The Harrisburg City Council met beginning at 6:00 p.m. in the Council Room of City Hall, Harrisburg IL.
Mayor Pro-Tem Ron Morse called the December 05, 2019 meeting to order. Mayor Pro-Tem Ron Morse presided over the meeting with Commissioners Raymond Gunning, and Rupert Johnson present and answering roll call. Mayor John McPeek and Commissioner Roger Angelly was absent. Mayor Pro-Tem Morse announced that with the presence of three members which constitutes a quorum, we may proceed.
Pastor Paul Taylor of the Land Street Church of God led the group in pray and the Pledge of Allegiance. Commissioner Raymond Gunning made the motion to approve the consent agenda.

Brown and Roberts Inc. – Section 19-00000-00-GM 2019 MFT Program - $7,826.49
Brown and Roberts Inc. – Job No. 2019-035 – 2014 Water main Phase I - $11,382.24

Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes. Motion carried.
Commission Raymond Gunning stated this is a difficult decision for him after working in the Sherriff’s Office as a Dispatcher for several years and now becoming a Council member making decisions like this. He has talked with several employees involved with this situation and the responding individuals. Commissioner Raymond Gunning took it upon himself to contact a city that actually has a single wide single ambulance service and was told that it works very well. The recommendations is that if this does not work, the City of Harrisburg can opt out of this agreement.
Commissioner Raymond Gunning made the motion to approve Ordinance 1798 contract between Deaconess EMS and City of Harrisburg. Seconded by Commissioner Mayor Pro-Tem Morse. A roll call vote was taken with all present voting yes except Commission Rupert Johnson voting no. Mayor Pro-Tem Morse stated for the record show that since there is a quorum, two setting members can pass this motion; therefore, this motion passed.
Once this Ordinance passes, there will a contract that needs to be entered in to, and then this will take effect.
Commissioner Raymond Gunning stated the City has had some difficulties getting a Sewer Plant Operator. The City is taking the next step that will require an employee/hire to take the necessary classes, obtain the required license, and to protect the City’s best interest.
Commissioner Raymond Gunning made the motion to approve Ordinance 1799 for the Pre-Employment Contract with the Sewer Plant Employee(s). Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes. Motion carried.
Mayor Pro-Tem Morse stated a posting for the job opening with all the requirements will be available in the City Clerk’s Office for the next ten days.
Eric Boe from Brown and Roberts Inc. discussed Liberty Ledford having an existing water main within the City of Harrisburg. Approximately 1⁄2 block north of Barnett Street from Hobson Street extending westward to the edge of the city limits. They are looking to replace the aging cement water main. The plan is to replace adjacent to the existing main. An existing easement is not able to be located and therefore to cover all the basis, Liberty Ledford is requesting an easement for that same alley and route that the exiting water main is on. Commissioner Raymond Gunning asked if they will replace the alley as before. Eric Boe stated it will be replaced as needed and all repairs will be completed by Liberty Ledford.
Commissioner Raymond Gunning made the motion to approve the easement for Liberty Ledford Water District. Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes. Motion carried.
Commissioner Raymond Gunning announced that Commissioner Roger Angelly asked him to present the salary for the new Water/Sewer Superintendent due to his absence. Commissioner Raymond Gunning made the motion to approve the salary for the new Water/Sewer Superintendent Jason Haney be paid annual $75,000 effective December 02, 2019 at 3:00 p.m. Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes. Motion carried.
Citizen Sally Thorton owns property in Harrisburg and now lives in Goreville. She has approached Commissioner Raymond Gunning about donating her property at 403 N. Main Street to the City of Harrisburg. Commissioner Raymond Gunning asked her to talk with Fire Chief John Gunning. She stated the City of Harrisburg has been wonderful to her and she would like to be wonderful to the City if she can.
Mayor Pro-Tem Morse announced the annual Christmas Lights Parade to be held on December 12, 2019 starting at 6:00 p.m. It is always a great event.
Commissioner Raymond Gunning made the motion to adjourn. Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes. Motion carried.
