Harrisburg City Council met March 7.

Here is the agenda provided by the council:

The Harrisburg City Council met on March 7, 2019 at 6:00 pm in the Council Room of City Hall Harrisburg, Illinois.

Mayor John McPeek presided over the meeting with Commissioners Natalie Miller, Beth Montfort, Richard Harper and Mike Weirauch answering roll call.

Pastor Jerry Wells from the Dorrisville Social Brethren Church led the group in prayer and the pledge.

Commissioner Harper made a motion to approve the following items under the Consent Agenda:

1. Regular Meeting Minutes of February 21, 2019.

2. Saline County Circuit Clerk Court Fees in the amount of $4,462.65.

3. Bill from Brown & Roberts for USEPA sludge report in the amount of $403.20.

Commissioner Weirauch seconded. By roll call vote, all voted yes. Motion carried.

Attorney Todd Bittle presented the Southeastern Illinois Cooperative agreement. He explained it was for their utility poles that would be on City property that might be annexed in. He stated the older ordinance that is referred to in the presented ordinance was for the Lake and the newer ordinance that is referred to was more local. He stated the term was for 25 years. Commissioner Miller moved to pass Ordinance 1769 An Ordinance Modifying and Extending Ordinance No. 612 and Ordinance No. 1191 Which Granted Southeastern Illinois Electrical Cooperative Inc., Its’ Successors and Assigns, a License and Right-of-way to Construct, Maintain and Operate in Certain Parts of the City of Harrisburg, Saline County, Illinois, a System For the Distribution and Sale of Electric Energy for Light, Heating and Power Purposes. Commissioner Weirauch seconded. By roll call vote, all voted yes. Motion carried.

Mayor McPeek opened a bid for 214 East Ford from Tonia Dalton in the amount of $1,000.00. Commissioner Weirauch moved to accept the bid. Commissioner Miller seconded. By roll call vote, all voted yes. Motion carried.

Commissioner Weirauch moved to authorize Attorney Bittle to prepare the paperwork necessary to complete the sale. Commissioner Miller seconded. By roll call vote, all voted yes. Motion carried.

Commissioner Montfort explained that the CMS Resolution was a program the City had participated in in the past but the agreement had expired in 2016. The program would allow the City to obtain surplus equipment at no cost. Commissioner Harper moved to pass Resolution 19-0307 a Resolution for Participation in State of Illinois Federal Surplus Property Program. Commissioner Miller seconded. By roll call vote, all voted yes. Motion carried.

Jim Brown of Brown & Roberts informed Council about an LED replacement program through Ameren. He stated that Ameren was offering to replace 10,000 street lights state wide at a cost of $75.00 each with a minimum request of 100 per entity. He continued that the real savings would be from the consumption which would be about half. He referred to the December bill in the packets and passed out a spreadsheet based on those numbers. He reviewed that, with 600 lights, the monthly bill was approximately $3,000.00 so the savings would be about $1,500.00 a month. He stated to replace all 600 lights would cost $45,000.00 but by saving $18,000.00 a year, the program would pay for itself in less than two and a half years.

Commissioner Harper stated he had considered the program and moved to apply for 200 lights in the TIF area, which cost could be covered by TIF funds. Commissioner Weirauch seconded. By roll call vote, all voted yes. Motion carried.

Brown was asked when the program would start and he responded that it would be in about 4-5 months. He stated that Mt. Vernon and Centralia had already asked to be in the program. He stated the $75.00 would appear on the bill as each light was installed.

Commissioner Miller reminded everyone about Spring Clean Up and reviewed the dates, times and rules.

Commissioner Montfort stated the police shooting range was proceeding as planned and asked Commissioner Weirauch to share some additional information. Commissioner Weirauch stated the Army Corps of Engineers had sent a letter with some concerns regarding the placement of the shooting range. After a phone call to Neil Cash from the Corps, where Commissioner Weirauch had explained the correct information, Cash had determined there would be no problems with its planned location. Commissioner Weirauch stated that as soon as it dries up, the project would get started.

Commissioner Montfort explained the extrication ordinance was to access a fee to non-residents who required the services of the Fire Department while inside the City limits. She stated it would not be for residents who pay City taxes. Commissioner Miller asked if it would be paid by their insurance company and was told yes, most of the time. Commissioner Montfort restated that residents would not pay the fee. Commissioner Montfort moved to pass Ordinance 1770 An Ordinance Establishing Fees for Certain Fire Department Services of the City of Harrisburg. Commissioners Weirauch and Harper seconded. By roll call vote, all voted yes. Motion carried.

Commissioner Montfort stated she wanted to table the motor for the rescue boat because she just today was made aware, through State Representative Patrick Windhorst’s office, of looking into a possible grant through Rural Development.

Commissioner Weirauch stated the First Christian Church had inquired about obtaining the sign at Malan Junior High. He stated they had offered to take it down for the City. He moved to allow them to have the sign if they take it down. Commissioner Miller seconded. By roll call vote, all voted yes. Motion carried.

Mayor McPeek reminded everyone again about the Spring Clean Up and encouraged everyone to take advantage of it.

Mayor McPeek stated that Wes Sherrod had requested to be removed from this Agenda and to speak at the next meeting.

Commissioner Harper moved to adjourn the meeting. Commissioner Weirauch seconded. By roll call vote, all voted yes. Motion carried.
