Harrisburg City Council met Jan. 16.

Here is the minutes provided by the council:

Mayor John McPeek called the meeting to order. Mayor John McPeek presided over the meeting with Commissioners Raymond Gunning, Roger Angelly, Rupert Johnson and Ron Morse answering roll call.

Pastor Laurie Fields from the First United Presbyterian Church led the group on prayer and the Pledge of Allegiance.

Commissioner Roger Angelly made the motion to approve the consent agenda.

Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes. Motion carried.

Jim Williams from Williams and Associates presented the Cyber Liability proposal from Chubb. This will provide two broad coverages for any potential losses to the City to include extortion. Chubb has a variety of ways to help the City with cyber security. Each department head will learn how to prevent cyber events and these resources are free. Commissioner Raymond Gunning asked if this protection will cover an attack if personal information is stolen such as social security information or date of birth. Jim Williams stated this does cover such an event. There would be a loss team to help give protection for credit and protect the City for the third party liability issues. The price is $3,880 per year.

Commissioner Ron Morse made the motion enter an agreement for the Cyber Liability Insurance in the amount of $3,880 annually. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Ron Morse made the motion to authorize the City Clerk to sign Cyber Liability Insurance Policy. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

Mayor John McPeek stated the Ameren Franchise Agreement will be tabled.

Mayor John McPeek stated the review and approval of executive session minutes will be tabled.

Treasurer David Cox stated the City current has internet with four different carriers. Clearwave is not going to be working with Frontier. Futiva presented a quote for internet. This will allow the City to consolidate to one/two providers and will possibly save the City up to $1800.00 a year. Commissioner Roger Angelly made the motion to enter into an agreement with Futiva for internet and to authorize the City Clerk to sign the agreement with Futiva for the new internet service. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

Mayer Network presented three proposals for the City of Harrisburg. Mayer Network has been working with the City of Harrisburg for about six years. The discussion entailed the necessity to upgrade some of the current hardware and citywide service. There are some computers that are in need up updating and the Council received a proposal for the upgrades. This includes firewalls, computers, server at the Police Department, and a new server in City Hall. The current server in City Hall will need to be replaced in the near future.

Remote Desktop Hosting involves the City of Harrisburg logging into Mayer Network data center. This will eliminate the need for expensive servers, expensive workstations but the hardware cost will drop. The computers will be protected with the firewalls. Mayer Network will handle all the backup, anti-virus and all support. This massively limits the hardware cost. There is some networking equipment and hardware needed on site. This will make management simpler.

The Voice IP Hosting will work well with Futiva which requires fast internet lines. James Mayer believes the City of Harrisburg is being overcharged by Frontier. The phone lines with Mayer Networks are much cheaper than Frontier. The cost is about $500-$600 a month cheaper. Roughly twenty-nine phones need to be replaced and there is a three year agreement at $39.95 per line. As of this morning, the Sherriff’s Office called and they are interested in this option as well. James Mayer discussed the variety of services that is provided with the phone service with Mayer Network. The current Frontier phone bill is running about $1900 a month. The current proposal with Mayer Network is $1475 which is $425.00 cheaper per month.

Mayor John McPeek stated this will be tabled so the Council members can review the proposals. Commissioner Raymond Gunning requested Executive Session.

Mayor John McPeek thanked the Street/Alley Department, Water/Sewer Department, Fire and Police Departments for all their hard work during this past weekend with all the rain.

Citizen Sharon Vandenberg discussed most of her issues with Commissioner Raymond Gunning. She stated the police are doing the very best they can but she wished they could do more. There are several dogs running lose and she thinks the citizens should keep their dogs on collars and leashes. She would like for drivers to stop at the stop sign on O’Gara Street. The Council asked Ms. Vandenberg to contact the police so they are aware of these incidents. There is a pit bull that needs to be on a leash in her neighborhood.

Citizen Mary McGregor she stated that she loves this town and the people in it. The laid back attitude on small infractions such as illegal parking in this town is too laid back. People are parking at the stop sign and intersection at O’Gara Street. It is illegal to park next to a stop sign. She does not want to call the police over something so petty. She proposes the City of Harrisburg’s Facebook page along with the local newspapers post the law and statues and consequences for breaking these laws such as penalties and fines to help spread awareness. It is dangerous to park next to a stop sign or in front of a fire hydrant. The police should take a stronger stance on illegal parking and start handing out more tickets or having cars towed. People take advantage of how nice our town is. People do not pay attention to the laws anymore like it doesn’t matter. It does matter because those little hazardous accidents are what causes big accidents. There should be more patrolling and ticketing. She request that on the City of Harrisburg Facebook page, there should be a “law of the day” section and the consequences of breaking the law.

Mayor John McPeek made the motion to go into Executive Session for Personnel, Litigation and Collective Bargaining. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.
