City of Carmi City Council met April 16.

Here is the minutes provided by the council:

Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.

Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Tracy Nelson, Lance Yearby, Jeremy Courson, Sheila Jo Headlee, Mike Knight, and Doug Hays.

The minutes from the April 2, 2019, council meeting were presented. Alderman Hays made a motion to approve the April 2, 2019, council meeting minutes as presented. Alderman Blake seconded the motion. The motion carried on roll call by each Alderman present answering “yes.”

The March 2019 Financial Reports for the City of Carmi and Carmi Light & Water were presented to the council for consideration. A motion was made by Alderman Headlee for approval of the March 2019 Financial Reports. The motion was seconded by Alderman Winkleman. The motion carried on roll call by each Alderman present answering “yes.”

The vendor invoices for April 2019 for the City of Carmi and Carmi Light & Water were presented for approval. A motion was made by Alderman Winkleman to approve the April 2019 vendor invoices. The motion was seconded by Alderman Headlee. The motion carried on roll call by each Alderman present answering “yes.”

For Council Consideration, discussion, and possible approval

Mayor Pollard asked the council for authorization to seek bids for the sale of excess property for the Carmi Police Department: A 2013 Chevrolet Caprice VIN#: 6G1MK5U24DL825737. Alderman Hays stated back a few months ago the council authorized the purchase of a new truck which will be moved to the front line of service and the 2013 Chevrolet Caprice will be rotated out. He also stated the 2013 Chevrolet Caprice will be put on EBay using the standard bid procedure by Chief of Police Jason Carter. After a brief discussion, Alderman Hays made a motion to authorize seeking bids for the sale of excess property, a 2013 Chevrolet Caprice. The motion was seconded by Alderman Blake. The motion carried on roll call by each Alderman present answering “yes.”

Mayor Pollard notified the public of a short power outage on Thursday, April 18, 2019, at approximately 5:00 a.m. The Electrical Department will be putting breaker B back in service at the Bradshaw Substation.

The public is invited to attend the Dog Day of Spring Event at Burrell Woods Bicentennial Park, hosted by the CWCHS STEM Club and Pets at Risk this Saturday, April 20, 2019. All money raised will go toward the dog park at Burrell Woods. The morning will kick off at 8:00 a.m. with a 5K run. At 10:00 a.m. a 1 mile walk will be held. From 10 a.m. to 1:00 p.m. merchandise and food vendors will be set up. At 11:00 a.m. the Scales, Tails, and Whiskers show will take place. The event will conclude around noon with the community dog show. To register for the 5K and 1 mile walk, please visit www.runsignup.com. Next Saturday, April 27, 2019, is Opening Day at Bradshaw Park. The ceremony will be at 11:00 a.m.

Railroad work will begin on the 5th Street Crossing tomorrow, April 17, 2019.

The Mayor thanked Alderman Yearby for his past four years of service.

Reports from Standing Committees

Alderman Hays updated the Council on the inspection of generator #11. He stated David Coston, City of Carmi Electrical Engineer, has been in contact with BHGE who will be here on Monday, April 22nd, to start the process. Alderman Hays also gave a brief update on the breaker at Bradshaw Substation. David Coston and City Electrician, Michael Smith, have been able to repair the breaker but it will still need to be replaced in the future. A field representative who deals with these said the AB boxes could be retrofitted for approximately $35,000.

Alderman Yearby wanted to thank the citizens in his ward for their support for the past four years as well as the Council and Mayor.

At 5:40 p.m. Alderman Headlee made a motion to adjourn. The motion was seconded by Alderman Courson. The motion carried on roll call by each Alderman present answering “yes.”
