Illinois House Rep. Patrick Windhorst (R-Metropolis) questioned several executive inspector generals regarding ghost payrolling during last week's Senate House Joint Commission on Ethics and Lobbying Reform hearing.
"Did any of you initiate an investigation regarding the email in the news recently about ghost payrolling?" Windhorst asked.
Nathan Maddox, the executive inspector general for the Illinois Secretary of State, said his office did not. "We looked closely and it was not involved with our office," Maddox said.
Susan Haling, the executive inspector general for the Governor's Office, said she could not speak on the matter.
Windhorst asked what the process was when reports were founded.
"The decision is [made] within the Executive Ethics Commission," Haling said. "If there are more than three days, suspension is mandatory. Anything short of that is discretionary."
