City of Albion City Council met Dec. 18.

Here is the minutes provided by the council:

The Albion City Council met in regular session on Nov 18, 2019 at 6:30 p.m. in the Albion City Hall. Mayor Eric Schmidt called the meeting to order and led Pledge of Allegiance.

Oath of Office was given to Kim Dostal. Councilman Dostal to his seat at council table.

Roll Call: Present- Kim Dostal, Pat Hemming, Doug Loffgren, Garrett Kaufman, absent Jordan Hinkle.

Dostal moved and Hemming seconded to approve the agenda. Motion passed 4-0

Loffgren moved to approve the consent agenda and was seconded by Hemming. The consent agenda consisted of regular minutes from Oct 21and Nov 12 special meeting minutes, approval claims for payment, and financial reports. Motion passed 4-0.

Deputy Elenbecker read the sheriff’s report. Questions about guns shots heard. Deputy stated it was most likely the gun club.

Julia Orht, Librarian, gave a survey for council and attendees to fill out. 1) What do you see as the greatest need of the Albion community right now? 2) What topic would you like to see in our programming that you haven’t seen yet? 3) Albion children go to four different school districts. Do you see this as an obstacle for the community – If yes Why? 4) What’s your favorite thing about the Albion community?

Marty Wymore, Region 6, stated that Albion did not qualify for CDGB grant funding. He would reapply 1/1/2020 for a higher local contribution. We will have a public hearing for grant funding on Dec 16 at 6:30.

Rhonda Guy, POM, gave the water and wastewater report. Once we get our water project moving, we need to start working on slip lining looking a fall/spring 20/21 to start.

Public Safety, Fire, EMS, P&R, Streets had nothing to report.

Russell Keefer, city maintenance, reported Manatts is finished, lettering for trucks, tree bids, and the ball diamond is still not picked up.

City Ordinance #122 Peddlers, Solicitors & Transient Merchants was motioned by Dostal to accept and seconded by Hemming. Ordinance passed 4-0.

Resolution 2019-11 to amend City Ordinance Chapter 75. A: All Terrain & Off-road Utility B: Snowmobiles C: Golf Carts is tabled until Jan 2020 meeting for full council. Tabled passed 4-0.

An in-kind unanimous show of hands for Growing Albion Inc. for their lease proposal was had.

A motion by Dostal and seconded by Loffgren for assigning an ordinance number and begin the readings of both Dangerous Building and Nuisance Ordinances. Motion passed 4-0.

A motion by Hemming and seconded by Kaufman to approve bid to trim low hanging trees on Albion streets. Motion passed 4-0

A discussion regarding deadline of Jan 6, 2020 on employees with CDL’s: a Rick Matney – Insurance Agent emailed to say that EMC will provide this service to Albion at no charge.

A discussion regarding Airgas and the tanks we have. We are being charged for maintenance on 4 tanks.

A discussion regarding Iowa League of Cities homeowner insurance they offer.

A motion by Dostal and seconded by Hemming to adjourn. Meeting adjourned 7:47pm. Motion passed 4-0
