Sparta Community Unit School District #140 Board of Education met Nov. 14.

Here is the minutes provided by the board:

The regular meeting was called to order at 7:00 p.m. by President Corey Rheinecker and upon the roll being called, Corey Rheinecker and the following members of the Board of Education answered present: Angela Craig, Howard Gallois, Kevin Holliday, Kenneth Kempfer, Jennifer Morgan and Alan Young. Absent: none. Others present were: Superintendent Dr. Gabrielle Schwemmer; Recording Secretary Tina Witherby; Principals Scott Beckley, Chris Miesner and Amy Price; and members of the faculty, community and press (County Journal).

Board President Corey Rheinecker led everyone in the Pledge of Allegiance.

Mrs. Laurie Penford talked about the work the district has been doing with trauma. Districts are seeing high rates of poverty. Resilience Illinois is offering to fund more resources so the district can connect with the families. She showed a short video of how a teacher helped a student.

With no other public comment requests for open session, the meeting continued.

Howard Gallois moved, Jennifer Morgan seconded to approve the minutes of the October 10, 2019, regular meeting and November 5, 2019, special meeting as presented. Roll call vote. Yeas: Gallois, Morgan, Holliday, Kempfer, Young, Craig and Rheinecker. Nays: none. Motion carried.

Jennifer Morgan moved, Kevin Holliday seconded to approve the Bills, Payroll and Fund Balances as presented. Roll call vote. Yeas: Morgan, Holliday, Young, Craig, Gallois, Kempfer and Rheinecker. Nays: none. Motion carried.

Mr. Kempfer asked about the Best Man Company. That is Dr. Jesse Jackson who consults for the district.

The next regular board meeting will be December 12, 2019, at 7 p.m. at Evansville Attendance Center.

Sparta High School Principal Scott Beckley reported that Isaac Sinn finished 49th at State in Cross Country. Elisha Easton and Garrett Kempfer won the VFW Voice of Democracy essay contest. Anne Marie Garcia has been working with the math teachers.

Teachers Diane Chambers and Amanda Wetzler demonstrated drones and explained how they will use them to teach students how coding works.

Dr. Schwemmer recognized the following people for the Superintendent Shout-Out: Sparta Lincoln School – Joshuwah Ware and Melissa Jones; Evansville Attendance Center – Daisy Jeffers and Andrea Zweigart; Sparta High School – Gabby Ware and Laurie Penford.

Dr. Schwemmer passed out data on IAR and Science Proficiency in comparison with Randolph County. The curriculum is rigorous and the kids are clearly learning. Representative Nathan Reitz will present a workshop on tax assessments and appeals on November 20, 2019, at 6 p.m. at Sparta High School.

Howard Gallois moved, Jennifer Morgan seconded to accept the resignation of Jordan Beckley as Athletic Director at Sparta Lincoln School effective November 14, 2019. Roll call vote. Yeas: Gallois, Morgan, Craig, Holliday, Kempfer, Young and Rheinecker. Nays: none. Motion carried.

Angela Craig moved, Howard Gallois seconded to accept the resignation of Ron DuPree as Head Football Coach at Sparta High School effective October 31, 2019. Roll call vote. Yeas: Craig, Gallois, Holliday, Kempfer, Morgan, Young and Rheinecker. Nays: none. Motion carried.

Kevin Holliday moved, Jennifer Morgan seconded to accept the verbal resignation of Mark Zollner as Custodian at Sparta High School effective November 15, 2019. Roll call vote. Yeas: Holliday, Morgan, Kempfer, Young, Craig, Gallois, and Rheinecker. Nays: none. Motion carried.

Kevin Holliday moved, Angela Craig seconded to approve the resolution stating the aggregate amount of taxes estimated to be levied for the year 2019 is $4,172,279 not including the Bond and Interest Levy of $956,960 and that the aggregate amount of taxes estimated to be levied for the year 2019 does not exceed 105% of the taxes extended in the year 2018. Roll call vote. Yeas: Holliday, Craig, Kempfer, Morgan, Young, Gallois and Rheinecker. Nays: none. Motion carried.

A discussion was held regarding resolutions for the IASB meeting that Mr. Gallois will be attending. The Board chose not to support allowing teachers to have guns in schools. The Board would support the rest of the issues the Resolutions Committee has presented.

Howard Gallois moved, Jennifer Morgan seconded to approve the Pepsi contract as presented. Roll call vote. Yeas: Gallois, Morgan and Holliday. Nays: Kempfer, Young, Craig and Rheinecker. Motion failed.

Mr. Kempfer was concerned with the length of the contract. Dr. Schwemmer will ask Pepsi for a five-year contract. The motion next month will allow the board members to choose which company to approve.

Angela Craig moved, Jennifer Morgan seconded to adopt the Resolution authorizing, directing and certifying a deficiency levy to the County Clerk of the County of Randolph, Illinois, to pay the principal of and interest on certain bonds of Community Unit School District Number 140, Randolph County, Illinois. Roll call vote. Yeas: Craig, Morgan, Gallois, Holliday, Kempfer and Young. Nays: Rheinecker. Motion carried.

2020 SIJHSAA golf state series was discussed. There are 30 students at Sparta Lincoln School that are interested.

First readings were held for Students Policies #7:200 Suspension Procedures, #7:210 Expulsion Procedures, #7:220 Bus Conduct; #7:230 Misconduct by Students with Disabilities, #7:240 Conduct Code for Participants in Extracurricular Activities, #7:250 Student Support Services, #7:260 Exemption from Physical Education and #7:270 Administering Medicines to Students.

Angela Craig moved, Alan Young seconded to enter executive session at 7:56 p.m. to discuss items related to the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body; to discuss collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees. Roll call vote. Yeas: Craig, Young, Kempfer, Morgan, Gallois, Holliday and Rheinecker. Nays: none. Motion carried.

Mr. Gallois left the meeting at 8:00 p.m.

Alan Young moved, Angela Craig seconded to come out of executive session at 10:14 p.m. Roll call vote. Yeas: Young, Craig, Holliday, Kempfer, Morgan and Rheinecker. Nays: none. Motion carried.

Angela Craig moved, Kevin Holliday seconded to approve the executive session minutes as presented for the October 10, 2019, meeting. Roll call vote. Yeas: Craig, Holliday, Kempfer, Morgan, Young and Rheinecker. Nays: none. Motion carried.

Kevin Holliday moved, Corey Rheinecker seconded to approve Benitez Brown as a Volunteer Assistant Girls’ Basketball Coach at Sparta Lincoln School for the 2019-2020 school year. Roll call vote. Yeas: Holliday, Rheinecker and Craig. Nays: Kempfer and Young. Abstain: Morgan. Motion carried.

Alan Young moved, Angela Craig seconded to approve Barry Dickerson as a Volunteer Assistant Basketball Caoch District-wide for the 2019-2020 school year. Roll call vote. Yeas: Young, Craig, Holliday, Kempfer, Morgan and Rheinecker. Nays: none. Motion carried.

Angela Craig moved, Jennifer Morgan seconded to approve Justin Schwemmer as a Volunteer Assistant Wrestling Coach at Sparta High School for the 2019-2020 school year. Roll call vote. Yeas: Craig, Morgan, Holliday, Kempfer, Young and Rheinecker. Nays: none. Motion carried.

Angela Craig moved, Jennifer Morgan seconded to approve Jim Jeffers as a Volunteer Assistant Boys’ Basketball Coach at Sparta High School for the 2019-2020 school year. Roll call vote. Yeas: Craig, Morgan, Holliday, Kempfer, Young and Rheinecker. Nays: none. Motion carried.

Angela Craig moved, Jennifer Morgan seconded to approve Amanda Renner as a Volunteer Assistant Cheerleading Coach at Sparta High School for the 2019-2020 school year. Roll call vote. Yeas: Craig, Morgan, Holliday, Kempfer and Young. Nays: Rheinecker. Nays: none. Motion carried.

Angela Craig moved, Jennifer Morgan seconded to approve Steven Diercks as a Volunteer Assistant Bowling Coach at Sparta High School for the 2019-2020 school year subject to and contingent upon successful completion of a criminal history background check. Roll call vote. Yeas: Craig, Morgan, Holliday, Kempfer, Young and Rheinecker. Nays: none. Motion carried.

Jennifer Morgan moved, Kevin Holliday seconded to approve Alicia Allard as a Volunteer Assistant Girls’ Basketball Coach at Sparta High School for the 2019-2020 school year. Roll call vote. Yeas: Morgan, Holliday and Craig. Nays: Young, Kempfer and Rheinecker. Motion failed.

Angela Craig moved, Kevin Holliday seconded to approve Jason Boston as a Volunteer Assistant Girls’ Basketball Coach at Sparta Lincoln School for the 2019-2020 school year subject to and contingent upon successful completion of a criminal history background check. Roll call vote. Yeas: Craig, Holliday, Kempfer, Young and Rheinecker. Nays: Morgan. Motion carried.

Angela Craig moved, Kevin Holliday seconded to approve Jonathan Norton as Sparta Lincoln School Athletic Director for the remainder of the 2019-2020 school year. Roll call vote. Yeas: Craig, Holliday, Kempfer, Morgan, Young and Rheinecker. Nays: none. Motion carried.

Angela Craig moved, Kevin Holliday seconded to approve the administrator pay increase for the 2019-2020 school year as presented. Roll call vote. Yeas: Craig, Holliday, Kempfer, Morgan, Young and Rheinecker. Nays: none. Motion carried.
