City of Albion City Council met Jan. 20.

Here is the minutes provided by the council:

The Albion City Council met in regular session on Jan 20, 2020 at 6:30 p.m. in the Albion City Hall. Mayor Eric Schmidt called the meeting to order and led Pledge of Allegiance.

Oath of office was given to Mayor, Eric Schmidt, and councilmen Dostal, Hemming, Loffgren, Dudley, and Kaufman

Roll Call: Present- Kim Dostal, Pat Hemming, Doug Loffgren, Jacob Dudley, Garrett Kaufman.

Dostal moved and Dudley seconded to approve the agenda. Motion passed 5-0

Hemming moved to approve the consent agenda and was seconded by Loffgren. The consent agenda consisted of regular minutes from Dec 16, 2019, approval claims for payment, and financial reports. Motion passed 5-0.

Judy Pulse spoke about a nuisance at 306 E George St, household items and other goods in driveway and yard. Cans and bottles blowing across street to Pulse property.

Sheriff, Public Safety, P&R, and Streets – nothing to report.

Russell Keefer, City Maintenance, stated Main St & Jefferson St holds water, due to the State Hwy 330 run-off. Loffgren & Betts talked about getting ahold of IDOT for repairs.

Aaron Betts, Fire Chief, stated Fire Fighter #1 class started there are approximately 15-20 attendees.

Ryan McRill, EMS Chief, stated the EMS team has 2 letters of interest.

Doug Loffgren, Water, read the water report.

Kim Dostal, Sewer, read the sewer report.

Julia Eckles, Librarian, stated Library Luncheon will begin again the last Wednesday of every month starting Jan 29. She also stated travelogue will again have a foreign exchange student speaking.

A motion by Dostal and seconded by Dudley to open the public hearing. Public hearing opened at 6:52pm. Notice is hereby given that the City of Albion has held a public hearing at 6:30pm on 1/20/2020 in council chambers for the purpose of Maximum Property Tax Dollars Resolution 2020-01. There were no questions from council or those present at the hearing. A motion by Dudley and seconded Loffgren to close the public hearing. Public hearing closed 6:52pm.

Dostal motioned and Dudley seconded to approve Ordinance #2019-01 Nuisance Ordinance Chapter 50. Ordinance passed 5-0

Dostal motioned and Hemming seconded to approve Ordinance #2019-03 Municipal Infractions Ordinance Chapter 3. Ordinance passed 5-0.

A motion by Dostal and seconded by Dudley to approve 2nd consideration of Resolution 2019-11a ordinance chapter 75 All Terrain & Off-road Utility Vehicles. Motion did not pass 2-3.

A motion by Loffgren and seconded by Hemming to approve 2nd consideration of draft of Resolution 2019-11b Ordinance chapter 75. Motion passed 5-0.

A motion by Dostal and seconded by Loffgren to terminate Resolution 2019-11c 1st consideration of draft Ordinance chapter 75. Resolution 2019-11c terminated 5-0.

A motion by Dostal and seconded by Loffgren to waive 3rd reading of Resolution 2019-13 Dangerous Building Ordinance 2nd consideration of draft. Resolution passed and moved to Ordinance for 2/17/2020 meeting 5-0.

A motion by Dostal and seconded by Loffgren to approve Resolution 2020-01 Maximum Property Tax Dollars. Resolution 2020-01 passed 5-0.

Water/Discussion/Rates was tabled until a rate study can be completed on billing monthly/bimonthly.

A motion by Loffgren and seconded by Dostal to approve Electric pump quote. Motion passed 4-1.

A motion by Dostal and seconded by Loffgren to approve quote from Simmering Cory for codification of Ordinances. Motion passed 5-0

A motion by Loffgren and seconded by Hemming to approve US Dept of Commerce US Census Bureau – Boundary Validation Program. Motion passed 5-0.

Discussion was had on Stanley Mill, the right-of-way needs surveyed and titled and abstracts written.

A reminder to council for special budget workshop on Feb 3rd , 2020.

Prices for utility billing ACH was given to council members from Summit Software.

A letter of legal service rates for 2020 from Ahlers Cooney was given to council members.

Council was informed the W-2 they received were mis-printed. Updated W2 are in the works.

A motion by Dostal and seconded by Dudley to adjourn. Motion passed 5-0. Meeting adjourned 7:51.
