City of Mount Carmel City Council met October 8.

Here is the minutes provided by the council:

Invocation was given by Becky Reeves.

Present on Roll Call: Mayor Bill Hudson Commissioners – Eric Ikemire, Joe Judge Justin Dulgar, Rod Rodriguez

Also, Present: City Attorney Kelli Storckman and City Inspector Mike Gidcumb

Mayor’s Comments:

Mayor Hudson brought the city council meeting to order.

Mayor Hudson congratulated the Mount Carmel Junior Soccer Team, the Lady Aces Golf Team and the Marching Aces for their success; the Eagle Scouts and Connor Anderson for his work on the benches along Market Street; and Doug McPherson with the successful On1 Program on Wednesday evenings. Mayor Hudson stated there have been a lot of great accomplishments in the community during the past two weeks.

Mayor Hudson announced Nancy Marshall and the Rotary Club will be meeting uptown tomorrow evening from 5:00 pm to 7:00 pm to clean up along Market Street in preparedness for the Bicentennial Celebration on Friday, October 12th. Mayor Hudson thanked Ms. Marshall and the Rotary Club in advance for their efforts.

Mayor Hudson reported the Bicentennial Celebration on Friday, October 12th will begin with food being served at 5:00 pm and stated anyone who has not yet purchased steak dinner tickets to please do so. Mayor Hudson stated the tickets may be purchased from the Bicentennial Committee or the Wabash County Chamber of Commerce. Mayor Hudson stated the street will be closed off Friday morning from the alley in the three hundred-block of Market to the Fifth Street intersection.

Mayor Hudson gave kudos to Andy and Gene Cross for putting in the inserts on the store front of the Market Street Mercantile and stated the paintings of the clouds look very nice.

Mayor Hudson reported Andy Cross is working on a souvenir, which will be available to purchase at the Bicentennial Celebration this coming Friday.

Mayor Hudson announced the Trick or Treating hours will Wednesday, October 31st from 5:00 pm to 7:30 pm. Mayor Hudson encouraged residents to please turn on their porch lights if they wished to welcome the trick or treaters.

Mayor Hudson acknowledged Bicentennial Committee Chairman Shawn Storckman, who thanked all the sponsors for the celebration this Friday, October 12th and encouraged everyone to attend the event.

Commissioner Reports:

Commissioner Eric Ikemire – Streets, Cemeteries And Parks:

Commissioner Ikemire reported in the last two weeks the street department cleaned intakes; mowed city parks and city properties; performed yard abatements; performed maintenance on equipment as well as tire maintenance on other various pieces of equipment; did maintenance in the welding shop on the exhaust fan; cleaned up a coal spill at Third and Walnut Streets; and trimmed tree limbs at the city park.

Commissioner Ikemire announced the Kiwanis Pancake Day is October 18th from 5:00 pm to 7:30 pm at the VFW.

Commissioner Ikemire thanked the Wabash County Sheriff Department for providing a community service worker as well as for all the volunteers who helped clean up and trim tree limbs at Rose Hill Cemetery this past weekend.

Commissioner Joe Judge – Finance And Senior Citizens:

Statement of Receipts and Expenditures – See attached agenda with financials.

Commissioner Judge reported the WC Cafeteria and Senior Center is doing well and is anticipating receiving notice regarding a grant that had been submitted recently. Commissioner Judge reiterated he had submitted various grants for several entities within the city and for the Wabash County Sheriff’s Department, as well.

Commissioner Judge stated the mayor and city council wish to thank Art Kimmel, Marvin Kimmel, Bob Mayhue and Community Service Worker Jake Molstad for helping with the clean up at Rose Hill Cemetery. Commissioner Judge reported some tree limbs were trimmed and cleaned up in the north section. Commissioner Judge is hopeful the council can continue this clean-up of the cemetery on a regular basis and as the street department’s work schedule allows. Commissioner Judge stated the city is currently under contract with a private mowing service for the mowing only of the cemetery.

Commissioner Justin Dulgar – Water And Sewer:

Commissioner Dulgar reported the maintenance on the West Third Street Water Tower is ongoing and the completion time is nearing; Water Well #1 has a new meter and is functioning properly; Water Well #2 and #3 will have new depth sensors installed.

Commissioner Dulgar stated the outfall project at the wastewater plant is 90% complete with 3150 feet of the outfall line being installed as well as the outfall structure and 7 manholes. Commissioner Dulgar reported once the outfall project is completed the aeration project will begin. Commissioner Dulgar stated the waste water plant is looking for a dependable dump truck at this time and the “Julie – Line Utility” has been ordered for the construction to begin for the aeration project.

Commissioner Dulgar reported City Inspector Mike Gidcumb and Water Maintenance Department Employee Don Banks have collected data at the residences along Division Street for the pending grant application for the sewer line project.

Commissioner Rod Rodriguez – Fire, Health & Safety, Garbage, City Hall And Civil Defense:

Commissioner Rodriguez reported in the last two weeks the fire department had eight runs; Mount Carmel Public Utility workers were fitted and tested with their MSA masks; and a safety meeting regarding the proper tying of rope knots was held.

Commissioner Rodriguez announced a fundraiser food booth will be set up at the Bicentennial Celebration on October 12th with the proceeds going to Safe Haven.

City Administrative Assistant – Rudy Witsman:

City Administrative Assistant Witsman absent. City Inspector Mike Gidcumb reported on his behalf.

City Attorney – Kelli Storckman:

City Attorney Storckman no report.

City Inspector – Mike Gidcumb:

City Inspector Gidcumb reiterated there was 99% participation in the data collection for the grant application for the Division Street Sewer Line Project.

City Inspector Gidcumb reported the renewal letters for the liquor license applications will be mailed out on November 6th and stated if the council wishes to increase the license fees a decision will need to be made by the November 5th council meeting.

City Inspector Gidcumb stated several code violation letters have been mailed out in the last two weeks with a few of the violations being vacant properties on Market Street. City Inspector Gidcumb reported he would like to compile a list to present at the next council meeting of properties with issues that need to be addressed. City Inspector Gidcumb acknowledged Commissioner Joe Judge, he questioned the status of the properties that the city had demolished this year by asking if any of the monies for that expense had been recouped. City Attorney Storckman stated that petitions have been filed at the Wabash County Courthouse requesting to move forward with foreclosure proceedings and a hearing date is forthcoming for the actual lien foreclosure.

Business Motions:

Mayor Hudson and the Council approved the Consent Agenda, as presented in the agenda dated October 8th, 2018. The consent agenda included approval of the minutes for the council meeting held on September 24th, 2018 and approval of paying all bills bearing the proper signatures.
