City of Mt. Carmel Zoning Board of Appeals met March 10.

Here is the minutes provided by the board:

The Mt. Carmel Zoning Board of Appeals met in Regular Session in the Meeting Chambers at City Hall Building, 631 Market Street.

Present on Roll Call: Chairman Tony Bowles, Tim Raibley, Bob McGregor, Bill Mabry, Harold Bailey.

Also Present: City Inspector Michael Gidcumb, David Saltsgaver, George McPherson, Karissa Turner.

Absent: Jeff Parker, Patricia Bramlet.

Zoning Board Chairman Tony Bowles brought the meeting to order at 5:00 p.m. roll call was taken.

A motion was made by Bob McGregor, and seconded by Tim Raibley to approve the minutes of the last meeting, dated October 17, 2019. All present voted Aye.

Oath was administered to petitioners David Saltsgaver, George McPherson, and Karissa Turner.

An application was presented for consideration by petitioner David Saltsgaver.

1)Application for Variance No. 013020201V requesting a reduction in the set-back requirements from 3’ to 1’ to allow the construction of an unattached accessory building located in a residential R-3 District located at 1013 Poplar Court in the City of Mt. Carmel, county of Wabash State of Illinois.

Chairman Tony Bowles brought the meeting to order asking if the request for Variance 013020201V was for a setback only. Mr. Gidcumb responded with yes and stated zoning setback for an unattached accessory building is 3’ from the property line and the petitioner Mr. Saltsgaver was requesting a variance to allow the building to be constructed within 1’ of the property line. Tim Raibley asked if this was a variance request for just one side. Mr. Gidcumb stated the request was for the side and rear property line. Bill Mabry asked if we had received any objections from the neighbors. Mr. Gidcumb stated he had not received any objections. Mr. Saltsgaver then gave the zoning board a copy of the notice that was given to the property owner at 1009 Poplar Court from Mary S. Wood stating she has no objections to the variance and that she was unable to attend the meeting. Tony Bowles asked Mr. Saltsgaver if he was going to be able to access the building from the side streets. Mr. Saltsgaver said he would not be able to access the building except from his current driveway on Poplar Court. Tim Raibley asked the petitioner what he planned for the building. The petitioner stated this was going to be a wood shop and garage. Harold Bailey stated since no one has objected to it he made the motion to recommend approval of the variance 013020201V. Chairman Bowls asked if there were any other questions no one had any other questions and Harold Bailey again made a motion to recommend approval. Bill Mabry made a second motion. Chairman Bowles requested a roll call all present voted Aye.

Chairman Bowles gave instructions that the board was just an advisory board and the petitioner would need to be present at the 03/23/2020 council meeting where this petition would be presented to The Mount Carmel City Council. Chairman Bowles told the petitioner he was allowed to leave if he wished.

2)Application for Variance No. 021820201V requesting variance to allow the construction of a commercial maintenance building located in a residential R-2 District located at 1601 College Drive in the City of Mt. Carmel, county of Wabash State of Illinois.

Chairman Bowles then brought the Variance petition 021820201V to the zoning board. Chairman Bowles asked petitioner George McPherson if he owned the property at 1601 College Drive. The petitioner stated he did own the property Chairman Bowles then asked the petitioner if he were building the maintenance building to lease out to the Hospital. The petitioner said yes he was. Chairman Bowles then stated he was surprised this had not already been done. Mr. Gidcumb stated there was a variance to allow the nursing home to be built on the site. Tim Raibley asked if he were to build a nursing home would it be allowed to go there. Mr. Gidcumb at first said yes he would have to go through the variance again. Then he stopped and asked Mr. Raibley if he meant the same type nursing home facility. Mr. Raibley said yes. Mr. Gidcumb then stated no he would not have to do the variance for this property since the variance to allow a nursing home was already completed. Mr. Gidcumb stated this is for a maintenance building. Mr. Raibley said ok yes since it is a different occupancy group it would need a variance. Bill Mabry asked if he had a footprint of where the building was going. He said he started the ground work then realized he needed a zoning variance to construct the building there so he stopped and met with Mr. Gidcumb to get the proper paperwork started. Mr. Raibley stated the area photo was not the footprint of the building. Mr. Gidcumb stated he used whiteout to cover the existence of the older Nursing home that was showing in the photos. Mr. Bowles then asked the petitioner if he had access to the building. He stated the existing entrance was his access to college drive. Chairman Bowles then asked if there were any other questions. With no further questions Chairman Bowles asked if there was a motion. Bill Mabry made the motion to recommend approval for the variance 021820201V. Harold Bailey made a second. Chairman Bowles requested a roll call. All present voted Aye except for Tim Raibley who abstained from voting due to a conflict of interest. Chairman Bowles instructed the petitioner that the zoning board was just an advisory board and he would need to attend the 03/23/2020 City Council meeting where this petition would be to the city council for a vote. He then told the petitioner he could leave if he wished, but the petitioner said he would stay.

3)Application for Variance No. 021820202V requesting a reduction in the set-back requirements from 30’ to 12’ and to allow the construction of a medical building located in a residential R-2 District located at 110 W 13th Street in the City of Mt. Carmel, county of Wabash State of Illinois.

Chairman Bowles then brought Variance application 021820202V before the zoning board. Chairman Bowles asked if the set back request was for a setback variance from 30’ to 12’ and to allow a medical building to be built on the property at 110 W 13th Street. The petitioner stated yes that is correct. Mr. Gidcumb asked Tim Raibley if he would explain a little about what was going to be happening if allowed. Mr. Raibley explained the new building would connect to the current hospital, and the setback allows them to tuck it toward the hospital so the connection is closer to existing. He also stated that gives more room for parking. Mr. Gidcumb asked Mrs. Turner if the plans were to have all the hospital doctors to be housed in the new medical building. Karissa Turner stated not all of them right away. She explained the first story would be for the doctors and the second story would be for future growth. She explained some of the medical providers have their own buildings and they will remain in their current buildings. She explained the doctors located on Chestnut street would move into the new building, and have room for future growth when new doctors are brought to WGH. She then showed the board a picture of what the new building would look like. She also explained there are future orthopedic expansion and some cafeteria remodeling that will take place, but tonight she was just asking about the medical building. Chairman Bowles said if no other questions do I have a motion on the variance. Robert McGregor made the motion to recommend Variance 021820202V. Harold Bailey seconded the motion. Roll was called all voted Aye except for Tim Raibley who abstained and explained due to a conflict. Chairman Bowles again explained the need to attend the 03/23/2020 council meeting. Mr. Gidcumb reminded WGH he had a pre-construction meeting concerning this project on 03/26/2020. He asked if Mr. Raibley was going to be able to attend Karissa Turner asked Mr. Raibley to attend the meeting. Karissa Turner then stated she had Pat Gould working on a project and would be getting with Mr. Gidcumb and Joe Judge to discuss this once Mr. Gould gets back with her.

Chairman Bowles asked if there were any old business that the board needed to discuss.

After all paperwork was signed and there being no further business, a motion was made by Tim Raibley and seconded by William Mabry to adjourn the meeting at 530. p.m. All present voted Aye
