/City of Albion City Council met June 17.

Here is the agenda provided by the council:

The Albion City Council met in regular session at 6:30 p.m. in the Albion City Hall. Mayor John Henze called the meeting to order and led Pledge of Allegiance.

Roll Call: Present- Pat Hemming, Eric Eirikson, Eric Schmidt, Jordan Hinkle, and absent Kim Dostal.

Schmidt moved to approve the agenda with a modification of removing motion # 11 and 12, Eirikson seconded it. Motion passed 4-0

Schmidt moved to approve the consent agenda and was seconded by Hemming. The consent agenda consisted of regular minutes from May 20, 2019, approval claims for payment, and financial reports. Motion passed 4-0.

Deputy Dean gave the sheriff’s report.

Eric Schmidt, public safety, stated EMS department had some minor issues and those were being handled.

Aaron Betts, Fire Chief, stated Wendell Harmon memorial donations were gratefully received by the Fire Department. They had purchased materials from Spaun & Rose and volunteers will be gathering to help finish the inside of the new addition.

Ryan McRill, EMS Chief, stated they had been on 10 calls.

Rhonda Guy, POM, gave the water/wastewater report. We received an analytical report of the Dooley well and numbers looked great. A motion by Hemming and seconded by Eirikson to use Nutri-Ject Systems Inc. to perform a sludge judge onour lagoon. Motion passed 4-0.

Julia Ohrt, Librarian, stated that they are in a Summer of Space. They will be celebrating the 50yr anniversary of Apollo Mission.

Jordan Hinkle, P&R, wants to revisit an ordinance regarding atv & golf carts next month.

Eric Eirikson, streets, stated, we are graveling areas and will be doing cold patching.

Russell Keefer, city maintenance, he’s been keeping up with mowing, and with all the rain we’ve had the culverts are flowing well.

Eirikson, streets, handicap areas need painted in front of city hall. Grass clippings from mowing need to stay of streets for safety concerns.

Keefer, City Maintenance, stated he has been mowing between rain showers. Has had a lot of Iowa One Calls. Had to rebuild wheels on mower and rebuild and paint road signs.

Resolution 2019-03 was tabled until July 15, 2019 Motioned by Eirikson and seconded by Schmidt. Motion passed 4-0.

Resolution 2019-04 to approve transfers of money from 2015-2018 budget years and current 2019 budget year was motioned by Schmidt and seconded by Hemming. Resolution passed 4-0.

A motion by Eirikson and seconded by Hemming to accept the only bid for contract maintenance given to Jared McRill. Motion passed 4-0.

No motion was taken for bids for repair of wing on dump truck/new dump truck. However, information was given to council members regarding the State auction.

A motion by Schmidt and seconded by Eirikson to approve the proposal of permanent change in employment for Jody Wallen to 40 hours per week. Motion passed 4-0

A motion by Schmidt and seconded by Hinkle to approving Cahoy Pump to prep well #2 with chlorination and test/treat for possible use. Motion passed 3-1 with Eirikson abstaining.

A motion by Schmidt and seconded by Eirikson to approve tax abatement for residential properties located at 303 & 305 Stanley Mill Rd. Motion passed 3-1 with Hemming abstaining.

A motion by Eirikson and seconded by Schmidt to approve tax abatement application for commercial property located at 407 S Dubuque. Motion passed 4-0

A motion by Hemming and seconded by Eirikson to approve Pride Days (Janell Walker) to use the City of Albion’s tax id number for donators to Albion Pride Day. Motion passed 4-0.

A motion by Schmidt and seconded by Eirikson to approve renewing of notary service for Jody Wallen. Motion passed 4-0.

A motion by Schmidt and seconded by Hemming to approve a designated Albion Ball Association member to use the City of Albion’s tractor for lime distribution and lawn mower for spraying. The lawn mower will not be used for dragging the field. The designee will give a city employee (or council member) 1 day notice to use any equipment. Motion passed 3-1, Hinkle voting no.

No discussion was had regarding water/sewer rates.

Jody Wallen, City clerk, invited the council to Region 6 clerks meeting held on 6/19/19.

A motion by Schmidt and a second by Eirikson to adjourn the meeting. Motion passed 4-0 Meeting adjourned at 8:33pm.
