City of Mount Carmel City Council met April 6.

Here is the minutes provided by the council:

Mayor Judge brought the City Council meeting to order.

Present on Roll Call: Mayor Joe Judge Commissioners - Tom Meeks, Eric Ikemire, Justin Dulgar, Chandler Madden

Also, Present: City Administrative Assistant Rudy Witsman and three members of the news media.

Due to the governor’s executive order regarding COVID-19 attendance was limited.

APPROVAL OF MINUTES

Mayor Judge requested a motion to approve the minutes of the last council meeting.

Commissioner Dulgar motioned and Commissioner Ikemire seconded to approve the minutes of the meeting held on March 23rd, 2020. All present voted Aye by voice vote.

MAYOR’S COMMENTS

Mayor Judge gave the following update regarding the COVID-19 situation:

We have tried to inform the Community and ensure the Governor’s executive orders to stay home is executed and inform businesses on how to get information they need. People are not listening. I ask that you take this seriously as we have had our first confirmed case in Wabash County. I do urge people to limit their activity. We want to pray for the person who has contracted COVID-19 and hope they have a quick recovery.

We have been working with Hot Tees on a sign. Want to say thanks to Rodney and Cindy Bishop on their design. If you are interested in getting one of these signs, you can go to Hot Tees and order one. We will be ordering some and getting them out to the community. We have posted this on our facebook page.

“I would like to thank everyone for their work on the budget. As of last Friday, at 8:00 A.M., I put a freeze on all spending within the City in all departments because we do not know what’s going to happen at this point. All spending has to approved through Rudy Witsman.

COMMISSIONER REPORTS:

COMMISSIONER TOM MEEKS – STREETS, CEMETERIES AND PARKS

Commissioner Meeks reported in the last two weeks the street department has done routine maintenance, cleaning storm intakes and digging out new parking spaces for City Hall.

COMMISSIONER ERIC IKEMIRE – FINANCE AND SENIOR CITIZENS

Statement of Receipts and Expenditures – See attached agenda with financials.

Commissioner Ikemire presented the draft of the 2020-2021 budget for the first reading and it will be finalized and presented at the next meeting in two weeks.

Commissioner Ikemire stated that General Fund holding pretty steady. Don’t know what next year will bring after this COVID-19 pandemic with the reduction of sales tax and state income tax.

COMMISSIONER JUSTIN DULGAR – WATER AND SEWER

Commissioner Dulgar reported that Water and Sewer is running as normal. Three water/sewer projects have been budgeted for next year.

COMMISSIONER CHANDLER MADDEN – FIRE, HEALTH & SAFETY, GARBAGE, CITY HALL AND CIVIL DEFENSE

Commissioner Madden stated Spring Fix-Up/Clean-Up week that was scheduled for this week has been postponed and will be rescheduled when things get back to normal. Mosquito larvicide work has begun and spraying will begin soon.

CITY ADMINISTRATIVE ASSISTANT – RUDY WITSMAN

City Administrative Assistant Rudy Witsman reported bids were opened last Thursday, April 2nd, 2020 for the expansion of City Hall. There was a total of 5 bidders. Kieffer Bros. Construction, local contractor, was the low bidder. ADG reviewed the bid and recommended we accept the low bid from Kieffer Bros. Construction. Administrative Assistant Witsman asked for a motion to approve the low bid from Kieffer Bros. Construction. The amount of bid was $354,000.00 less $20,500.00 allowance for an exterior wall change that was approved by ADG.

City Administrative Assistant Witsman stated this Friday the City Hall will be closed, it’s a Holiday for all our city workers. The Dumpsters on Golden Aces Way will be closed on Friday and Saturday.

BUSINESS MOTIONS

Commissioner Meeks Motioned and Commissioner Dulgar seconded to approve the low bid from Kieffer Bros. Construction for the expansion of City Hall. All present voted Aye by voice vote.

Commissioner Ikemire motioned and Commissioner Madden seconded to approve the Consent Agenda. The consent agenda included the paying of all bills bearing the proper signatures. All present voted Aye by voice vote.
