City of Fairfield Council met Dec. 11.

Here is the minutes provided by the council:

Meeting called to order by Mayor Brent Maguire at 6:00 P.M.

Prayer led by Mayor Brent Maguire followed by the pledge of allegiance to the flag.

The minutes of the meeting of November 27, 2018, agendas and bills of December 11, 2018 were sent out to those entitled to receive them. Mayor Maguire asked for approval of the minutes for the November 27, 2018 meeting. Motion by Alderman Griffith, seconded by Alderman McGill to approve the minutes of the meeting of November 27, 2018.

Mayor Maguire declared motion carried.

Mayor Maguire asked for approval to pay the bills for the December 11, 2018 meeting. A motion was made by Alderman Barbre, seconded by Alderman Pottorff to approve the bills for payment.

Mayor Maguire declared motion carried.

Ordinance No. 18-1211-166/Tax Levy - Mayor Maguire presented the tax levy for the fiscal year ending April 30, 2019. This ordinance is for levying the general taxes for the City of Fairfield. The amount of the levy is $745,831.00. This amount is the same as last year. A motion was made by Alderman Lampley, seconded by Alderman Stahl to approve Ordinance No. 18-1211-166 being the Fairfield Tax Levy Ordinance.

Mayor Maguire declared motion carried and Ordinance No. 18-1211-166 approved and duly adopted.

Ordinance No. 18-1211-167/Zoning Amendment at Property Located at 801 Mt. Vernon Rd. – Mayor Maguire stated that a public hearing was held earlier concerning a zoning change request for this property. This ordinance would be changing the zoning located at 801 Mt. Vernon Rd. from an R-2 zone to a B-1 zone. The Zoning Board met recently and they recommend Council approval of this request. A motion was made by Alderman Barbre, seconded by Alderman Pottorff to approve this ordinance.

Mayor Maguire declared motion carried and Ordinance No. 18-1211-167 approved and duly adopted.

Ordinance No. 18-1211-168/Zoning Amendment at Property Located at 805 West Center – Mayor Maguire stated that a public hearing was held earlier concerning a zoning change request for this property. This ordinance would be changing the zoning located at 805 West Center from an R-2 zone to a R-3 zone. The Zoning Board met recently and they recommend Council approval of this request. A motion was made by Alderman Pottorff, seconded by Alderman Prince to approve this ordinance.

Mayor Maguire declared motion carried and Resolution No. 18-1211-168 approved and duly adopted.

Christmas Bonuses – At the last meeting the Council authorized to give each full-time employee who has worked for the City for a year a $100 Christmas bonus plus $5 for each additional year of service. The Council decided that they should give those full-time employees that had worked less than a year a bonus as well. A motion was made by Alderman Pottorff, seconded by Alderman McGill to approve a Christmas Bonus of $100 for full-time employees that have worked for the City less than one year.

Appointment of Steering Committee for Atkinson Forest – Former Mayor Griswold had previously appointed a steering committee for discussion concerning the Atkinson Forest. Mayor Maguire would like to appoint a new steering committee to examine the City’s current intergovernmental agreement with IDNR and the proposed plans that have been suggested by some in the community in terms of the feasibility and sustainability of such plans. Alderman Stahl asked if we would even be allowed to spend money on this project since it is not located within the city limits. Attorney Rice stated that in some instances the city would be allowed to put money toward projects that are outside the city limits. Mayor Maguire would like to appoint the following to the steering committee; Ryan Rice, Mike Podolsky, Ed Prince, Tyler Lampley, Mary Hurley, Steve Liston, Carrie Halbert, David Mills, Gary Stratton, and Dana Wilson. Jackson Mills has shown an interest in the project and he is welcome to attend the meetings. A motion was made by Alderman Griffith, seconded by Alderman Barbre to approve these appointments.

Final Loan Closing for Loan L172783 – We have received the final loan closing amendment for Loan L172783. A motion was made by Alderman Lampley, seconded by Alderman Griffith to authorize Mayor Maguire to sign the final loan amendment for L172783 for the Water Plant Construction.

Final Loan Closing for Loan L174849 – We have received the final loan closing amendment for Loan L174849. A motion was made by Alderman Griffith, seconded by Alderman Stahl to authorize Mayor Maguire to sign the final loan amendment for L174849 for the Raw Water Intake and the Transmission Line.
