City of Albion City Council met Aug. 16.

The Albion City Council met in regular session on Sept 16, 2019 at 6:30 p.m. in the Albion City Hall. Mayor Pro-tem Kim Dostal called the meeting to order and led Pledge of Allegiance.
Roll Call: Present- Pat Hemming, Eric Eirikson, Eric Schmidt, Jacob Dudley, and absent Jordan Hinkle.
Schmidt moved to amenda the agenda and Eirikson seconded, revising Resolution #2019-09 from $2725.86 to $2707.17 and removing Motion #2 from the agenda. Motion passed 4-0
Schmidt moved to approve the consent agenda and was seconded by Eirikson. The consent agenda consisted of regular minutes from Aug 19, 2019, approval claims for payment, and financial reports. Motion passed 4-0.
Deputy Elenbecker read the sheriff’s report.
Schmidt, Public Safety, stated the gate at the lagoons need to be locked at all times, unless a official for the City is on site.
Aaron Betts, Fire Chief, stated Oct is appointment of officers and Pancake Day Oct 12. The fire dept will purchase old “38 from the City.

Rhonda Guy, POM, reported steps for well#2 need the ok in writing from IDNR. Also reporting on wastewater, there are things that we need to do while under Disadvantaged Community Status, council opted to revisit in a special meeting on Oct 2 @ 6:00pm. Rhonda has asked for 3 quotes for sewer flushing/televising. Also, will be checking into water generator service contract.
Julia Ohrt, Librarian, stated in the Oct water billing a flier will be going out. Halloween day at library scheduled for 26th. The library has a new library assistant.
Eric Eirikson, streets, reported next month new asphalt repairs will take place.
Russell Keefer, city maintenance, stated he has been getting complaints on low hanging trees, need cut.
Schmidt motioned and Dudley seconded to open public hearing. Open at 7:09pm Notice is hereby given that the City of Albion will be holding a public hearing at 6:30 p.m. on September 16, 2019 at the Albion City Hall Council Chambers for the purpose of reviewing a $565,000 Iowa Economic Development Authority Water & Sewer Fund application for water treatment facility improvements, existing well improvements, and a new well. The public is invited to submit oral or written comments on the proposed project application. No oral or written comments opposing the approval were taken. Schmidt motioned and Dudley seconded to close public hearing. Closed at 7:19
Resolution 2019-08 to amend City Ordinance #122 was motioned by Eirikson and seconded by Hemming. Resolution passed 4-0. An error was made by clerk during the motion, Oct 21 will be the final reading of this Ordinance.
Resolution 2019-09 to move emergency money $2701.17 to general funds was motioned by Hemming and seconded by Schmidt. Resolution passed 4-0.
Resolution 2019-10 to approve the Albion CDBG water/sewer application to the Iowa Economic Development Authority for water improvements was motioned by Schmidt and seconded by Dudley. Resolution passed 4-0.
A motion by Eirikson to approve the rewriting of the City of Albion’s – Golf Cart, UTV/ATV, Snowmobile – ordinances was seconded by Dudley. Motion passed 4-0. 1st reading of each ordinance scheduled for Oct 21, 2019
A motion by Hemming and seconded by Eirikson to approve signage quotes and installation for the City Burn Pile. Motion passed 4-0.
A motion by Hemming and seconded by Dudley to approve quote # 0133589 to repair of lagoon pump and order belts. Motion passed 4-0.
A motion by Hemming and seconded by Dudley to approve an increase in spending for Manatts quote to included using LOST money to pave a parking lot at the Library.
Motion to approve plow truck repairs tabled until Oct 21, 2019.
Discussion of water rates tabled until a regular meeting and where D.A. Davidson is able to assist in financials.
Discussion of 2-mile radius of homeowners wanting to hook-up to City water/sewer, the City would charge a hook-up fee for both water and sewer.
Discussion region 6 clerks meeting invitation to council for Sept 24 @ 11:30 in Legrand.
Discussion water/sewer for construction or other, there is a fee for tapping and all procedures must be followed.
A motion by Eirikson and seconded by Schmidt to go into closed session Code 21.5(i). Motion passed 4-0 at 8:19

A motion by Eriikson and seconded by Dudley to closed closed session. Motion passed 4-0 at 8:44
A motion by Hemming and seconded by Dudley to re-enter into regular session. Motion passed 4-0 at 8:44
A motion by Schmidt and a second by Hemming to adjourn the meeting. Motion passed 4-0 Meeting adjourned at 8:45pm.
