City of Mount Carmel City Council met Jan. 14.

Here is the minutes provided by the council:

Invocation was given by Reverend Tony Hodgson.

Present on Roll Call: Mayor Bill Hudson Commissioners – Eric Ikemire, Joe Judge Justin Dulgar, Rod Rodriguez

Also, Present: City Administrative Assistant Rudy Witsman, City Attorney Kelli Storckman

MAYOR’S COMMENTS

Mayor Hudson brought the city council meeting to order.

Mayor Hudson reported Shopko is filing bankruptcy tomorrow and unfortunately the Mount Carmel Store as well as several other stores will be closing. Mayor Hudson clarified the city council had nothing to do with the local store closure.

Mayor Hudson stated progress at the golf course as begun as West Berwick has starting the remodeling process of the pro shop.

Mayor Hudson thanked the street department for their hard work last Saturday during the snow storm. Mayor Hudson stated their efforts are greatly appreciated and the snow was removed in a timely manner.

Mayor Hudson stated progress is ongoing at the Villas of Hollybrook and encouraged residents to drive out on West Ninth Street to see the development site. Mayor Hudson reported the anticipated scheduled opening date of the assisted living community is July, 2019.

Mayor Hudson extended sympathy to the Keenan Family for Judge Robert Keenan. Judge Keenan served as the city council attorney from 1974 to 1980.

COMMISSIONER REPORTS:

COMMISSIONER ERIC IKEMIRE – STREETS, CEMETERIES AND PARKS

Commissioner Ikemire reported in the last two weeks the street department cleaned intakes; worked servicing equipment for summer usage; installed salt spreader and snow plow; plowed and salted roads this past weekend; took down the Christmas decorations along Market Street; put the Santa House back in storage; took down the Christmas lights at City Hall; and five street department employees participated in the electrical power line safety seminar. Commissioner Ikemire thanked the street department crew for their hard work and efforts during the snow storm over the weekend.

Commissioner Ikemire reiterated demolition of the interior of the pro shop at the golf course started last Thursday and the anticipated completion date for the remodeling is April, 2019. Commissioner Ikemire reported the golf course itself is open and operational.

COMMISSIONER JOE JUDGE – FINANCE AND SENIOR CITIZENS

Statement of Receipts and Expenditures – See attached agenda with financials.

Commissioner Judge reported the golf course is running a fifty percent off sale of the equipment in the main inventory.

Commissioner Judge thanked everyone who rented the WC Cafeteria and Senior Center building over the holidays and stated the use of the building is very much appreciated. Commissioner Judge encouraged residents to take advantage of renting the facility for various types of activities and gatherings.

COMMISSIONER JUSTIN DULGAR – WATER AND SEWER

Commissioner Dulgar reported the EPA will be on site at the water treatment this Wednesday, January 16th to conduct the routine four-year inspection. Commissioner Dulgar stated the outcome of the report will be interesting in regards to a possible new water treatment facility. Commissioner Dulgar stated Sidener Environmental conducted repairs on the chlorine tank vacuum regulator at the water treatment plant and also inspected the various injectors, regulators, sensors and the alarms to ensure everything was functioning properly.

Commissioner Dulgar reiterated the aeration project at the wastewater plant is still ongoing and anticipates the work being completed within a month. Commissioner Dulgar stated the Mulberry Lift Station is currently being upgraded, as was discussed at a prior council meeting.

COMMISSIONER ROD RODRIGUEZ – FIRE, HEALTH & SAFETY, GARBAGE, CITY HALL AND CIVIL DEFENSE

Commissioner Rodriguez reported in the last four weeks the fire department had seventeen runs. Commissioner Rodriguez thanked the fire department as well as the police department for their efforts in keeping our community safe. Commissioner Rodriguez also thanked the residents who kindly gave Christmas “goodies” to the fire department over the holidays.

Commissioner Rodriguez stated this year will be the Fifteenth Annual Guns and Hoses Event with the proceeds being donated to the Guardian Center for Child Abuse.

CITY ADMINISTRATIVE ASSISTANT – RUDY WITSMAN

City Administrative Assistant Witsman reminded residents whenever they see an emergency vehicle whether it is police, fire and/or ambulance vehicles, please slow down, be safe and be careful.

City Administrative Assistant Witsman presented the three cemetery bids to the council and opened the bids in the presence of the council. City Administrative Assistant Witsman stated the first bid was from K & K Small Jobs of Grayville, Illinois with the bid amount of $700 per each mowing time; the second bid was from Clean Cut Lawn Care of Mount Carmel, Illinois in the amount of $27,000; and the third bid was from Banks Mowing of Mount Carmel in the amount of $650 per each mowing time and $250 for each time weed eating. City Administrative Assistant Witsman reported the mowing bids are for the three city cemeteries and recommended the council take the bids under advisement at this time. City Administrative Assistant Witsman stated he would also contact K & K Small Jobs and Banks Mowing for a better interpretation of their bids. City Administrative Assistant Witsman reported it is the intent to award a mowing contract agreement to one of the bidders at the next council meeting.

City Administrative Assistant Witsman presented to the council for consideration and/or approval the lease agreement with West Berwick Golf Club for the building located at 420 Park Road, which is adjacent to the city swimming pool. City Administrative Assistant Witsman stated West Berwick currently uses the building as their facility and the previous lease, which was for a five-year term is expiring. City Administrative Assistant Witsman explained the terms of the lease are minimal as West Berwick is responsible for the upkeep and have spent a considerable amount of money upgrading the facility.

City Administrative Assistant Witsman reported 8th Street Liquor has completed a project that was started at the end of last year and was eligible for the façade grant program. City Administrative Assistant Witsman stated the owner spent $2695.00 for a new door frame, new door and sign work. City Administrative Assistant Witsman asked for council approval to award 8th Street Liquor $1000.00, which is the maximum amount allotted through the façade grant program.

City Administrative Assistant Witsman stated within the consent agenda are Ordinances 2005, 2006, 2008 and 2008, which are related to the new TIF Program.

CITY ATTORNEY – KELLI STORCKMAN

City Attorney Storckman no report.

CITY INSPECTOR – MIKE GIDCUMB

City Inspector Gidcumb absent.

STREET DEPARTMENT SUPERINTENDENT – DAVE EASTER

Street Department Superintendent Dave Easter no report.

FIRE CHIEF – FRANCES SPETH

Fire Chief Frances Speth no report.

BUSINESS MOTIONS

Commissioner Dulgar motioned and Commissioner Ikemire seconded to approve a façade grant with 8th Street Liquors involving building improvement. All present voted Aye by roll call vote.

Commissioner Judge motioned and Commissioner Dulgar seconded to approve the renewal of a 5- year lease agreement with West Berwick Golf Club involving the house adjacent to the swimming pool. Commissioner Ikemire abstained from voting. All others present voted Aye by roll call vote.

Mayor Hudson and the Council approved the Consent Agenda, as presented in the agenda dated January 14, 2019. The consent agenda included approval of Ordinance 2005 – Approving TIF 7 Redevelopment Plan and Redevelopment Project; approval of Ordinance 2006 – Designating TIF 7 Redevelopment Project Area; approval of Ordinance 2007 – Adopting Tax Increment Financing for TIF 7; approval of Ordinance 2008 – Amending Revival TIF Area and Removing Certain Areas; approval of the minutes for the council meeting held on December 31st, 2018 and approval of paying all bills bearing the proper signatures.
