City of Carmi City Council met Feb. 5.
Here is the minutes provided by the council:
Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.
Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Tracy Nelson, Lance Yearby, Jeremy Courson, Sheila Jo Headlee, Mike Knight, and Doug Hays.
The minutes from the January 15, 2019, council meeting were presented. Motion was made by Alderman Blake and seconded by Alderman Winkleman to approve the minutes as presented. The motion carried on roll call by each Alderman present answering “yes.”
Mayor Pollard stated the Police Department Committee will ask the council to approve the purchase of a new police vehicle for use by the Police Department with the purchase being made utilizing the state bid process. Alderman Hays, who represented the Police Department Committee, stated that every year the Police Department purchases a new vehicle that gets moved to the front of the line which allows them to cycle out one of the older vehicles. Alderman Hays stated they would be removing the 2013 Caprice from the service line. The Police Department Committee is proposing to purchase a 2019 Dodge Ram using the state bid process. Part of the funds will come out of the Police Department fund and the rest will be paid out of the impound fee fund. This vehicle will be purchased from White County Ford using the state bid process. Alderman Hays made a motion to proceed with the purchase of a 2019 Dodge Ram. Alderman Blake seconded the motion. The motion carried on roll call with all Aldermen answering “yes.”
Reports and/or updates from Mayor Pollard
Mayor Pollard reminded everyone of the upcoming recycling event scheduled for Saturday, February 9, 2019, at the old Newton Wire and Cable building located at 520 North Third Street from 9:00 a.m. to 1:00 p.m.
Mayor Pollard stated IDOT was conducting a survey on Oak Street regarding the speed limit due to the daycare location. IDOT will determine if the speed limit should be reduced.
Reports from Standing Committees
Alderman Headlee stated a budget meeting had been held at Botsch and Associates with Alderman Winkleman and Mayor Pollard. This should be on the agenda in the upcoming month or so.
Alderman Nelson asked about the stop light at Walnut and Main Street being out of sync with the remaining two lights. Chief of Police Jason Carter stated the light was turned to flashing during Corn Day and when it was switched back to normal, it was out of sync with the other two lights. Chief Carter stated the light had been reset but it will not sync with the other lights. Chief Carter also stated IDOT will not work on the light as they feel it is not needed.
Business or Comments from Visitors
Stephanie Dennis, Librarian, wanted to thank the City of Carmi Street and Alley Department along with the Parks Department for removing the snow from the lot and sidewalks. She stated she appreciated everything the City of Carmi does for the library.
Closed Session to discuss personnel and property issues with action to follow:
At 5:45 p.m., Alderman Headlee made a motion to enter into closed session to discuss personnel issues. The motion was seconded by Alderman Hays. The motion carried on roll call by each Alderman present answering “yes.”
Adjournment
At 6:21 p.m. Alderman Winkleman made a motion to return to regular session and adjourn. The motion was seconded by Alderman Courson. The motion carried on roll call by each Alderman present answering “yes.”
