City of Albion City Council met Oct. 21.

Here is the minutes provided by the council:

The Albion City Council met in regular session on Oct 21, 2019 at 6:30 p.m. in the Albion City Hall. Mayor Kim Dostal called the meeting to order and led Pledge of Allegiance.

Roll Call: Present- Pat Hemming, Eric Eirikson, Eric Schmidt, Jacob Dudley, and Jordan Hinkle.

Schmidt moved and Hinkle seconded to approve the agenda. Motion passed 5-0

Schmidt moved to approve the consent agenda and was seconded by Hemming. The consent agenda consisted of regular minutes from Sept 16 and Oct 2 special meeting minutes, approval claims for payment, and financial reports. Motion passed 5-0.

Deputy Elenbecker read the sheriff’s report. Trick or Treat night Oct 31st 5:30-7:30

Public Safety, EMS, P&R had nothing to report.

Aaron Betts, Fire Chief, stated they had a record-breaking pancake breakfast serving approximately 400 people. The dept will be holding Fire Fighter 1 class in Dec.

Wade Dooley, Library Board Chairman, reported the Library will hold Community Halloween Event on Oct 26 4-6pm.

Eric Eirikson, streets, reported asphalt has been laid. He is getting quotes for next year for budgeting purposes.

Russell Keefer, city maintenance, stated he has been preparing for winter.

Rhonda Guy, W/WW stated that the City’s date to have well #6 up and running is Nov 1, 2020. Cahoy is pushing for March 15, 2020 drill date. The City’s aeration system is out of date, Municipal Pipe & Tool and Nutri-Ject are seeking ways to repair the aeration system. Unless, one of our council members wants nominated for Iowa Rural Water Association there are 4 people that Rhonda recommends already nominated.

Resolution 2019-08 to amend City Ordinance #122 was motioned by Eirikson and seconded by Dudley. Resolution passed 5-0. Oct 21 was the 3rd and final reading for this ordinance. Nov 18, 2019 it shall be on the agenda as an ordinance for final passing.

Resolution 2019-11 to amend City Ordinance Chapter 75. Chapter 75 A: All Terrain & Off-road Utility Vehicles 1st reading passed 5-0. Chapter 75 B: Snowmobiles 1st reading passed 5-0. Chapter 75 C: Golf Carts 1st reading Failed to pass 2-3.

A motion by Hemming and seconded by Dudley to approve generator service contract with Cummins. Motion passed 5-0.

A motion by Hemming and seconded by Dudley to approve Jody Wallen to attend 2019 Budget workshop on Dec 5 costing $50. Motion passed 5-0.

A motion by Schmidt and seconded by Dudley to table a contract with Simmering-Cory & Iowa Codification until Jan 2020 meeting. Motion passed 5-0.

A motion by Hemming and seconded by Schmidt to approve a Municipal Advisory Services Agreement with D.A. Davidson – Nathan Summers. Motion passed 5-0.

A motion by Schmidt and seconded by Eirikson to table approving of trimming low hanging trees until Nov 2019. Motion passed 5-0.

A discussion regarding a deadline of Jan 6, 2020 on employees with CDL’s: Rick Matney – Insurance Agent will check into and get back to us Nov 2019.

A discussion on water/sewer rates was tabled until Bob Veentra and Rhonda Guy could both be present for the meeting.

A discussion in regards to the renaming of Jefferson St. It was the council’s thought that if the city did not have to rename the entire Street of Jefferson, and only a 2-block section of W Jefferson, since this is a personal matter and not a City matter, and the costs were not imposed upon the City, such renaming may take place.

Rick Matney, Insurance Agent, spoke regarding the need for new employees rather hired or volunteer must undergo a MVR. Mr. Matney also asked if there were any questions regarding the recent claim. He will also advise on the new law going into effect Jan 6, 2010 for CDL holders employed or volunteered with the City.

Stacy Keeler, Albion Pride Days, stated they will have Pride Days on June 6th 2020. Stacy asked for sponsors for the event. They will be having another Halloween decoration contest again this year.

Janel Walker, Growing Albion, spoke. A special meeting for Growing Albion on Nov 12, 2019 6:30pm.

A motion by Schmidt and a second by Eirikson to adjourn the meeting. Motion passed 5-0 Meeting adjourned at 8:13pm.
