Edwards County Community Unit School District 1 Board of Education met Sept. 19.

Here is the minutes provided by the board:

The meeting was called to order at 7:00 p.m. in the Edwards County K-12 Band Room by President, Dale Woods. The following members were present: Jayare Buerster, Brian Mewes, Richard Wolfe, Lawrence Speir, Jr., Jo Rector and Andrew Spray. Also present were Superintendent, David Cowger; Principals, Preston Nelson and Dale Schmittler; Special Education Coordinator, Carrie Wells and Dean of Students, Joe Rivers.

Motion was made by Brian Mewes and seconded by Andrew Spray to table the decision of changing 2020-2021 class schedules at the Edwards County High School.

Dale Woods, Board President, recommended that the board table the possible change for the present time.

Speir, Wolfe, Spray, Mewes, Rectorm Buerster and Woods voted yes. Motion passes

Motion was made by Richard Wolfe and seconded by Andrew Spray to approve the following Consent Agenda items:

 Motion to approve the Treasurer’s Report

 Motion to approve the Bill List

 Motion to destroy board meeting closed session audio recording older than 18 months per State code

Buerster, Speir, Spray, Wolfe, Mewes and Woods voted yes. Rector was absent. Motion passes

Motion was made by Brian Mewes and seconded by Richard Wolfe to approve the minutes of the August 19, 2019 open and closed sessions.

Buerster, Wolfe, Mewes, Spray, Speir and Woods voted yes. Rector abstained. Motion passes

Spotlight: CEO Students

Motion was made by Andrew Spray and seconded by Jo Rector to approve the Fiscal Year 2020 Budget.

The Operation Budget has a projected deficit of $18,406 while the overall budget is projecting a $17,248 deficit.

Speir, Rector, Buerster, Wolfe, Mewes, Spray and Woods voted yes. Motion passes

Presentation of the Annual Administrator and Teacher Salary and Benefit Report for the 2018-2019 (Fiscal Year 2019) school year.

This report will be posted on the District’s website.

Motion was made by Andrew Spray and seconded by Richard Wolfe to accept the Alternate Proposal from HCC Specialty//NAS Insurance/Accident Fund/Greenwich Insurance in the amount of $110,494.00

The alternative proposal dropped the supplemental earthquake coverage since HCC Specialty policy now has this coverage.

Spray, Speir, Rector, Buerster, Wolfe, Mewes and Woods voted yes. Motion passes

Motion was made by Jo Rector and seconded by Jayare Buerster to approve the following donations of $500.00:

 Albion Auto donation of $616.61 worth of supplies for auto program

 Edwards County Soccer Association donation of two soccer goals with a value of $2,259.94 to replace the current ones.

Buerster, Mewes, Rector, Speir, Spray, Wolfe and Woods voted yes. Motion passes

Motion was made by Andrew Spray and seconded by Jayare Buerster to review and approve Policy 7.180 Prevention of and Response to Bullying, Intimidation and Harassment.

The policy remained unchanged. ISBE requires this policy to be reviewed every two years and verification of this must be forwarded to the State.

Spray, Speir, Buerster, Wolfe, Mewes and Woods voted yes. Rector voted present. Motion passes

Discussion was held regarding possible ECHS Schedule changes for the 2020-2021 school year.

Mr. Nelson presented on the pros and cons of the current block schedule along with the possibility of a proposed change back to a traditional schedule. Those in attendance asked questions of the board and administration.

 Preston Nelson – Edwards County K-12 Principal

• Dale Schmittler – West Salem Grade School Principal

• Carrie Wells – Edwards County Special Education

• Joe Rivers – EC K-12 Dean of Students

Motion was made by Richard Wolfe and seconded by Andrew Spray that a Closed Session be called at 8:29 p.m. to discuss the following:

 Consider the appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee to determine validity

 Collective negotiating matters between the public body and its employees

 Discussion regarding probable or imminent litigation

 Consider Student Discipline

Wolfe, Buerster, Speir, Rector, Spray, Mewes and Woods voted yes. Motion passes

Motion was made by Andrew Spray and seconded by Richard Wolfe that the Board come out of Closed Session at 8:55 p.m.

Mewes, Spray, Wolfe, Rector, Speir, Buerster and Woods voted yes. Motion passes

Motion was made by Jo Rector and seconded by Andrew Spray to accept the following resignations:

 Sherrie Turpin, Aide at the Edwards County K-12 effective 8-31-19

 Pam Reid, Aide at the Edwards County K-12 effective 9-9-19

Mewes, Speir, Rector, Spray, Wolfe, Buerster and Woods voted yes. Motion passes

Motion was made by Richard Wolfe and seconded by Jo Rector to employ the following for the 2019-2020 school year:

 Tami Nale – ECHS Prom Sponsor

 Joel Brinkmann – AGS Head Basketball Coach

 Nyk Lear – AGS Assistant Basketball Coach

 Betty Laws – Transportation Aide

 Brittany Andrews – Paraprofessional Aide

 Shela Smith – Individual Aide

Mewes, Speir, Spray, Wolfe, Rector, Buerster and Woods voted yes. Motion passes

Motion was made by Richard Wolfe and seconded by Jo Rector to employ Valerie Bunting as Music Aide at the Edwards County K-12 for the 2019-2020 school year.

Buerster, Spray, Wolfe, Rector, Speir and Woods voted yes. Mewes voted present. Motion passes

Motion was made by Andrew Spray and seconded by Brian Mewes to approve the following volunteer assistant coaches for the 2019-2020 school year:

 AGS Boys Basketball – David Brinkmann

 Archery – Dana Mosson, Morgan Moore, Cody

Williams, Jason Biggs and Melanie Landingham

Buerster, Mewes, Speir, Spray, Rector, Wolfe and Woods voted yes. Motion passes

Motion was made by Brian Mewes and seconded by Richard Wolfe that the meeting be adjourned at 9:41 p.m.
