The minutes of the meeting of November 13, 2018, agendas and bills of November 27, 2018 were sent out to those entitled to receive them. Mayor Maguire asked for approval of the minutes for the November 13, 2018 meeting. Motion by Alderman Stahl, seconded by Alderman Prince to approve the minutes of the meeting of November 13, 2018.

Mayor Maguire asked for approval to pay the bills for the November 27, 2018 meeting. A motion was made by Alderman Barbre, seconded by Alderman Pottorff to approve the bills for payment.

Ordinance No. 18-1127-164 – Authorizing the Sale of Municipal Property – Attorney Rice told the Council that we have acquired properties for various reasons and would like to offer them for sale. The bids to sell these properties will be opened at the Council meeting on January 8th. The City will observe the right to accept or reject any or all bids. Tract 1 is Lot 151 in Rinard’s Third Addition (510 West King Street). Tract 2 is Lot 114 in Rinard’s Third Addition (600 West College Street). Tract 3 is the N1/2 and S1/2 of Lot 45 in Rinard’s First Addition (206 and 208 NW 7th Street. The minimum bid for each tract is $1,000. Sealed bids must be submitted on or before January 7th to the City Clerk. Each bidder must be present at the January 8th Council meeting to explain his or her intention on the development of the tract or tracts bid on. The City Council may accept the bid or any other bid determined to be in the best interest of the City by a vote of ¾ of the aldermen holding office. A motion was made by Alderman Griffith, seconded by Alderman Lampley to approve Ordinance No. 18-1127-164 to authorize the sale of municipal property.

Ordinance No. 18-1127-165/Establishing an Enterprise Zone within the City of Fairfield – Mayor Maguire presented an ordinance to establish an enterprise zone within the City of Fairfield. This ordinance also would authorize the Mayor and City Clerk to execute an intergovernmental agreement between the City of Fairfield, the City of McLeansboro, Hamilton County and Wayne County. The ordinance also includes a legal description of the enterprise zone. A motion was made by Alderman Pottorff, seconded by Alderman Stahl to approve this ordinance establishing an Enterprise Zone within the City of Fairfield and to authorize the Mayor and City Clerk to execute the Intergovernmental Agreement.

Resolution No. 18-1127-293 – Abatement of Property Tax within the Enterprise Zone – This resolution authorizes and directs the County Clerk to abate a portion of taxes on real property within the enterprise zone. The abatement of the ad valorem taxes shall be at the rate of 100% of the value of the improvements on new or improved commercial and industrial property for a period of four (4) years. A motion was made by Alderman Prince, seconded by Alderman Griffith to approve this resolution.

Discussion Concerning the 2nd Meeting in December – The regularly scheduled meeting for the Council falls on Christmas day this year. A motion was made by Alderman Barbre, seconded by Alderman McGill to reschedule the December 25th to December 27th.

Christmas Bonuses – Christmas bonuses for the city employees was discussed. A motion was made by Alderman Pottorff, seconded by Alderman McGill to give each fulltime employee who has worked for the City for a year a $100 bonus plus $5 for each additional year of service. This bonus does not include the Mayor or City Clerk.

Executive Session – Alderman Lampley made a motion, seconded by Alderman Griffith to go into Executive Session to discuss Section 2(c)(21) – discuss minutes of closed session meetings and Section 2(c)(1) – the appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body.
