Edwards County Community Unit School District 1 Board met September 17.

Here is the minutes provided by the board:

The meeting was called to order at 7:01 p.m. in the Edwards County K-12 Band Room by President, Dale Woods. The following members were present: Jayare Buerster, Lawrence Speir, Jr., Andrew Spray, Tod Goble, Jo Rector and Richard Wolfe. Also present were Superintendent, David Cowger and Principals, Preston Nelson and Dale Schmittler.

Approve Consent Agenda:

Motion was made by Tod Goble and seconded by Andrew Spray to approve the following Consent Agenda items:

• Motion to approve the minutes of the open and closed session of the August 20, 2018 Regular Board Meeting

• Motion to approve the Treasurer’s Report

• Motion to approve the Bill List

• Motion to destroy board meeting closed session audio recording older than 18 months per State code

Goble, Buerster, Wolfe, Speir, Spray and Woods voted yes. Rector voted present. Motion passes

Approve Budget:

Motion was made by Andrew Spray and seconded by Tod Goble to approve the Edwards County Community Unit School District #1 Fiscal Year 2019 Budget.

Speir, Spray, Rector, Goble, Buerster, Wolfe and Woods voted yes. Motion passes

Spotlight: Laura Simpson, School Social Worker SPOTLIGHT

Approve Policy:

Motion was made by Richard Wolfe and seconded by Andrew Spray to approve Policy 7.180 – Prevention of and Response to Bullying, Intimidation and Harassment

Policy was revised and amended to reflect new cyberbullying updates. Final policy will be forwarded to Springfield, IL putting the District in compliance with the State.

Speir, Spray, Buerster, Wolfe, Goble and Woods voted yes. Rector voted no. Motion passes

Annual Administrator And Teacher Salary And Benefit Report:

Presentation of the Annual Administrator and Teacher Salary and Benefits Report for the 2017-2018 school year.

This is an annual requirement that school districts are required to do. The report has been linked to our District website.

Accept P/C/Liability And Wc Insurance Bids:

Motion was made by Jo Rector and seconded by Tod Goble to accept the bid for P/C/Liability and WC Insurance from HCC Specialty for Property and Casualty Coverage, Greenwich for School Board Legal Liability Coverage and Accident Fund for Worker Compensation Coverage.

The District went with the following coverages: Accident Fund - $36,164 (Workers Comp) HCC Specialty - $55,508 (Property/Casualty) Greenwich Ins. - $6,899 (School Board Legal Libiliy)

Rector, Speir, Spray, Buerster, Wolfe, Goble and Woods voted yes. Motion passes

Approve Field Trips:

Motion was made by Jo Rector and seconded by Andrew Spray to approve the following field trips over 150 miles round trip at no cost to the District:

• FFA National Convention in Indianapolis, Indiana October 24-26, 2018

• FFA Green Hand Conference at University of Illinois on September 26, 2018

Goble, Rector, Speir, Spray, Buerster, Wolfe and Woods voted yes. Motion passes

Increase Athletic Official Pay:

Motion was made by Jo Rector and seconded by Jayare Buerster to increase the Athletic Official pay by $5.00 for Jr. High Softball and Baseball and $10.00 for Jr. High Volleyball.

Wolfe, Goble, Rector, Speir, Spray, Buerster and Woods voted yes. Motion passes

Approve Greenhouse Fire Alarm Installation:

Motion was made by Andrew Spray and seconded by Jayare Buerster to approve the greenhouse fire alarm installation at an estimated cost of $5,358.69

Since classes are held in the greenhouse this is a fire code requirement.

Buerster, Wolfe, Goble, Rector, Speir, Spray and Woods voted yes. Motion passes

Approve Gate Receipt Donation:

Motion was made by Andrew Spray and seconded by Tod Goble to approve a 50% donation of gate receipts from the Volley for the Cure volleyball game to area cancer organizations.

Spray, Buerster, Wolfe, Goble, Rector, Speir and Woods voted yes. Motion passes

Approve Baseball Camp:

Motion was made by Richard Wolfe and seconded by Andrew Spray to approve a Baseball Camp for Jr. High and High School students hosted by ECHS Baseball and professional baseball player, Jeremy Hazelbaker.

The camp will be held on District property and the camp falls under the insurance umbrella of the District.

Speir, Spray, Buerster, Wolfe, Goble, Rector and Woods voted yes. Motion passes

Administration Reports:

The Administrators presented their reports on the following:

• David Cowger – Superintendent Cafeteria Report IASB Fall Dinner Meeting Truancy Grant School Board Elections (4/2/19) FOIA Request

• Preston Nelson – Edwards County K-12 Principal

• Dale Schmittler – West Salem Grade School Principal

• Shane Carter – Edwards County Special Education Coordinator

Into Closed Session:

Motion was made by Richard Wolfe and seconded by Jo Rector that a Closed Session be called at 7:35 p.m. to discuss the following:

• Consider the appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee to determine validity

• Collective bargaining matters between the public body and its employees

• Discussion regarding probable or imminent litigation

• Consider Student Discipline

Speir, Spray, Goble, Rector, Buerster, Wolfe and Woods voted yes. Motion passes

Out Of Closed Session:

Motion was made by Tod Goble and seconded by Andrew Spray that the Board come out of Closed Session at 8:14 p.m.

Wolfe, Rector, Speir, Spray, Goble, Buerster and Woods voted yes. Motion passes

Accept Resignation:

Motion was made by Tod Goble and seconded by Andrew Spray to accept the resignation of Lonny Murbarger as ECHS Softball Coach

Goble, Buerster, Wolfe, Rector, Speir, Spray and Woods voted yes. Motion passes

Employment:

Motion was made by Andrew Spray and seconded by Jo Rector to employ the following:

• ECHS Assistant Boys Basketball Coach – Kevin Schnicker

• ECHS Assistant Girls Baseketball Coach – Rebecca Brinkmann

• ECHS Baseball Coach – Kris Duncan

• ECHS Pep Club Sponsor – Bethany Rotramel

• Long Term Substitute Teacher – Mary Sue Zellers

Spray, Goble, Buerster, Wolfe, Rector, Speir and Woods voted yes. Motion passes

Employment:

Motion was made by Andrew Spray and seconded by Tod Goble to employ Chriss Cox as a bus driver for the District.

Approve Volunteer Assistant Coaches:

Motion was made by Tod Goble and seconded by Jo Rector to approve the following Volunteer Assistant Coaches:

• ECHS Boys Basketball – Eric St. Ledger

• ECHS Girls Basketball – James Buckman

• AGS Softball – Regan Bell

Wolfe, Goble, Rector, Speir, Spray, Buerster and Woods voted yes. Motion passes

Approve Fmla Leave:

Motion was made by Richard Wolfe and seconded by Andrew Spray to approve a FMLA Maternity Leave for Tiffany McVaigh, teacher at the West Salem Grade School.

Wolfe, Goble, Buerster, Speir, Rector, Spray and Woods voted yes. Motion passes

Approve Student Residency Recommendation:

Motion was made by Andrew Spray and seconded by Richard Wolfe to approve a recommendation that Student Residency Case 2018-2019#1, does not meet the legal residency requirements as specified in the State of Illinois and the Edwards County School District and as a result their last day of attendance as “In District Students” will be October 2, 2018. At this time, students will be dropped from enrollment unless Out of District Tuition is paid in the amount of $6,993.00 per student.

Spray, Buerster, Wolfe, Goble, Rector, Speir and Woods voted yes. Motion passes

Adjourn Meeting:

Motion was made by Tod Goble and seconded by Richard Wolfe that the meeting be adjourned at 8:20 p.m.
