City of Fairfield City Council met January 22. 

Here is the minutes as provided by the council:

Meeting called to order by Mayor Brent Maguire at 6:00 P.M.


Prayer led by Colton Wilkerson followed by the pledge of allegiance to the flag.

The minutes of the meeting of January 8, 2019, agendas and bills of January 22, 2019 were sent out to those entitled to receive them. Mayor Maguire asked for approval of the minutes for the January 8, 2019 meeting. Motion by Alderman Griffith, seconded by Alderman Stahl to approve the minutes of the meeting of January 8, 2019.

Mayor Maguire declared motion carried.

Mayor Maguire asked for approval to pay the bills for the January 22, 2019 meeting. A motion was made by Alderman Barbre, seconded by Alderman Pottorff to approve the bills for payment.

Engineering Agreement with Connor & Connor – The Water & Sewer Committee met with Shannon Woodard with Connor & Connor about the recently completed water and sewer rate study. After some discussion, the committee thought it would be prudent to also have an electric and gas rate study done. This will help us determine if any rate changes are needed. A motion was made by Alderman Pottorff, seconded by Alderman Lampley to approve the engineering agreement with Connor & Connor to conduct an electric and gas rate study.

Appointment of Temporary Leadperson at St. & Bridge – Marty McGuire has announced he will be retiring after working for the city for 37 years. His last physical workday will be May 1. Mayor Maguire would like to appoint Robert Kamp as temporary leadperson at the St. & Bridge Department to begin training to replace Marty when he retires. Kamp will be appointed as leadperson in training and then he will automatically assume the leadperson responsibility upon Marty’s retirement. A motion was made by Alderman Barbre, seconded by Alderman McGill to approve this appointment.

Review of the 2018 Audit – Michelle Smith and Colton Wilkerson with Kemper CPA presented an overview of the 2018 audit.

Street Closing Request – Pastor Jason Mason with the Not Your Ordinary Church has requested the closure of SE 2nd Street between Main and Delaware on May 31st from 3-10 p.m. They want to close the street to have a concert. They also plan to have a guest speaker. Their core outreach is alcoholics and drug addicts although everyone will be invited to the concert. Mr. Mason has spoken with the surrounding businesses and they do not have any problem concerning this street closing. A motion was made by Alderman Barbre, seconded by Alderman McGill to approve this street closing request.

Ordinance No. 19-0122-170 – Amending the Code of Ordinances Concerning Abatement of Geese Nuisance at Golf Course – At the last meeting this ordinance was tabled and is now being brought back for Council to consider. After the last meeting Mayor Maguire did ask Alderman Lisenbee and Alderman McGill to gather more information concerning other options to help with the geese problem. Alderman Lisenbee didn’t offer any other options but stated the Council just needed to decide if approving this ordinance is the right thing to do or not. If this ordinance is approved a time for the shoot will be set and coordinated with the Mayor and local law enforcement. A list will be established with names of individuals allowed to shoot the geese. This list will be authorized by the Mayor. These individuals will have to show proof of their licenses and credentials and the shoot will only take place during the proper hunting season and this season ends January 31st. Alderman Prince spoke about a website he found that offers other options to get rid of the geese other than killing them. Mayor Maguire reminded the Council that even if this ordinance is approved this would not automatically be the default action taken if geese were to return to the golf course. This would only be another option if other efforts failed. Both the Mayor and Park Board President Jay Fyie have spoken to a representative with the Illinois Department of Natural Resources and he said he was in support of the hunt and thought it was a good solution to the problem. A motion was made by Alderman Pottorff, seconded by Alderman Stahl to approve the ordinance amending the Fairfield Code of Ordinances concerning abatement of geese nuisance at the golf course.

Mayor Maguire declared motion carried and Ordinance No. 19-0122-170 approved and duly adopted.

Miscellaneous – Alderman McGill wanted to personally thank Ed Garret for his 40 years of service to the City. His official retirement date will be January 31st.

Executive Session – Alderman Griffith made a motion, seconded by Alderman McGill to go into Executive Session to discuss Section 2(c)(21) – discuss minutes of closed session meetings.

Return to Regular Session – Alderman Pottorff made a motion, seconded by Alderman McGill to return to regular session.

Mayor Maguire declared motion carried and Council returned to regular session at 7:03 p.m.

Resolution No. 19-0122-296/Release of Executive Session Minutes – Alderman Pottorff made a motion, seconded by Alderman Prince to approve Resolution No. 19-0122-296 regarding the release of executive session minutes.

Vote yes: Lisenbee; McGill; Pottorff; Prince; Stahl; Barbre; Griffith; Lampley

Mayor Maguire declared motion carried and Resolution No. 19-0122-296 approved and duly adopted.

Resolution No. 19-0122-297/Authorizing Destruction of Recordings – Alderman Griffith made a motion, seconded by Alderman Lampley to approve Resolution No. 19-0122-297 authorizing the destruction of audio recordings for closed session meetings.

Vote no: Barbre

Mayor Maguire declared motion carried and Resolution No. 19-0122-297 approved and duly adopted.
