand ($10,000.00) Dollars To Assist Hamilton County Unit 10 Schools In The Funding Of A Resource Officer For The 2018-2019 School Year, second Mr. Stanart. Roll call: Lasswell, Stanart, Cox, Maulding, Mason. Ayes – 5. Nay – 0. Motion passed.
Quentin Sullivan requested the Council permit the use of Main Street on the south side of the Square, and Lakeside Park to be part of a pro-street poker run and cruise-in with all proceeds to benefit Special Olympics on Friday, June 21, 2019 from 5:00 p.m. to 10:00 p.m. Stops would also include various businesses in town. Mr. Stanart made the Motion To Permit The Use Of Municipal Properties For A Pro-Street Poker Run And Cruise-In, second Mr. Lasswell. Roll call: Stanart, Lasswell, Cox, Mason, Maulding. Ayes – 5. Nay – 0. Motion passed.
Mr. Stanart made the Motion To Publish For Sealed Bids The Sale Of A Surplus 1996 F150 Pick-Up Truck (VIN#2FTEF15Y2TCA75157), second Mr. Cox. Roll call: Stanart, Cox, Mason, Lasswell, Maulding. Ayes – 5. Nay – 0. Motion passed.
Following a short discussion determining that the Mayor would appoint two aldermen to collect specifications from the Electric Department and compare lease vs. buying options, Mr. Stanart made the Motion To Table Action On The Purchase Of An Auger Truck For The Electric Company, second Mr. Lasswell. Roll call: Stanart, Lasswell, Cox, Mason, Maulding. Ayes – 5. Nay – 0. Motion passed.
Mr. Cox made the Motion To Table Action On Clearing The East Side Of Lake Mcleansboro Pending Review Of Information To Be Provided By The Lake Biologist, second Mr. Mason. Roll call: Cox, Mason, Lasswell, Stanart, Maulding. Ayes – 5. Nay – 0. Motion passed.
Discussion and/or action on parking changes to Greg James’ Memorial Park failed for lack of a motion.
At 7:07 p.m. with no further business before the Council Mr. Maulding made the Motion To Adjourn, second Mr. Cox. Voice vote was taken. Motion passed without dissent.
