Galatia Community Unit School District 1 Board of Education met Oct. 25.

The regular meeting of the Galatia Community Unit School District No. 1 Board was held in the boardroom at the Annex. Roll call was taken, and those present were Bryan McCabe, Elaine Jackson, Tim Pribble, Joy Richey, and Justin Travelstead. BJ Pigg and Aaron Allen were absent. Five (5) members present and two (2) members absent. Board President Tim Pribble called the meeting to order at 7:07 p.m.
CONSENT AGENDA:
1) A motion was made by Pribble and seconded by Jackson to approve the regular meeting minutes of September 20, 2018, and the budget hearing minutes of September 20, 2018. McCabe-aye, Jackson- aye, Pribble-aye, Richey-aye, and Travelstead-aye. Five (5) ayes, motion carried.
2) A motion was made by McCabe and seconded by Travelstead to approve payroll and bills for payment. McCabe-aye, Jackson-aye, Pribble-aye, Richey-aye, and Travelstead-aye. Five (5) ayes, motion carried.
3) A motion was made by McCabe and seconded by Travelstead to approve the Treasurer’s Report and co-mingled fund as presented. Jackson-aye, Pribble-aye, Richey-aye, Travelstead-aye, and McCabe-aye. Five (5) ayes, motion carried.
AUDIENCE TO VISITORS:
No visitors were in attendance.
EXECTIVE SESSION:
4) A motion was made by Pribble and seconded by McCabe to enter into executive session at 7:21 p.m. to discuss compensation, employment, hiring, firing, of prospective or current employees (personnel), review executive session minutes, professional negotiations, and matters of student discipline. Jackson-aye, Pribble-aye, Richey-aye, Travelstead-aye, and McCabe-aye. Five (5) ayes, motion carried.
5) A motion was made by Pribble and seconded by Jackson to end executive session at 8:04 p.m. Pribble- aye, McCabe-aye, Travelstead-aye, Richey-aye, and Jackson-aye. Five (5) ayes, motion carried.
6) A motion was made by Pribble and seconded by Richey to approve executive session minutes as read. Pribble-aye, Travelstead-aye, McCabe-aye, Jackson-aye, and Richey-aye. Five (5) ayes, motion carried.
OLD BUSINESS
There were no old business items up for discussion.
NEW BUSINESS:
Mr. Crank presented a proposed tax levy to the board. Although the IMRF account is currently high (more funds than needed to pay IMRF costs for the FY 2018/2019), Mr. Crank increased the percentage up since it had been lowered in the prior year. The tax rate is still under 5%. The tax levy will be voted on during the November school board meeting.
7) A motion was made by Pribble and seconded by McCabe to appoint Aaron Allen as JH boys baseball coach for the 2018-19 school year with no bargaining unit employee interested in the position, with the stipend for the position being set at $1,000, the maximum amount permitted under Illinois law. Travelstead-aye, McCabe-aye, Jackson-aye, Pribble-aye, and Richey-aye. Five (5) ayes, motion carried.
8) A motion was made by Pribble and seconded by McCabe to appoint BJ Pigg as bass fishing coach for the 2018-19 school year with no bargaining unit employee interested in the position, and with the stipend for the position being set at $750. McCabe-aye, Jackson-aye, Pribble-aye, Richey-aye, and Travelstead-aye. Five (5) ayes, motion carried.
Mr. Crank informed the board on the request from Kristy Beers to do the spring pictures this year along with Life Touch’s request. The board was in agreement to allow Mrs. Beers to do the spring pictures this year pending a signed contract.
Mr. Crank informed the board on the cost of tables and chairs for the board room at the Annex.
9) A motion was made by Pribble and seconded by Travelstead to purchase the table from Heartland Office Supplies at a cost of $1,100.22 as per bid and to purchase 20 chairs from SAMS @ approximately $50 each. McCabe-aye, Jackson-aye, Pribble-aye, Richey-aye, and Travelstead-aye. Five (5) ayes, motion carried.
Mr. Crank updated the board on the need to purchase new Accounting and Payroll software. The cost to upgrade the current STI software will be around $25,000 and the cost from SDS will be $9,500.
10) A motion was made by Travelstead and seconded by McCabe to purchase the accounting and payroll software from SDS pending contracts from the company. Jackson-aye, Pribble-aye, Richey-aye, Travelstead-aye, and McCabe-aye. Five (5) ayes, motion carried.
Mr. Crank presented window safety graphics film that allows seeing out but not being able to view into the building. The board would like more information on the product.
Mr. Crank and Mr. Cummins discussed the credit recovery program for students. The board would like more information on the subject.
Mr. Crank and Mr. Cummins updated the board on the quotes for a lease of a copier in the upstairs at the high school. Tawmi had obtained quotes from vendors. The board would like her to request prices for a lease for a copier in the business office at the Annex.
11) A motion was made by Pribble and seconded by Jackson to do a copier lease from Osborne at $100 a month as per bid. Jackson-aye, Pribble-aye, Richey-aye, Travelstead-aye, and McCabe-aye. Five (5) ayes, motion carried.
12) A motion was made by Jackson and seconded by Richey to approve Erica Mapps’ request for maternity leave. Pribble-aye, McCabe-aye, Travelstead-aye, Richey-aye, and Jackson-aye. Five (5) ayes, motion carried.
13) A motion was made by McCabe and seconded by Travelstead to post the JH volleyball head coaching position. Travelstead-aye, McCabe-aye, Jackson-aye, Pribble-aye, and Richey-aye. Five (5) ayes, motion carried.
14) A motion was made by McCabe and seconded by Travelstead to approve Luke Lawrence as a volunteer assistant high school basketball coach pending background check. Travelstead-aye, McCabe-aye, Jackson-aye, Pribble-aye, and Richey-aye. Five (5) ayes, motion carried.
15)A motion was made by Pribble and seconded by Travelstead to terminate the HS head cook, Patty Seely. McCabe-aye, Jackson-aye, Pribble-aye, Richey-aye, and Travelstead-aye. Five (5) ayes, motion carried.
16) A motion was made by Pribble and seconded by Richey to post the high school head cook’s position. McCabe-aye, Jackson-aye, Pribble-aye, Richey-aye, and Travelstead-aye. Five (5) ayes, motion carried.
17)A motion was made by Pribble and seconded by McCabe to employ Michele Hankins as Bookkeeper/Unit Secretary with pay rate as presented. Jackson-aye, Pribble-aye, Richey-aye, Travelstead-aye, and McCabe-aye. Five (5) ayes, motion carried.
18) A motion was made by Pribble and seconded by McCabe to bid out the tree removal next to Highway 34. Jackson-aye, Pribble-aye, Richey-aye, Travelstead-aye, and McCabe-aye. Five (5) ayes, motion carried.
19) A motion was made by McCabe and seconded by Pribble to set the Tax Levy Hearing at 6:45 on the 19th day of November, 2018. Pribble-aye, McCabe-aye, Travelstead-aye, Richey-aye, and Jackson-aye. Five (5) ayes, motion carried.
COMMITTEE REPORT:
HIGH SCHOOL PRINCIPAL REPORT:
Mr. Cummins reported to the board that the junior and senior high schools are conducting curriculum meetings which is part of the school improvement plan.
Mr. Crank and Mr. Cummins reported to the board on the progress of a plan for an access road off of state Highway 34.
SUPERINTENDENT REPORT:
Mr. Crank updated the board on the progress of the Health, Life, & Safety amendments which are close to completion at the state level.
Mr. Crank informed the board that evaluations have begun for staff.
Mr. Crank informed the board that he had contacted Dr. Keith Talley, who does the Health/Life/Safety inspections for the Regional Office, and was informed that the usage of eye bolts would be a violation of school safety measures.
Mr. Crank updated the board on the police officer from the city at the school’s expense.
Mr. Crank informed the board on the approval of the pre-k grant, but Title was still outstanding.
Mr. Crank updated the board on the CEO program, and the three students the district has in the program. They are doing presentations to groups.
