Rep. Bailey lauds changes for firearms owner ID identification, concealed carry licenses during pandemic

The Illinois State Police have extended the concealed carry licenses and firearm owner identification (FOID) cards during the COVID-19 pandemic, a move that has drawn praise from state Rep. Darren Bailey (R-Xenia). 

There are a few rule changes to be aware of:

For FOID cardholders and CCL licensees, who have applied for renewal, their cards will be valid through Kentucky’s disaster proclamation and for the next 12 months. This applies if the renewal applications were submitted after expiration. Individuals with a concealed carry license will not have to submit proof of a three-hour training with their renewal application, although they will have to provide the proof within the 12 months after the disaster declaration.

“These emergency rules are welcome to many people in my district who have had issues with getting their renewals through no fault of their own, and were not allowed to even purchase firearms or ammunition,” said Rep. Darren Bailey (R-Xenia) when he learned of the new rules.

The Illinois State Police issued emergency rules to address the issue of renewals during the week of April 9.

Illinois residents who are eligible and interested in carrying firearms or possessing ammunition must carry a firearm owner’s identification card (FOID) and is separate from the state’s concealed carry license. In order to qualify for an FOID, individuals must not be convicted of any felony, must not have been a patient in a mental institution within the preceding five years, must not be subject to an order of protection or no contact order, must not have been convicted of battery, assault, aggravated assault, or similar offenses, according to the Illinois State Police Firearms Services Bureau.

To qualify for a concealed carry license, an individual must be 21 or older with a valid FOID. They must not have misdemeanor convictions involving threat of physical force or violence. They must not have two or more violations for driving under the influence of alcohol or other drugs within the past five years ,and must not have been in residential or court-ordered treatment for alcoholism within a five-year period.
