City of Fairfield Council met Nov. 13.

Here is the minutes provided by the council:

Meeting called to order by Mayor Brent Maguire at 6:00 P.M.

Prayer led by Brent Maguire followed by the pledge of allegiance to the flag.

The minutes of the meeting of October 23, 2018, agendas and bills of November 13, 2018 were sent out to those entitled to receive them. Mayor Maguire asked for approval of the minutes for the October 23, 2018 meeting. Motion by Alderman Barbre, seconded by Alderman Potttorff to approve the minutes of the meeting of October 23, 2018.

Mayor Maguire asked for approval to pay the bills for the November 13, 2018 meeting. A motion was made by Alderman Barbre, seconded by Alderman Pottorff to approve the bills for payment.

Public Comments – Sheila Titzer, mother of Police Officer Justin Titzer, addressed the Council about an issue that happened during the Veteran’s Parade. Justin was on duty and was driving the lead vehicle in the parade. Mrs. Titzer wanted to ride in the city’s vehicle with her son. When asked if she could, Police Chief Colclasure told her she would not be allowed to ride in the vehicle because of potential liability reasons. Previously Chief Colclasure had been questioned by an alderman who had asked about the practice of people other than city employees riding in city owned vehicles during parades and the liability issues were discussed. At that point it was an unwritten rule that people other than employees should not be allowed to ride in city owned vehicles. Mayor Maguire stated that he was also concerned about the liability issues and that a written policy dealing with this issue needs to be established that would apply not only to the police department but city wide. He plans to meet with the city’s risk management firm to discuss such a policy. Mrs. Titzer feels her son has been discriminated against and demanded an apology be given to him. Mayor Maguire apologized to her for any hard feelings or inconveniences that may have been caused by this situation but Mrs. Titzer said the apology should come from the police chief. Mayor Maguire did offer to meet again with her and her son to follow up on the progress of a new written policy.

Resolution No. 18-1113-290 – TIF Redevelopment Agreement - A TIF Redevelopment Agreement with DiMaggio Brother’s Pizza Inc. has been made available to all aldermen for their review. The total amount requested is $5,795.91. Alderman Prince made a motion, seconded by Alderman Stahl to adopt Resolution No. 18-1113-290 approving this TIF Redevelopment Agreement.

Mayor Maguire declared motion carried and Resolution No. 18-1113-290 approved and duly adopted.

Ordinance No. 18-1113-163/Risk Management Insurance – The Illinois Municipal League Risk Management Association submitted an invoice for our risk management insurance with three different payment options. Mayor Maguire and the aldermen decided that payment Option #3 would be the best for us at this time. We would be able to pay in two installments and the total cost would be $274,078.65. This amount includes a 1% installment fee. This is the same amount that was paid last year. Alderman Barbre made a motion, seconded by Alderman Pottorff to approve Ordinance No. 18-1113-163 authorizing the execution of the IMLRMA Minimum/Maximum Contribution Agreement with payment Option #3.

Resolution No. 18-1113-291/Street Closing for Christmas Parade - The Kiwanis Club is sponsoring a Christmas Parade and they are requesting permission to close a portion of Main Street for this event. The parade is scheduled for Saturday, December 1, 2018 at 4:30 p.m. Alderman Lampley made a motion, seconded by Alderman McGill to approve Resolution No. 18-1113-291 approving the street closing for the Christmas Parade.

Resolution No. 18-1113-292/Authorizing Signatures Required for Banking – Mayor Maguire told the Council that Denise Elliott was an authorized check signer and she recently retired. We need to add Dian Downs as an authorized signer. A motion was made by Alderman Lampley, seconded by Alderman Prince to adopt a resolution authorizing Mayor Brent Maguire, City Clerk Tina Hutchcraft, Deputy Clerk Dian Downs and City Treasurer Julie Duncan to sign checks for an on behalf of the City of Fairfield.

Mayor Maguire declared motion carried and Resolution No. 18-1113-292 approved and duly adopted.

Award Bid for Police Department Vehicle – One bid was received for the police department vehicle. LeMond’s submitted a bid in the amount of $28,940 for a 2019 Ram truck. A motion was made by Alderman Pottorff, seconded by Alderman Barbre to award the bid to LeMond’s in the amount of $28,940.

Approval to Seek Bids for Demolition of Old Chamber Building and Old Fire Department – We previously had discussed the demolition of the old chamber building and the old fire department and at that time the Council approved a resolution that would authorize a redevelopment project which involved the demolition. We had ADG Architecture & Design Group develop a scope of work for the project. We are now ready to seek bids for the demolition. There is a tentative date set for Tuesday, December 4th for a pre-bid meeting and Tuesday, December 11th for the bid opening. A motion was made by Alderman Prince, seconded by Alderman Griffith to seek bids for the demolition of the old chamber building and the old fire department.

Miscellaneous – Alderman McGill thanked Denise Elliott for her many years of service to the City and congratulated her on her retirement.
