City of Fairfield City Council met June 25.

Meeting called to order by Mayor Maguire at 6:00 P.M.
Prayer led by Louise Morlan followed by the pledge of allegiance to the flag.

The minutes of the meeting of June 11, 2019, agendas and bills of June 25, 2019 were sent out to those entitled to receive them. Mayor Maguire asked for approval of the minutes for the June 11, 2019 meeting. Motion by Alderman Stahl, seconded by Alderman McGill to approve the minutes of the meeting of June 11, 2019.

Mayor Maguire asked for approval to pay the bills for the June 25, 2019 meeting. Alderman Moore asked about the Republic invoice and stated the amount being billed for each residence is more than what the city is billing for. Mayor Maguire said the amount had just recently been increased to the city and he needs to notify the billing department to make the adjustments in our system. With no further questions, a motion was made by Alderman Barbre, seconded by Alderman Coale to approve the bills for payment.

Ordinance No. 19-0625-175 - Authorizing the Sale of Municipally Owned Real Property – The City advertised a tract of property for sale. The property for sale is Lot 114 in Rinard’s Third Addition (600 West College Street). Jewel Poole submitted the only bid in the amount of $1,050.00. We need to adopt this ordinance to officially approve the sale of this property to Jewel Poole. A motion was made by Alderman Lampley, seconded by Alderman McGill to approve this ordinance.

Mayor Maguire declared motion carried and Ordinance No. 19-0625-175 approved and duly adopted.
Discussion to Allow Golf Carts and Side-by-Sides on City Streets – The Council discussed this topic and if this is allowed we would need to charge an annual permit fee as well as an inspection fee. Possible fees discussed were $100 for the permit and $50 for the inspection. The police department would issue the permit and inspect them. Our fines would also need to be increased. There are many details that still need to be worked out before this could be brought to the Council for approval. Mayor Maguire, Chief Colclasure, and Attorney Rice will begin working out all the details and an ordinance will be drafted. This will then be brought back to Council for their consideration.
Discussion Concerning Public Drinking – We currently have an ordinance that states, “It shall be unlawful for any person to drink any intoxicating liquor in any park, street, alley, cemetery, public grounds or in any place open to public view or to take any keg, jug or other vessel or package containing intoxicating liquor into any public park, cemetery or other public grounds for the purpose of drinking the contents or any part thereof of any keg, jug, can or other vessel or package.” Jovalou would like to be able to serve alcoholic beverages in their outside seating areas and The Victorian on Main would like to be able to serve alcohol if they were to have an outdoor wedding reception. Alderman Stahl thinks this ordinance should be changed to allow public drinking anywhere within the City but others felt there still needed to be restrictions on public drinking especially in parks and cemeteries. While aldermen felt the ordinance definitely needed to be updated and changed their main concern was to immediately allow public drinking at Jovalou and The Victorian on Main even before an ordinance is drafted and voted on. The aldermen gave Mayor Maguire permission as Liquor Control Commissioner to allow these two facilities the right to serve alcoholic beverages in public view immediately. Attorney Rice will prepare an ordinance to amend the current ordinance and this will be brought back to Council for their consideration and approval.
Miscellanous – Mayor Maguire reminded the Council about the Founder’s Festival that is scheduled for this Saturday. They have many activities planned for this event. He also reminded everyone about the fireworks on July 4th.
Miscelleneous – Mayor Maguire told the Council that the water line project along Main and Delaware Streets is scheduled to begin the second week of July. There will be lane closures on the north lane of both streets during this time.
Miscellaneous – Alderman Coale would like to see the Street & Bridge Department open on Saturdays to allow residents to dispose of their own yard waste. That department spends a lot of time picking up yard waste throughout the city and he thinks many people would get rid of their own yard waste if the facility was open on Saturdays. Mayor Maguire will speak with the Street & Bridge Department and get their thoughts on this suggestion.
