City of Mount Carmel City Council met Jan. 28.

Here is the minutes provided by the council:

Invocation was given by Becky Reeves.

Present on Roll Call: Mayor Bill Hudson Commissioners – Joe Judge, Justin Dulgar, Rod Rodriguez

Also, Present: City Administrative Assistant Rudy Witsman, City Attorney Kelli Storckman

MAYOR’S COMMENTS

Mayor Hudson brought the city council meeting to order.

Mayor Hudson acknowledged Mrs. Gisele Smith of Smith Jewelers, who presented a donation to the WC Cafeteria and Senior Center. Mayor Hudson and the council thanked Mrs. Smith for the generosity.

Mayor Hudson stated the winter temperatures are dropping and he asked residents to please check on their neighbors during the frigid weather, especially if they are elderly.

Mayor Hudson thanked the street department for the work they performed two weekends ago during the snow storm and stated luckily the weather was good this past weekend.

Mayor Hudson reported progress is continuing at the Holly Brook Development Site.

Mayor Hudson announced the new plaque has been set in place under the Wabash River Bell located at the Merchant’s Park on Market Street. Mayor Hudson thanked Street Department Superintendent Dave Easter for installing the plaque as well as everyone who donated towards the purchase of the plaque.

Mayor Hudson reported the City of Mount Carmel has lost an asset over the weekend in the passing of Mr. Philip Barnhard. Mayor Hudson stated Phil was very helpful to the city in many aspects.

COMMISSIONER REPORTS:

COMMISSIONER ERIC IKEMIRE – STREETS, CEMETERIES AND PARKS

Commissioner Ikemire absent.

COMMISSIONER JOE JUDGE – FINANCE AND SENIOR CITIZENS

Statement of Receipts and Expenditures – See attached agenda with financials.

Commissioner Judge thanked Mrs. Gisele Smith and Smith Jewelers for the donation to the WC Cafeteria and Senior Center.

Commissioner Judge announced, beginning in February, the WC Cafeteria and Senior Center will be offering new menu items. Commissioner Judge reminded residents the center is also a “heating center” and is open from 9:00 am to 3:00 pm - Monday through Friday for individuals who need a warm place to go to during the cold winter days.

Commissioner Judge congratulated the members of the Mount Carmel High School FBLA, who participated in competitions on Saturday, January 26th at Newton, Illinois, and several of the students will be continuing on to compete at the state level in April.

COMMISSIONER JUSTIN DULGAR – WATER AND SEWER

Commissioner Dulgar reported the EPA inspection at the water treatment plant has been completed and anticipates the results being returned within two weeks. Commissioner Dulgar stated the water treatment plant’s generator will be totally inspected as it has been having ongoing issues.

Commissioner Dulgar stated the water maintenance department closed the levee gates and activated the pump stations; checked on sewer backups; and performed standard routine maintenance.

Commissioner Dulgar reported Midwest Excavating was onsite at the wastewater plant to begin installing the blowers and piping for the aeration project; the power panels along with the conduit and wiring has been taken out and demolished. Commissioner Dulgar stated the wastewater plant crew activated the Division Street pump station due to the rising river level.

COMMISSIONER ROD RODRIGUEZ – FIRE, HEALTH & SAFETY, GARBAGE, CITY HALL AND CIVIL DEFENSE

Commissioner Rodriguez reported in the last two weeks the fire department had nine runs and conducted refresher training courses. Commissioner Rodriguez thanked Fire Chief Francis Speth as well as all the firefighters on the great work they do.

Commissioner Rodriguez announced the Bellmont Fire Department will be having its annual fundraiser chili supper on Saturday, March 23rd.

CITY ADMINISTRATIVE ASSISTANT – RUDY WITSMAN

City Administrative Assistant Witsman reminded residents, more so specifically those living in mobile homes, to please have a heat tape or some type of heat source on the water pipes and/or turn on the water at a slow drizzle to keep the water from freezing. City Administrative Assistant Witsman stated city hall has had a few phone calls from individuals without water service and those few

cases were the result of frozen water pipes. City Administrative Assistant Witsman emphasized that residents please take his suggestions for the cold weather into consideration as it can be a very difficult situation to thaw frozen water pipes.

City Administrative Assistant Witsman reiterated at the last council meeting the cemetery bids were opened and one of the bids was from Kenneth Worley/K&K Small Jobs of Grayville with a bid amount of $700, per mowing time. City Administrative Assistant Witsman stated he had contacted Mr. Worley regarding his bid and reported Mr. Worley’s intentions for his mowing proposal is to mow twice a month during the mowing season. City Administrative Assistant Witsman stated, in the past, the contract bid for the cemetery mowing has been for a “per mowing season year” basis and the only bidder for the 2019 contract year that followed through with the type of bid was Art Kimmel with Clean Cut Lawn Care. City Administrative Assistant Witsman reported he was given good recommendations by different individuals who use Mr. Kimmel’s mowing service. City Administrative Assistant Witsman stated Clean Cut Lawn Care did not submit the lowest bid however, Mr. Kimmel did submit the most complete bid. City Administrative Assistant Witsman recommended to the council, after taking all the mowing proposal information under advisement, to consider Mr. Kimmel of Clean Cut Lawn Care for the 2019 cemetery mowing season.

City Administrative Assistant Witsman presented to the council for approval and the waiving of the second reading of Ordinance 2009, which amends the type of alcohol sold at the golf course. City Administrative Assistant Witsman reiterated previously only beer and wine were sold; Ordinance 2009 allows for the sale of all types of alcoholic beverages at the golf course.

City Administrative Assistant Witsman reported within the consent agenda is a letter requiring the mayor’s signature which ensures the payment for the equipment and material for the digestor rehabilitation at the wastewater plant, per a request from Kieffer Brothers Construction; also included is Resolution 653, which approves TIF assistance to Andrews Oil for a new storage facility and Resolution 654, which approves TIF assistance to Brittany Strockbine for the remodeling of her bakery.

CITY ATTORNEY – KELLI STORCKMAN

City Attorney Storckman no report.

CITY INSPECTOR – MIKE GIDCUMB

City Inspector Gidcumb absent.

STREET DEPARTMENT SUPERINTENDENT – DAVE EASTER

Street Department Superintendent Dave Easter reported the street department had some serious problems with equipment break downs and some fabricating work had to be done to keep the equipment operational.

FIRE CHIEF – FRANCES SPETH

Fire Chief Frances Speth no report.

BUSINESS MOTIONS

Commissioner Judge motioned and Commissioner Rodriguez seconded to accept the correct bid from Clean Cut Lawn Care – Art Kimmel for mowing the cemeteries for 2019. The bid amount is $27,000.00. All present voted Aye by roll call vote. Commissioner Ikemire was absent.

Commissioner Dulgar motioned and Commissioner Judge seconded to approve Ordinance 2009 – all alcohol beverages to be sold at the golf course. Waive Second reading. All present voted Aye by roll call vote. Commissioner Ikemire was absent.

Mayor Hudson and the Council approved the Consent Agenda, as presented in the agenda dated January 28, 2019. The consent agenda included authorizing the mayor to sign letter ensuring payment for equipment and material for digestor rehabilitation; Resolution 653 - approval of TIF assistance to Andrews Oil for a new storage building; Resolution 654 – approval of TIF assistance to Brittany Strockbine, remodel building for bakery; approval of the minutes for the council meeting held on January 14, 2019 and approval of paying all bills bearing the proper signatures.
