Village of Wayne President and the Board of Trustees met June 4.

Here is the minutes provided by the board:

I. PLEDGE OF ALLEGIANCE

President Phipps asked all to rise and recite the Pledge of Allegiance.

II. CALL TO ORDER

President Phipps called the meeting to order at 7:30pm.

Absent: Trustees Mike Anastasio, Ann Tigges – Two (2)

III. SWEAR-IN COMMANDER LANCE SPURLING

President Phipps administered the Oath of Office to Commander Spurling, congratulated him and thanked him for his many years of dedication and service. A short reception with friends and fellow officers followed.

V. REPORTS OF BOARDS, COMMISSIONS AND STAFF A. PLAN COMMISSION

B. ZONING BOARD OF APPEALS

No report.

C. ENGINEERING

Engineer Lynch reported the following: 1) Bid documents for MFT 2019 is at IDOT awaiting approval. 2) The Village has been awarded $75,000 from the Illinois Capitol Bill projects for fiscal 2021. 3) May 2019 is the wettest on record with 150% annual rainfall to date. Flood waters washed out a culvert on Country Club Road which Tom Read has patched.

VI. CONSENT AGENDA

A. Minutes of Regular Board Meeting May 21, 2019 – Open & Closed Session

Trustee Reed made the motion to establish the Consent Agenda. It was seconded by Trustee Hull. Trustee O’Rourke made the motion to approve the Consent Agenda. It was seconded by Trustee Hull.

Roll Call:

Ayes: Trustees Anastasio, Connolly, O’Rourke, Reed, Tigges – Five (5)

Nays: None

Absent: Trustee Hull – One (1)

Motion passed 5-0.

VII. ITEMS REMOVED FROM CONSENT AGENDA

None.

VIII. ORDINANCES AND RESOLUTIONS

A. Ord #19-03; Amending Title 4, Chapter 4, Section 4-4-2,

Weed Control & Grass Height Restrictions Trustee Connolly made the motion to approve Ordinance #19-14, Amending Title 4, Chapter 4, Section 4-4-2 of the Village Code regarding Weed Control and Grass Height Restrictions. It was seconded by Trustee Hull.

Ayes: Trustees Connolly, Hull, O’Rourke, Reed – Four (4)

Nays: None

Absent: Trustees Anastasio, Tigges – Two (2)

Motion passed 4-0.

B. Ord #19-04; Adopting DuPage County Countywide Stormwater & Flood Plain Ord. Trustee Reed made the motion to Amend the Wayne Village Code by Adoption of the DuPage County Countywide Stormwater and Flood Plain Ordinance as Amended May 14, 2019. It was seconded by Trustee O’Rourke. Engineer Lynch explained FEMA issued new flood maps with DuPage County Countywide Stormwater which the Village must adopt to remain compliant with the provisions of the National Flood Insurance Program.

C. Res #19-R-15; Intergovernmental Police Service Assistance Agreement w/ DuPage MERIT

Trustee Connolly made the motion to approve Resolution #19-R-15, Authorizing the Execution of an Intergovernmental Police Service Assistance Agreement to Join the DuPage Metropolitan Emergency Response and Investigation Team (MERIT). It was seconded by Trustee Reed. Roll Call:

Motion passed 4-0.

IX. REPORTS OF OFFICERS AND ACTION ITEMS A. Clerk’s Report – Patti Engstrom

No report.

B. Treasurer’s Report – Howard Levine

Treasurer Levine said the Appropriation ordinances will be on the next agenda and reminded the Board that a quorum will be necessary to approve the ordinances. Please advise if you are not able to attend.

C. President’s Report – Eileen Phipps

No report.

D. Village Attorney’s Report – Pete Wilson

Attorney Wilson advised an Affordable Housing Plan, as required by the State of Illinois, will be on a future agenda. The draft will be completed once he knows what areas the Village deems appropriate for the potential addition of affordable housing, and whether the Village will opt for the 3% total increase in units or an allotted 15% of new development devoted to affordable housing as its stated goal. The Village does not have to fund it, but it does need a plan. He will meet with Engineer Lynch to determine possibilities before presenting it to the Board.

REPORTS OF TRUSTEES AND ACTION ITEMS

A. Public Safety – Pete Connolly

Chief Naydenoff asked if permit parking was still in effect on small one-lane roads in the Village; the Board replied it is. President Phipps said she recently saw Kane County Sheriff Ron Hain who complimented the Wayne Police Department for their assistance at the recent hit and run accident in Valley View.

B. Public Works – Rob Reed

Trustee Reed said the State owes the Village $80,000 in grant money but DCEO doesn’t have the funds to fill that obligation. President Phipps asked to have the grant information sent to her so she can write a letter requesting the funds.

C. Finance – Pete Connolly

No report.

D. Administration – Ann Tigges

No report.

E. Development/Historic and Rural Preservation – Ed Hull

Trustee Hull will meet Jeff Bussean to see what progress has been made at the castle.

F. Building & Zoning – Mike Anastasio

No report.

G. Parks – Kate O’Rourke

Trustee O’Rourke reminded all to attend Flag Day Sunday. The parade kicks off at 4pm; line-up is 3:30pm at Old Town Hall.

Trustee Reed made the motion to adjourn. It was seconded by Trustee Hull and passed by unanimous Voice Vote. Meeting adjourned at 8:30pm.
