City of Fairfield City Council met March 24.

Here is the minutes provided by the council:

Due to COVID-19 and Governor Pritzker’s “stay at home” order the City Council meeting was conducted via phone conference.

WFIW Radio had planned to air the Council meeting live but due to technical issues were unable to do so.

Meeting called to order by Mayor Maguire at 6:04 P.M.

Prayer led by Mayor Maguire.

City Clerk Tina Hutchcraft called the roll of those on the conference call:

Mayor: Brent Maguire City Clerk: Tina Hutchcraft City Attorney: Darrin Rice Aldermen: Ralph Barbre; Brett Coale; Jim Griffith; Tyler Lampley; Jerry Lisenbee; Terry Stahl; Gary Moore

Absent: Alderman Eugene McGill

Also Present: David Mills, Wayne County Press; Ken Otey, WFIW Radio; and Andrew Miller, Fire Chief.

The minutes of the meeting of March 10, 2020, agendas and bills of March 24, 2020 were sent out to those entitled to receive them. Mayor Maguire asked for approval of the minutes for the March 10, 2020 meeting. Motion by Alderman Coale, seconded by Alderman Stahl to approve the minutes of the meeting of March 10, 2020. Vote yes: Barbre; Coale; Griffith; Lampley; Lisenbee; Moore; Stahl Vote no: none Absent: McGill Mayor Maguire declared motion carried.

Mayor Maguire asked for approval to pay the bills for the March 24, 2020 meeting. Mayor Maguire stated that there has been a question concerning the mapping program bill so he is pulling that bill for now so we can get more details. A motion was made by Alderman Barbre, seconded by Alderman Griffith to approve the bills for payment with the one exception. Vote yes: Coale; Griffith; Lampley; Lisenbee; Moore; Stahl; Barbre Vote no: none Absent: McGill Mayor Maguire declared motion carried.

Public Comments – Ken Otey stated that he had been notified by the radio station that they had experienced some technical issues and they apologized for delaying the start of the meeting.

Approval to Enter into an Agreement with TIF Attorney – An agreement to hire Attorney Terry Bruckert to assist with TIF issues was included in the agenda packet. A motion was made by Alderman Moore, seconded by Alderman Coale to approve entering into an agreement with the law firm Bruckert, Gruenke & Long, P.C. for the law firm’s representation of the City as Special Counsel for TIF matters. Vote yes: Griffith; Lampley; Lisenbee; Moore; Stahl; Barbre; Coale Vote no: none Absent: McGill Mayor Maguire declared motion carried.

City of Fairfield’s Response to COVID-19 – Mayor Maguire read a statement concerning COVID-19 and the impact it has made on the City of Fairfield. (A copy of the statement is attached.)

Adjourn Meeting – Motion by Alderman Lampley, seconded by Alderman Moore to adjourn the meeting. Vote yes: 7 Vote no: 0 Absent: 1 Mayor Maguire declared meeting adjourned at 6: 15 p.m.
