City of Carmi City Council met August 20

City of Carmi City Council met Aug. 20.

Here is the minutes provided by the council:

A public hearing for Special Use Mobile Home Permit was held at 5:15 p.m. for the 107 E. Kearney Street location. Applicants Amy Wilson-Horton and Frank Lee were present at the hearing. Mrs. Horton addressed the council stating she has purchased a new 2019 modular home and the lot located at 107 E. Kearney Street. She stated she would like permission to put her new home on this location. She also stated she takes care of her home and yard at her current location and definitely plans to do the same at the new location. Alderman Totten stated he had a double wide trailer next to him for several years and he has no problem with it. Local resident Stan Leavell then addressed the council stating it is nothing personal against Mrs. Horton and Mr. Lee but if she were to get into the neighborhood, he would encourage her to become active in trying to get the area “cleaned up.” Mr. Leavell had several pictures of properties around the area that are in need of repair/demolish. Mayor Pollard told Mr. Leavell that was not the purpose of this meeting, it was a public hearing for a mobile home permit and the things he was discussing, had nothing to do with the permit. Mr. Leavell again continued to point out things which were in need of attention. After a brief discussion with no further comments, the hearing concluded.

The regularly scheduled council meeting was then held on Tuesday, August 20, 2019, at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street.

Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.

Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Tracy Nelson, James Totten, Jeremy Courson, Sheila Jo Headlee, Doug Hays, and Mike Knight

The minutes from the August 6, 2019, council meeting were presented. Alderman Totten made a motion to approve the August 6, 2019 council meeting minutes as presented. Alderman Hays seconded the motion. The motion carried on roll call by each Alderman present answering “yes.”

The July 2019 Financial Reports for the City of Carmi and Carmi Light & Water were presented to the council for consideration. A motion was made by Alderman Headlee for approval of the July 2019 Financial Reports. The motion was seconded by Alderman Winkleman. The motion carried on roll call by each Alderman present answering “yes.”

The vendor invoices for August 2019 for the City of Carmi and Carmi Light & Water were presented for approval. A motion was made by Alderman Winkleman to approve the August 2019 vendor invoices. The motion was seconded by Alderman Totten. The motion carried on roll call by each Alderman present answering “yes.”

For Council Consideration, discussion, and possible approval

The special use mobile home permit for Amy Wilson-Horton/Frank Lee at 107 E. Kearney Street was presented for approval. Mayor Pollard stated the public hearing had been held prior to the meeting. Alderman Blake made a motion to approve the special use mobile home permit for Amy Wilson-Horton/Frank Lee for 107 E. Kearney Street. The motion was seconded by Jeremy Courson. The motion carried on roll call by each Alderman present answering “yes.”

Business or Comments from Visitors

Jc Tinsley from WROY/WRUL asked if there would be any discussion regarding the Keaton Bradshaw case. Mayor Pollard stated at this time, there was nothing new to report.

Closed Session to discuss personnel and property issues with no action to follow:

At 5:33 p.m., Alderman Headlee made a motion to go into executive session. The motion was seconded by Alderman Courson. The motion carried on roll call by each Alderman present answering “yes.”

Adjournment

At 6:28 p.m. Alderman Courson made a motion to return to regular open session and adjourn. The motion was seconded by Alderman Winkleman. The motion carried on roll call by each Alderman present answering “yes.”
