City of Albion City Council met May 20.

Mayor John Henze called the meeting to order and led Pledge of Allegiance.
Roll Call: Present- Pat Hemming, Eric Eirikson, Eric Schmidt, Jordan Hinkle, and Kim Dostal.
Schmidt moved to approve the agenda and Hemming seconded it. Motion passed 5-0
Schmidt moved to approve the consent agenda and was seconded by Dostal. The consent agenda consisted of regular minutes from May 7 spec meeting water minutes, approval claims for payment, and financial reports. Motion passed 5-0.
Nothing to report – Sheriff, EMS, Library
Eric Schmidt, public safety gave council an update on the communications center for 911 calls
Aaron Betts, Fire Chief, stated they had been on 12 calls the month of April. Spray foam has been applied in the new portion of the station. The fire dept has a burn scheduled for July 20 at Farm Service.
Rhonda Guy, POM, gave the water/wastewater report. Water - Permit testing is on schedule and in compliance. Awaiting figures regarding the start-up of well #2 which will also consist of a flush and test. It is possible to use parts from well #5 for the repairs necessary to well #3. Samples will be pulled from Wade Dooley’s well for a water comparison. Wastewater – The search for contractors for repairs to the lagoon is taking longer than expected due to weather and contractors being booked. Hopes are to get contractors to start bidding for slip lining.
A motion by Schmidt and seconded by Dostal for Veenstra & Kimm for the resigning of service agreement changing verbiage from shallow well & treatment facility to deep well and treatment facility. Motion passed 4-1 with Eirikson abstaining.
Hinkle, P&R, wants to revisit golf and atv ordinances. Lights on Main St Park may need to be put on a timer.
Eirikson, streets, handicap areas need painted in front of city hall. Grass clippings from mowing need to stay of streets for safety concerns.
Keefer, City Maintenance, stated he has been mowing between rain showers. Has had a lot of Iowa One Calls. Had to rebuild wheels on mower and rebuild and paint road signs.
A motion by Hemming and seconded by Schmidt to renew a Certificate of Deposit through Famers Savings Bank for 90 days at.5%. Motion passed 5-0
A motion by Dostal and seconded by Hinkle to approve Wallen attendance at Municipal Professionals Academy 2019, July 24-26, 2019. Motion passed 5-0
A motion by Hemming and seconded by Schmidt for Wallen to attend IDOT Street Financial Report class on July 26, 2019. Motion passed 5-0.
A motion by Schmidt and seconded by Hinkle to approve an extension agreement with Marshall County for law enforcement protection through June 30, 2020. Motion passed 5-0.
Bids for repair of wing on dump truck was tabled until June 17, 2019 for price comparisons for repair. A discussion of the need for a possible replacement truck due to the cost of repair.
A motion by Eirikson and seconded by Schmidt to go into closed session pursuant to Code of Iowa 21.5 to evaluate job performance. Motion passed 5-0 closed session began at 7:21.
A motion by Schmidt and seconded by Eirikson to close closed session and reopen open session. Motion passed 5-0. Open session restarted at 7:45.
A motion by Hemming and a second by Schmidt to adjourn the meeting. Motion passed 5-0 Meeting adjourned at 7:45pm
